Santo Domingo, Dominican Republic. – Within the framework of the cooperation promoted by the Good Financial Governance Program for a green and sustainable economic recovery in the SICA countries, implemented by the German Development Cooperation (GIZ) together with the Executive Secretariat of COSEFIN, the General Budget Directorate (DIGEPRES) He shared with the member countries of the Council of Ministers of Finance of Central America, Panama and the Dominican Republic (COSEFIN) the experience in the evaluation of results-oriented budget programs, during the webinar "Results-oriented budget evaluation: Transforming Public Management.”
The meeting brought together authorities, specialists and technical teams from the finance ministries and budget offices of the region to exchange experiences and reflect on one of the main challenges of public administrations: ensuring that state resources translate into concrete results that improve the quality of life of citizens.
The opening remarks were delivered by the director of the Good Financial Governance Program in the Central American Integration System (SICA) from GIZ, Sandra Stelzner; the Executive Secretary of COSEFIN, Dr. Federico Rivera Romero; the Deputy Minister of Budget, Assets and Accounting and Director General of Budget, José Rijo Presbot; and the Deputy Minister of Fiscal Policy of the Ministry of Finance, Camila Hernández Villamán.
During her remarks, Sandra Stelzner emphasized that evaluating public policies allows for identifying what works and what aspects require adjustment, thus promoting a more efficient allocation of public resources in priority areas such as health, care for the elderly, employment, and the protection of vulnerable populations. For his part, Dr. Federico Rivera Romero highlighted that evaluations are a fundamental tool for strengthening decision-making processes, improving public policies, and ensuring that the benefits of state investment reach those who need them most effectively.
Likewise, José Rijo Presbot emphasized that the evaluation of results-oriented budget programs represents a strategic tool for strengthening the quality of public spending, promoting evidence-based management, and ensuring that state resources generate a positive and measurable impact on citizens' lives. Similarly, Camila Hernández stressed that, in a context of limited resources and growing social demands, it is essential to manage the budget efficiently and effectively, maintaining a focus on achieving development objectives and strengthening regional technical exchange as a mechanism for continuously improving public policies.
As the central focus of the webinar, the Dominican Republic presented the progress made in developing a methodology to evaluate Results-Oriented Budget Programs (RPBPs), a process promoted by DIGEPRES with technical support from GIZ since 2024. During the session, the regulatory and methodological aspects that have allowed this important advance in results-based budget management were also addressed.
To date, the country has conducted evaluations of priority programs related to tuberculosis prevention and treatment and comprehensive protection for older adults, in addition to analyzing the program to reduce teenage pregnancy. These exercises have strengthened the technical capacities of the institutions responsible for planning, implementing, and evaluating public spending, generating valuable evidence for the continuous improvement of public policies.
As part of this process of institutional strengthening, DIGEPRES continues in 2026 the development of new evaluations, including the one corresponding to the program aimed at increasing employment, consolidating a culture of evaluation that contributes to an increasingly efficient, transparent and results-oriented public management.
Sharing knowledge to strengthen the region
One of the main objectives of the meeting was to promote learning and cooperation among the member countries of COSEFIN, allowing the experiences developed by the Dominican Republic to serve as a reference to strengthen budgetary and evaluation systems in the region.
During the event, the systematization of the Dominican experience, prepared by the international consultant, was presented. Rafael Gómez, who explained the evolution of the evaluation process of the PPoR in the country, the factors that made its implementation possible, the lessons learned and the recommendations for its adaptation in other national contexts.
Similarly, the person in charge of Budgetary Performance Evaluation at DIGEPRES, Ana Miguelina Terrero, presented the regulatory and methodological framework that supports the implementation of Results-Oriented Budget Programs in the Dominican Republic, as well as the main enabling factors and the evolution of this model in the country.
Cooperation for a more impactful public management
These advances are supported by German Federal Ministry for Economic Cooperation and Development (BMZ), through the German Cooperation for Development (GIZ) and the Good Financial Governance Program for a green and sustainable economic recovery in the SICA countries, an initiative that promotes together with DIGEPRES and the Executive Secretariat of COSEFIN the exchange of experiences and the dissemination of good practices in Central America, Belize and the Dominican Republic.
The experience presented by the Dominican Republic demonstrates how the evaluation of public programs strengthens institutional management, improves evidence-based decision-making, and contributes to a more strategic use of public resources. At the same time, it demonstrates the value of regional cooperation in promoting more effective and transparent public policies focused on generating concrete results for citizens.
