The workshop, which will run until August 8, aims to help each public entity efficiently prepare its preliminary budget under the multi-year model.
The General Directorate of Budget (Digepres)Through the Directorate of Quality and Evaluation of Budgetary Management, a series of meetings with institutions of the national general government were initiated to provide assistance and technical support during the multi-year formulation process 2023-2026.
With this day, the Digepres It seeks to ensure that each public entity efficiently prepares its preliminary budget under the multi-year modality that allows for greater planning and control.
These meetings are specifically aimed at implementing units of the national government, comprised of the central government, non-financial autonomous and decentralized bodies, and public social security institutions. The initiative has convened 238 implementing units and will run until August 8.
In her welcoming remarks, Dayana Crespo Vargas, analyst from the Budget Standards and Methodologies Department, thanked the participants for their presence while outlining the topics to be covered during the workshop.
“In addition to today's induction, we are making available the educational materials that will be used during the process, which will be available on our YouTube account and have the support of Digepres analysts.” Crespo said in his speech.
The work session was led by a Budget team that also included María Victoria Ortíz and Patricia Perdomo, Sectoral Budget Analysts; Adri Helen Mateo and Nicole Espaillat, analysts from the Budget Performance Evaluation department.
In their interventions, the facilitators explained basic criteria that the implementing units must observe when preparing the Budget, including general and specific guidelines for the 2023 formulation, multi-year formulation guidelines for income and expenses for the 2023-2026 fiscal year, and the multi-year formulation of financial and physical registration for 2023.
The workshop also covered aspects related to the Financial Management Information System (SIGEF), the Functional Classifier, resource projections, physical targets, programmatic categories, and other relevant topics within the budget process. The workshop included introductory sessions conducted via a virtual platform and a question-and-answer session.
New features in the 2023 formulation
Among the new features to be implemented in the 2023 formulation, the following stand out: the multi-year structure will be at the level of the executing unit, in accordance with Circular No. 011-2022 on Guidelines for Formulation 2023; the integration of more than one indicator; the establishment of the type of goal; the fact that the system will present the financial amount formulated for the activities that are linked to the product for the year to be formulated; and that the expected results of the programs will be the same as those linked to the Ministry of Economy, Planning and Development. (MEPyD).
Likewise, another relevant aspect was the reference to the conceptual models that contain additions to the Functional Classifier for actions aimed at mitigating climate change and promoting gender equality.
Participating institutions
The initial phase of the series of meetings brought together representatives from institutions such as the General Directorate of Ethics and Governmental Integrity (DIGEIG)National Emergency and Security System 9-1-1, State Land Titling Technical Unit, Dignified Community, Single System of Beneficiaries (SIUBEN), General Directorate of Strategic and Special Projects (PROPEEP)Social Cabinet, Supérate, Directorate of Strategy and Government Communication (DIECOM)Emergency Operations Center (COE)National Council for the Elderly (CONAPE), among other state institutions. The activity took place in the Juan Bosch Hall of the General Directorate of Budget.
