Digepres presents progress on the multi-year budget project oriented towards a new model of the budgetary system in the Dominican Republic

The project, which seeks to replace the current SIGEF system, will link the physical and financial management of the budget, integrating multi-year planning and clear objectives that allow for informed and timely decisions for the benefit of citizens.

The General Directorate of Budget (DIGEPRES), with the support of the Ministry of Finance and the Inter-American Development Bank (IDB)The technical progress and achievements of the Multi-Year Results-Oriented Budget Project with a Dynamic Approach were presented as part of the Functional Model of Processes within the Dominican Budgetary System. This initiative marks a turning point in government budget management, aligning with the objectives of modernization and efficiency in public spending.

The project is part of the reforms promoted by the Government to strengthen planning, improve the State's financial management, and foster a culture of transparency and accountability. Furthermore, it aims to replace the Financial Management Information System (SIGEF), a tool implemented in 2003.

The event was led by José Rijo Presbot, Director General of the Budget, accompanied by Iván Ramírez, Deputy Director General of the Budget; Derby de los Santos, Vice Minister of the Treasury, representing the Minister of Finance, José Manuel (Jochi) Vicente; Sigmond Freund, Minister of Public Administration; Luis Delgado, National Treasurer; Felix Santana, Comptroller General of the Republic; Ramón Arias Moscat, Director of Government Accounting; Ariel Zaltsman, Lead Specialist in Fiscal Management at the Inter-American Development Bank (IDB); Waldo Gutiérrez, consultant; and Griselda Gómez, project coordinator, among other dignitaries.

In his remarks, Rijo Presbot emphasized the importance of this model as a tool for linking the physical and financial management of the budget, integrating multi-year planning and clear objectives that enable informed and timely decisions for the benefit of the public. Rijo Presbot also called for change and invited all governing bodies to join this transformative effort. “This is a state project that must be implemented with the commitment of all institutions, as it will directly impact investments for the people.”he stated.

For his part, Derby de los Santos emphasized that this progress is the result of collaborative work. He highlighted the implementation of the multi-year budget project, a system that includes early warning mechanisms, functional solutions to legal provisions, and international governance standards.

For his part, Ariel Zaltsman emphasized that this initiative will improve the quality and availability of budget information, aligning investments with the real needs of the population and the government's priorities. Meanwhile, Griselda Gómez added that this project will transform the state financial system, promoting transparency, efficiency, and technological modernization.

SIGEF 2.0: a new standard in budget management

During the activity, Rafael González, from the Directorate of Management of the Integrated Financial Administration System of the State (DIGES), explained on behalf of the team the innovations included in the tool, among which are interoperability between systems, technological update and monitoring dashboards, flexibility in reports and queries, digital signature, electronic file and incorporation of modern methodologies and transversal elements in the budget cycle.

For his part, Waldo Gutiérrez, a consultant, indicated that “With its technical and functional advances, this project establishes a new standard in budget management, strengthening the efficiency in the use of public resources and ensuring that investments respond to the development and welfare objectives of Dominican society.”.

The event served as a platform to present the progress of the functional model, the software development, the impact within the SIAFE (Integrated Financial Management System), and the interoperability between the main government management systems. It is worth noting that the conceptual model of the Project was presented in 2023, along with the scope of the Multi-Year Results-Oriented Budget Project with a Dynamic Approach (PPORMD).
