Representatives from the Budget Office and the European Union <\/em>They exchanged impressions of the program and mission work that DIGEPRES develops in the economic sphere of the country.<\/em><\/p>\n\n\n\n

The General Directorate of Budget (DIGEPRES) and representatives of the European Union's Inclusive Societies program technical mission held a meeting to discuss sustainable mobility in public transportation in the Dominican Republic, addressing its structure, services, and social aspects. The meeting allowed mission representatives and Budget officials to share their impressions of the European program and DIGEPRES's work within the country's economic sphere.<\/p>\n\n\n\n

The activity was led by Rafael Jovine, Director of Economic Studies; Odilys Hidalgo, Director of Budgetary Services; Juan Portalat\u00edn, Head of Financial Management for Formulation and Execution; Mar\u00eda Victoria Ortiz, Head of Standards and Methodologies; and Yeimi Brown Mendieta, Budget Planning and Gender Equality Analyst. Also participating in the mission were B\u00e1rbara G\u00f3mez Valc\u00e1rcel, Technical Specialist for the Governance and Citizenship component of the Inclusive Societies program; Galia Mel\u00e9ndez, Technical Specialist in Gender and Women's Empowerment; Ana P\u00e9rez, Expert in Gender, Social Law, and Social Protection for Inclusive Societies; and P\u00e1scuale T\u00f3rtola, from the Just Transitions component of the same initiative, representing the ITILA organization.<\/p>\n\n\n\n

Barbara Gomez, in presenting the program, indicated that it seeks to prioritize the country in the area of sustainable mobility, recognized as fundamental for the development of the Dominican Republic and key to citizen well-being. She also stated that the European Union in Latin American countries is working alongside other European institutions in these territories, paying special attention to women, young people, and the poorest segments of the population to ensure they are not left out of the improvement processes.<\/p>\n\n\n\n

In response to the mission's presentation on the work they are doing to promote gender equality, Mar\u00eda Victoria Ort\u00edz, from DIGEPRES, showcased the actions within the framework of the 2026 General State Budget and the work carried out in coordination with international organizations based in the country. \u201cAt DIGEPRES we work on gender labeling and thematic classifiers, a methodology that identifies and classifies data related to gender equality <\/em>and estimates statistical units<\/em>\u201d.<\/em> Ortiz indicated. He also noted that the Budget Office is a benchmark in this type of methodology, and provided a general overview of the regulations, monitoring, and budget evaluation within the process.<\/p>\n\n\n\n

During the meeting, Rafael Jovine explained DIGEPRES's role in the budget cycle, the institutional starting point for linking transportation, inclusion, and the budget. He also discussed public investment projects and tools for transparency and social participation, noting that the Dominican Republic has received significant international recognition in the latter, solidifying its position as a leader in the Central American and Caribbean region.<\/p>\n\n\n\n

For his part, Norvin Berges highlighted the work that the Budget Office carries out in the area of Local Governments and showed images of the dashboard<\/em> which centralizes, organizes and displays key indicators, metrics and data of the municipality that could be future inputs to the Inclusive Societies program.<\/p>\n\n\n\n

Finally, the representatives of the European Union program's technical mission assessed the data provided by the Budget Office. They also outlined the agenda of activities and future meetings with state institutions.<\/p>\n\n\n\n

The Inclusive Societies program is developed within the framework of a Global Strategy launched in 2021, which establishes an agenda of investments and alliances of the European organization with different countries of the world using tools such as development cooperation under the 360 approach, to guarantee the social dimension and inclusion policies in favor of vulnerable populations within its borders and other regions.<\/p>","protected":false},"excerpt":{"rendered":"

Representantes de Presupuesto y la Union Europea intercambiaron impresiones del programa y trabajo misional que desarrolla DIGEPRES en el \u00e1mbito econ\u00f3mico del pa\u00eds. La Direcci\u00f3n General de Presupuesto (DIGEPRES) y representantes de la misi\u00f3n t\u00e9cnica del programa Sociedades Inclusivas de la Uni\u00f3n Europea sostuvieron un encuentro para debatir sobre la movilidad sostenible en el transporte p\u00fablico en la Rep\u00fablica Dominicana abordando estructura, servicios y aspecto social. El encuentro permiti\u00f3 que los representantes de la misi\u00f3n y t\u00e9cnicos de Presupuesto socializaran impresiones del programa europeo y trabajo misional de DIGEPRES en el \u00e1mbito econ\u00f3mico del pa\u00eds. La actividad estuvo encabezada por Rafael Jovine, director de Estudios Econ\u00f3micos; Odilys Hidalgo, directora de Servicios Presupuestarios; Juan Portalat\u00edn, encargado de Gesti\u00f3n Financiera de Formulaci\u00f3n y Ejecuci\u00f3n; Mar\u00eda V\u00edctoria Ort\u00edz, encargada de Normas y Metodolog\u00edas y Yeimi Brown Mendieta, analista de planificaci\u00f3n e Igualdad de G\u00e9nero de Presupuesto. Como parte de la misi\u00f3n, B\u00e1rbara G\u00f3mez Valc\u00e1rcel, t\u00e9cnica especialista del componente de Gobernanza y Ciudan\u00eda del programa Sociedades Inclusivas; Galia Mel\u00e9ndez, especialista t\u00e9cnica en g\u00e9nero y Empoderamiento de las Mujeres; Ana P\u00e9rez, experta en G\u00e9nero, Derecho Social y Protecci\u00f3n Social de Sociedades Inclusivas y P\u00e1scuale T\u00f3rtola, componente Transiciones Justas de la misma iniciativa desde la organizaci\u00f3n ITILA. B\u00e1rbara G\u00f3mez, al presentar el programa indic\u00f3 que este busca priorizar al pa\u00eds en el tema de movilidad sostenible, reconocido como fundamental para el desarrollo de Republica Dominicana y clave para el bienestar ciudadano. Asimismo, indic\u00f3 que la Uni\u00f3n Europea en pa\u00edses de America Latina trabaja junto a otras instituciones europeas en los territorios con especial atenci\u00f3n a mujeres, j\u00f3venes y el 40% de la poblaci\u00f3n con mayor pobreza para que no se queden fuera de los procesos de mejoras. Ante la exposici\u00f3n de la misi\u00f3n sobre trabajos que realizan a favor de la perspectiva de g\u00e9nero, Mar\u00eda V\u00edctoria Ort\u00edz, de la DIGEPRES, exhibi\u00f3 las acciones en el marco del Presupuesto General del Estado 2026 y trabajos desarrollados coordinados con organismos internacionales radicados en el pa\u00eds. \u201cDesde DIGEPRES trabajamos el etiquetado de g\u00e9nero y clasificador tem\u00e1tico, metodolog\u00eda que identifica y clasifica datos vinculados a la equidad de g\u00e9nero y estima unidades estad\u00edsticas\u201d, indic\u00f3 Ort\u00edz. Adem\u00e1s, se\u00f1al\u00f3 que Presupuesto es un referente en este tipo de metodolog\u00eda, y detall\u00f3 de  manera general las normativas, el seguimiento y la evaluaci\u00f3n presupuestaria dentro del proceso. Rafael Jovine, durante el encuentro, explic\u00f3 el rol de DIGEPRES en el ciclo presupuestario, punto de partida institucional para vincular transporte, inclusi\u00f3n y presupuesto. De igual forma, proyectos de inversi\u00f3n p\u00fablica y herramientas de transparencia y participaci\u00f3n social, se\u00f1alando que en este \u00faltimo Republica Dominicana ha obtenido reconocimientos destacados en el \u00e1mbito internacional, consolid\u00e1ndose como l\u00edder en la regi\u00f3n de Centroam\u00e9rica y el Caribe. De su lado, Norvin Berges, destac\u00f3 el trabajo que realiza Presupuesto en el \u00e1mbito de Gobiernos Locales y mostr\u00f3 con im\u00e1genes el dashboard que centraliza, organiza y muestra indicadores, m\u00e9tricas y datos fundamentales de la municipalidad que pudieran ser insumos a futuro al programa de Sociedades Inclusivas. Finalmente, los representantes de la misi\u00f3n t\u00e9cnica del programa de la Uni\u00f3n Europea valoraron los datos suministrados por Presupuesto. Expusieron, adem\u00e1s, la agenda de actividades y encuentros futuros con instituciones del Estado. El programa Sociedades Inclusivas se desarrolla en el marco de una Estrategia Global lanzada en 2021, que establece agenda de inversiones y alianzas de la organizaci\u00f3n europea con distintos pa\u00edses del mundo utilizando herramientas como cooperaci\u00f3n al desarrollo bajo el enfoque 360, para garantizar la dimensi\u00f3n social y pol\u00edticas de inclusi\u00f3n a favor de las poblaciones vulnerables dentro de sus fronteras y otras
