Deputy Minister of Budget, Accounting and Procurement

Director General of Budget.

 

He holds a degree in Education, specializing in Mathematics, from the National University Pedro Henríquez Ureña, and a master's degree in Mathematics Applied to Economics, from the National University of Panama.

He has a postgraduate degree in Pure Mathematics for Teachers at the Pedro Henríquez Ureña National University, and a Diploma in Social Market Economy at the Central American Institute of Political Studies, in Guatemala.

He was a UD-PRD Deputy, 1998-2002 and President of the Bicameral Commission for Institutional Reform and Modernization of the National Congress and the Chamber of Accounts; President of the Comptroller Commission and member of many other Permanent Commissions of the Chamber of Deputies, especially related to the economy, development and the administration and control of the operation of the State.

He has been a professor at the National University Pedro Henríquez Ureña, the Autonomous University of Santo Domingo, the Pontifical Catholic University Madre y Maestra, the Center for Technical Studies, APEC, and was a professor at the National University of Panama.

He has served as an advisor and consultant to multiple national and international, state and private sector organizations.
