BudgetTogether with DIGES and Public Procurement, they will be implementing institutions for changes to make budget management more agile and transparent.
Santo Domingo. – Through an official resolution, the Ministry of Finance announced the automatic integration between the Expenditure Module of the Financial Management Information System (SIGEF) and the Electronic Public Procurement System (SECP) – Transactional Portal, within the framework of the execution of the contracting procedure that takes place in public institutions.
Resolution Number 157-2022 also responds to the purpose of automating the process in the stages of preventive type expenditure and commitment, as well as the registration of the invoice that gives rise to the accrual, by the institution that issues the contract.
The implementation program will be carried out with the support and guidance of the Administrative and Financial Units that will be incorporated into the process, by the SIAFE Management Directorate (DIGES), the General Directorate of Public Procurement (DGCP) and the General Directorate of Budget (DIGEPRES).
The document establishes that the General Directorate of Public Procurement will be responsible for presenting an implementation program that includes the scope of the institutions, a schedule of integration dates and the training and communication criteria for the automatic integration between the SIGEF Expenditure Module and the Electronic Public Procurement System – Transactional Portal.
According to the implementation schedule, it is expected that, by January 1, 2023, the Ministry of Finance, through the SIAFE Management Directorate (DIGES), will disable the option of registering purchases in SIGEF outside of the Transactional Purchase Portal, to give way to this new automated process.
More agile and transparent management
The document explains that the measure will be applicable to all entities and bodies that execute their budgets through SIGEF and carry out their purchasing processes through the Transactional Portal.
Furthermore, following the implementation of these changes, the Certificate of Budgetary Appropriation Availability will be automatically generated in SIGEF, from the Transactional Portal, by the Administrative and Financial Unit in the budget line item related to the procurement process. This is in accordance with the Alphabetical Guide to Budgetary Allocations by Expenditure Concept, published by the DIGEPRES.
Similarly, it indicates that, for greater transparency, once the certificate is generated, the contracting process can be published, and both SIGEF and the Transactional Portal will guarantee that the amount is reserved throughout the entire process cycle until the contract is signed.
The Certificate of Quota Availability for Commitment will also be automatically generated in SIGEF from the Transactional Portal.
