The Budget Director explained to the young entrepreneurs how the Government will execute and manage resources to finance goods, public services and spending priorities for the coming year
The General Budget Directorate (DIGEPRES) and the Economy and Energy Commission of the National Association of Young Entrepreneurs (ANJE) They held a Citizen Meeting on the theme “Discussion about the project of General State Budget Law 2026: progress and challenges”, with the aim of learning how the government will execute and manage public resources and spending priorities for the coming year.
The activity was led by the director of the General Directorate of Budget, José Rijo Presbot; the CEO of ANJECrystal Fiallo; Gisselle Valera and Carlos José Martí, coordinator and director, respectively, of the Economy and Energy Commission of ANJEIn addition, members of the business association and budget technicians.

Furthermore, Rijo Presbot He highlighted the importance of the Budget as a fundamental instrument for public administration, which is governed by strict democratic rules and principles for the proper functioning of the state apparatus.
Speaking to young entrepreneurs, Rijo Presbot indicated that the 2026 budget project amounts to 1 trillion 744 billion pesos, equivalent to 20.1% of the gross domestic product (GDP), explaining the allocation of resources directed to the health, education, security, water resources and infrastructure sectors deployed throughout the national territory.
Regarding the projects included in the 2026 General State Budget (PGE), Rijo Presbot told those present that two out of every three projects in the document reflect the sentiments of the communities and respond to demands gathered in the Provincial Development Councils, thus allowing for the territorialization of public policies. “The Government seeks to ensure that resources are allocated effectively to generate a positive and concrete impact on the quality of life of the population,” Rijo Presbot stated in his address.
The Budget Director also explained topics related to income, expenses, financial sources and applications, as well as the priority axes of the spending policy of the 2026 General State Budget; the link of the project with the National Development Strategy (END) that establishes the long-term vision for the Dominican Republic, which together with the General State Budget define the country's commitments for the future.
In his presentation, José Rijo Presbot highlighted to the members of ANJE the work that has been done DIGEPRES to strengthen and modernize the Financial Management Information System (SIGEF) with the aim of creating a more efficient, transparent government that is closer to the citizen.
At the Citizens' Meeting, he highlighted the legal measures established by President Luis Abinader's administration to eliminate administrative debt, balance public accounts, increase transparency in processes, and protect the resources of all Dominicans. He addressed the importance of the fight against corruption and the cases brought to court, considering them an achievement and a government effort to combat impunity, punish those responsible, and recover misappropriated state resources.
Another point addressed by Rijo Presbot was budgetary rigidity, the composition of financial sources, the evolution of public and administrative debt, and per capita investment by province for 2026. Finally, the meeting concluded with an exchange of ideas regarding the country's economic reality.
Citizen Meeting with Budget: space for dialogue
Citizen Encounter is an initiative of the current budget management headed by José Rijo Presbot, which seeks to promote open dialogue between the Budget and the different key sectors of civil society, with the aim of ensuring citizen participation, social control and making the public policies and programs contemplated in the PGE more efficient.
This effort, together with the work of the DIGEPRES, has placed the Dominican Republic as a leading country in the region in citizen participation and budget transparency, according to the results of the Open Budget Survey conducted by the International Budget Partnership (IBP).
In line with this effort, since the beginning of this administration, DIGEPRES For the first time in history, the weekly budget execution report is published, allowing for detailed information on the use of central government resources, week after week, and openly available on the Digepres.gob.do portal.
