The new programmatic structure is part of the process of incorporating a budget management model implemented by other public institutions in the country.
During a training session to continue the process of updating the new programmatic structure of municipalities and municipal boards in the Higuamo and Yuma regions, the General Directorate of Budget (DIGEPRES), through the Local Governments department, reaffirmed its commitment to continue strengthening municipal capacities and contribute to the training of public servants who are better prepared and more committed to the optimization of public resources and the development of communities.
The opening remarks were delivered by the director of DIGEPRES, José Rijo Presbot, who, in expressing his gratitude, also emphasized the importance of mayors, councilors, and technical teams taking advantage of these training opportunities to strengthen relationships, enhance their knowledge, and improve the management of public resources.
“President Luis Abinader’s government is promoting a vision of coordinated work between the central government and local governments, fostering coordinated management and strengthening the capacities of municipalities so that their representatives can progressively assume new responsibilities.”Rijo Presbot said in his speech.
Rijo Presbot also emphasized, regarding resource allocation, that while the government has made extraordinary contributions to municipalities, the allocation of new resources depends on the proper use of funds already transferred and compliance with registration and accountability processes. In this regard, he urged local governments to ensure efficient and transparent management of state funds.
For his part, Norvin Bergés, in his speech, reported that the programmatic update represents a significant transformation in the way the municipal budget is formulated and managed, so the structure used up to now will be replaced by the new model. “The new programmatic structure is not optional; it is part of the process of incorporating a budget management model implemented by other public institutions in the country.”Bargés explained to those present.
In addition to the director of DIGEPRES, the activity included the participation of Maribel Simón de Reyes, governor of the province of Hato Mayor; Miguelina Cedano Rijo, vice-mayor of Hato Mayor; Norvin Darinel Bergés, head of the department of Services to Local Governments; Yohnny Ciprian, head of the Local Governments Budget Division, East division; Alberto Villanueva, sector coordinator of Local Governments; Juliris Elizabeth Peguero Mota and Alejandrina Rodríguez, sector analysts of Budget.
The meeting was led by a team of facilitators who presented updates, tools, usage, and new aspects related to the implementation of the tool that will serve as the basis for formulating the 2027 budget. Representatives from the municipalities and district boards of the provinces of Hato Mayor, San Pedro de Macorís, and Monte Plata participated in the training activity.
Finally, as part of the discussions, a call was made to municipal authorities to manage public resources responsibly, transparently, and efficiently, prioritizing projects and services that meet the needs of the population and strengthen the development of the municipalities. The event took place in the province of Hato Mayor at the headquarters of the Autonomous University of Santo Domingo.
