MAP and Digepres restrict personnel income or movements and salary adjustments that represent increases in public administration remuneration

Santo Domingo. – The Ministry of Public Administration (MAP) and the General Directorate of Budget (DIGEPRES) They issued circular DGP-SAL-2022-00183, dated July 20, 2022, which restricts the entry or movement of personnel and salary adjustments that represent increases in the remuneration line item in the institutions that make up the Public Administration.

The decision was made as part of the measures adopted to rationalize public spending.

“The MAP and the DIGEPRES"In their respective capacities as Governing Bodies of the Public Function and the Budgetary System, we are pleased to inform you that, from this date forward, procedures for personnel admissions or movements, as well as salary adjustments that imply increases in the remuneration line item for the remainder of this year, and consequently impacting the 2023 period, are restricted, except for those entities or bodies that, by their nature, warrant it, and that have the due authorization of both the MAP and the DIGEPRES," states the circular signed by the Minister of Public Administration, Darío Castillo Lugo, and the Director General of Budget, José Rijo Presbot.

The provision is established in compliance with the guidelines for the Formulation of Institutional Preliminary Projects for the 2023 Budget, sent through Circular 011-22, of July 14, 2022, of DIGEPRES, in accordance with the budgetary policies approved in the Council of Ministers, on July 8 of the current year.

The document is addressed to Ministers, the Comptroller General of the Republic, the Legal Advisor to the Executive Branch, National and General Directors, Administrators, and Sub-administrators, Managers and Sub-managers of the Central Government, Autonomous and Decentralized Non-Financial Organizations and Social Security Institutions.

“This circular comes into effect upon its publication, so any request made after that date will be void,” the document states.
