ES Local Governments: DIGECOG offers awareness workshop to 102 mayors and municipal directors
The DIGECOG initiative is part of the Government's efforts and the current budget management to strengthen municipalities and transparency. The General Directorate of Government Accounting (DIGECOG) offered an awareness workshop to 102 mayors and municipal district directors on the importance of organizing the government accounting system in local governments. The welcoming remarks were delivered by the entity's director general, Rómulo Arias Moscat, and the director of Accounting Processing and Financial Statements, Wandy Hierro Núñez, who echoed the official's words regarding the effectiveness of the SIGEF (Integrated System of Governmental Financial Management) for the accurate accounting of finances in their respective municipalities and throughout the public sector. The Director General of Digecog, Rómulo Arias Moscat, emphasized the need to streamline processes, adhere to the law, and automate practices using programs like the Financial Management Information System (SIGEF), which serves as a tool for the financial administration of local governments, facilitating harmony and efficiency in their operations. The talk featured a presentation by Zuniel De La Cruz, head of the Consolidation Department, and was aimed at mayors and municipal directors from Santo Domingo, Azua, Bahoruco, Barahona, Duarte, El Seibo, Elías Piña, Espaillat, Hermanas Mirabal, Independencia, La Altagracia, La Romana, La Vega, María Trinidad Sánchez, Santiago Rodríguez, Samaná, and Puerto Plata, among others. The activity was led by the Local Governments Division of the Consolidation Department of the Accounting Processing and Financial Statements Directorate of DIGECOG (General Directorate of Budget) and was carried out with the objective of disseminating information on the treasury and asset management of local entities, as established by Law 126-01, which created the institution. DIGECOG Initiatives and Strengthening Local Governments: With the start of the current budget year, it was determined that local governments needed to be strengthened in order to continue reinforcing transparency, efficient spending, and internal savings, as a priority of President Luis Abinader's administration. The General Directorate of Budget has undertaken numerous efforts in conjunction with this DIGECOG initiative, including training and direct work in the field with local authorities and civil society; as well as a pilot plan to implement changes and improvements to the programmatic structure of municipalities, allowing for greater transparency and detailed reporting of budget execution.
DIGEPRES and the Baní City Hall begin a process of changes in the Programmatic Structure of the city council
El encuentro busca identificar aspectos fundamentales para generar cambios a nivel programático y de formulación dentro del ayuntamiento y gobiernos locales de todo el país. Baní, Peravia. – La Dirección General de Presupuesto y el Ayuntamiento Municipal de Baní se reunieron para iniciar trabajos que permitan instalar una nueva estructura programática en la Alcaldía. Este encuentro permitió que técnicos de Presupuesto identificaran las acciones que efectúan los representantes de las áreas y sus dependientes para alcanzar sus objetivos y metas dentro del ayuntamiento a partir de las asignaciones de recursos. La reunión consistió en un levantamiento de información que visibilizó categorías y elementos de organización interna, relacionadas a los productos y servicios que ofrecen a los munícipes. Los datos fueron recopilados a través de entrevistas individuales y grupales dirigidas a encargados departamentales, divisiones y áreas del Cuerpo de Bomberos, Deportes, Juventud, Niñez, Género, Policía Municipal, Parques y Plazas, Planeamiento Urbano y Obras Municipales. El plan de trabajo con la alcaldía se enfocó de manera puntual en identificar aspectos positivos del quehacer del ayuntamiento, su impacto en la gente y debilidades, socializados y consensuados con los actores y gestores de los procesos. En el intercambio entre técnicos de ambas instituciones destacaron temas vinculados a colaboradores internos, funcionamiento de mercados, servicios generales, remozamiento de parques y plazas, obras sociales, vínculos con ciudadanos, operativos de limpieza, actividades recreativas, deportivas y culturales, promoción de la equidad de género, seguridad ciudadana, aspectos articuladores con la juventud, emergencias y capacitaciones dirigidas a jóvenes, mujeres y hombres de la comunidad. El equipo técnico de Presupuesto estuvo conformado por Erelys Martínez, Alejandrina Rodríguez, Rosmery Toribio y Joel Martínez, de la división de Gobiernos Locales e Iranna Brito de Evaluación del Gasto. La reunión permitió recopilar información valiosa que a futuro ayudara a establecer lineamientos fundamentales para generar cambios dentro de la Estructura Programática del ayuntamiento y mejorar objetivos de política pública. La actividad fue realizada en salón de conferencias de la alcaldía del municipio de Baní. Jornada de trabajo a nivel nacional Además de Baní, el equipo de Gobiernos Locales de la Digepres lleva a cabo una jornada de trabajo que abarca todo el país y que apunta a cambiar la Estructura Programática de los ayuntamientos y juntas municipales. El proceso de cambio y mejora se inicia con un plan piloto en 23 entidades. Entre ellas, Distrito Nacional, Los Alcarrizos, Boca Chica, San Luis, Santiago, Dajabón, Pepillo Salcedo, La Vega, Moca, Bonao, Jarabacoa, Higuey, La Canela, Montecristi y otras.
