{"id":44576,"date":"2026-03-27T16:01:42","date_gmt":"2026-03-27T20:01:42","guid":{"rendered":"https:\/\/www.digepres.gob.do\/?p=41964"},"modified":"2026-06-03T10:12:03","modified_gmt":"2026-06-03T14:12:03","slug":"digepres-y-ministerio-de-la-mujer-impulsan-fortalecimiento-institucional-del-enfoque-de-genero-en-presupuesto-general-del-estado","status":"publish","type":"post","link":"https:\/\/digepres.gob.do\/en\/digepres-y-ministerio-de-la-mujer-impulsan-fortalecimiento-institucional-del-enfoque-de-genero-en-presupuesto-general-del-estado\/","title":{"rendered":"Digepres and the Ministry of Women promote institutional strengthening of the gender approach in the General State Budget"},"content":{"rendered":"<p>\t\t\t\tLa actividad, en la que se llev\u00f3 a cabo un panel coordinado por el <a href=\"https:\/\/mujer.gob.do\/\">Ministerio de la Mujer<\/a> y <a href=\"https:\/\/www.instagram.com\/digepresrd\/\">DIGEPRES<\/a>, est\u00e1 vinculada a las acciones del mes de marzo por el D\u00eda Internacional de la Mujer y cont\u00f3 con el apoyo de la Agencia Francesa de Desarrollo y Expertise France.<\/p>\n<p>The<a href=\"http:\/\/digepres.gob.do\/en\/\"> General Budget Directorate<\/a> <a href=\"https:\/\/www.instagram.com\/digepresrd\/\">(DIGEPRES)<\/a>, en coordinaci\u00f3n con el Ministerio de la Mujer y la Agencia Francesa de Desarrollo (AFD) en Rep\u00fablica Dominicana, realizaron en el marco de un Encuentro Ciudadano el panel \u201cPresupuesto Sensible al G\u00e9nero en la Rep\u00fablica Dominicana\u201d como parte de las acciones del proyecto Finanzas P\u00fablicas Sostenibles e Inclusivas, que busca incorporar de manera articulada las perspectivas de g\u00e9nero, cambio clim\u00e1tico y gesti\u00f3n del riesgo de desastres en la gesti\u00f3n p\u00fablica en el pa\u00eds.<\/p>\n<p>El panel busc\u00f3 fortalecer la comprensi\u00f3n conceptual y pr\u00e1ctica del Presupuesto Sensible al G\u00e9nero (PSG) y su integraci\u00f3n t\u00e9cnica en el ciclo presupuestario en Rep\u00fablica Dominicana. La actividad es la primera del a\u00f1o con organizaciones de sociedad civil tras la publicaci\u00f3n del calendario de formulaci\u00f3n presupuestaria de 2027.<\/p>\n<p>La actividad estuvo encabezada por el director general de Presupuesto, Jos\u00e9 Rijo Presbot; la ministra del Ministerio de la Mujer, Gloria Reyes; Sandra Lara, en representaci\u00f3n de Olaya Dotel, viceministra de Cooperaci\u00f3n Internacional del Ministerio de la Presidencia; Rosa Matos, directora de transversalidad para la igualdad del Ministerio de la Mujer; Virginie D\u00edaz, directora de la Agencia Francesa de Desarrollo (AFD) en Rep\u00fablica Dominicana; Mar\u00eda Victoria Ortiz, encargada del Departamento de Normas y Metodolog\u00edas de <a href=\"https:\/\/digepres.gob.do\/en\/\">DIGEPRES<\/a>; Ana Miguelina Terrero, encargada de Evaluaci\u00f3n del Desempe\u00f1o Presupuestario y Mar\u00eda Dolores Almeida, consultora de la agencia Expertise France.<\/p>\n<p>Las palabras de bienvenida estuvieron a cargo del director de Presupuesto, quien tras saludar a las personas presentes destac\u00f3 la importancia del proyecto y capacitaciones sobre PSG indicando que el presupuesto debe ser un instrumento que acerque las pol\u00edticas p\u00fablicas a la gente y un ente trasformador en la pr\u00e1ctica. Agreg\u00f3, adem\u00e1s, que desde la DIGEPRES vienen trabajando en el etiquetado de g\u00e9nero para fortalecer las buenas pr\u00e1cticas en las instituciones p\u00fablicas alrededor del tema.<\/p>\n<p>\u201cLas instituciones deben preparar sus presupuestos pensando en la igualdad y equidad de g\u00e9nero para eliminar las brechas de g\u00e9nero en la Rep\u00fablica Dominicana\u201d, apunt\u00f3 Rijo Presbot. Asimismo, enfatiz\u00f3 que desde la gesti\u00f3n del presidente Luis Abinader buscan apuntar a la igualdad entre hombres y mujeres mediante la puesta en marcha de programas, proyectos y estrategias gubernamentales.<\/p>\n<p>De su lado, Gloria Reyes, ministra de la Mujer, indic\u00f3 que el proyecto impacta directamente en la justicia, democracia y constituye una herramienta fundamental para trasformar vidas. Asimismo, destac\u00f3 que el Presupuesto es la herramienta que define hacia donde avanza el pa\u00eds. \u201cEl presupuesto sensible al g\u00e9nero no es un presupuesto especial para la mujer, sino que incorpora la dimensi\u00f3n de g\u00e9nero en todos sus aspectos promoviendo un compromiso activo y participativo de todos los sectores del pa\u00eds\u201d, resalt\u00f3 la ministra.<\/p>\n<p>Virginie D\u00edaz, directora de la AFD valor\u00f3 de manera positiva el nivel de articulaci\u00f3n y sinton\u00eda evidenciada entre DIGEPRES y el Ministerio de la Mujer, los esfuerzos y acercamientos logrados en el marco del proyecto Finanzas P\u00fablicas Sostenibles e Inclusivas, destacando, adem\u00e1s, la importancia de seguir luchando para erradicar los tipos de violencia que se dan en mujeres y ni\u00f1as en el pa\u00eds, y agreg\u00f3 que estas acciones ayudan a reducir desaf\u00edos y brechas sobre esta problem\u00e1tica.<\/p>\n<p>En el panel integrado por Rosa Matos, Mar\u00eda Victoria Ortiz, Ana Miguelina Terrero y Mar\u00eda Dolores Almeida los temas abordados estuvieron vinculados a pol\u00edtica fiscal y g\u00e9nero, pol\u00edticas de g\u00e9nero en Rep\u00fablica Dominicana, avances en la implementaci\u00f3n del PSG en el pa\u00eds y al seguimiento y evaluaci\u00f3n del gasto p\u00fablico en g\u00e9nero. En las intervenciones resaltaron las necesidades diferenciadas de hombres y mujeres, estad\u00edsticas y marcos normativos nacionales e internacionales para lograr la igualdad de g\u00e9nero e iniciativas desarrolladas por el gobierno dominicano para disminuir la problem\u00e1tica y garantizar los derechos humanos de las mujeres.<\/p>\n<p>Asimismo, el abordaje de la metodolog\u00eda para el seguimiento y evaluaci\u00f3n del gasto p\u00fablico en g\u00e9nero; herramienta que permite a la Rep\u00fablica Dominicana analizar no solo el monto del gasto, sino su impacto en la reducci\u00f3n de brechas entre hombres y mujeres posicionando al pa\u00eds como un referente en Am\u00e9rica Latina.<\/p>\n<p>Este evento se suma a las actividades formativas que se desarrollan sobre PSG en la administraci\u00f3n p\u00fablica previo a la formulaci\u00f3n del Presupuesto General del Estado de 2027. Culmin\u00f3 el proceso de formaci\u00f3n de 30 formadores en PSG, que podr\u00e1n apoyar el Ministerio de la Mujer y DIGEPRES en fortalecer las capacidades de las instituciones del pa\u00eds, con el apoyo de un kit de formaci\u00f3n, desarrollado para estos fines.<\/p>\n<p>La actividad estuvo dirigida a funcionarias y funcionarios de DIGEPRES, Ministerio de la Mujer, unidades de planificaci\u00f3n y financiera y unidades de Igualdad de g\u00e9nero de entidades p\u00fablicas y profesionales relacionados con el PSG y organizaciones de la sociedad civil. Entre estas \u00faltimas se destaca la representaci\u00f3n del Consejo Internacional PROLIDER, Fundaci\u00f3n Solidaridad, Centro de Solidaridad para el Desarrollo de la Mujer (Ce-Mujer), Fundaci\u00f3n Mujer Pro-Solidaridad con Amor y Centro de Investigaci\u00f3n para la Acci\u00f3n Femenina (CIPAF). La actividad concluy\u00f3 con un espacio de micr\u00f3fono abierto en donde las referidas organizaciones de sociedad civil expresaron sus opiniones y observaciones sobre los temas tratados en el panel, a la vez que solicitaron extender la acci\u00f3n formativa a otras organizaciones del \u00e1mbito social.<\/p>\n<p>Finanzas P\u00fablicas sostenibles e inclusivas<br \/>\nSe recuerda que, la Direcci\u00f3n General de Presupuesto (DIGEPRES) incorpor\u00f3 el Clasificador Funcional de G\u00e9nero para el Presupuesto General de la Naci\u00f3n desde el a\u00f1o 2023, y forma parte de las herramientas t\u00e9cnicas para identificar el gasto con incidencia en g\u00e9nero. Asimismo, el etiquetado del gasto p\u00fablico para identificar inversiones dirigidas a la mitigaci\u00f3n y adaptaci\u00f3n al cambio clim\u00e1tico, herramienta que busca aumentar la transparencia y evaluar la eficiencia del gasto dirigida al tema.<\/p>\n<p>En el marco del proyecto, DIGEPRES y el Ministerio de la Mujer publicar\u00e1n un documento que sistematiza la experiencia de RD desde el 2016 en PSG y que muestra que el pa\u00eds est\u00e1 alineado con las mejores pr\u00e1cticas regionales y mundiales al respecto.\t\t<\/p>","protected":false},"excerpt":{"rendered":"<p>The event, which included a panel discussion coordinated by the Ministry of Women and DIGEPRES, was linked to the activities planned for March in commemoration of International Women&#039;s Day and was supported by the French Development Agency and Expertise France. The panel sought to strengthen the conceptual and practical understanding of Gender-Responsive Budgeting (GRB) and its technical integration into the budget cycle in the Dominican Republic. This activity is the first of the year with civil society organizations following the publication of the 2027 budget formulation calendar. The event was led by the Director General of the Budget, Jos\u00e9 Rijo Presbot; the Minister of Women, Gloria Reyes; Sandra Lara, representing Olaya Dotel, Vice Minister of International Cooperation of the Ministry of the Presidency; Rosa Matos, Director of Mainstreaming Equality at the Ministry of Women; Virginie D\u00edaz, Director of the French Development Agency (AFD) in the Dominican Republic; Mar\u00eda Victoria Ortiz, Head of the Standards and Methodologies Department at DIGEPRES; Ana Miguelina Terrero, Head of Budget Performance Evaluation; and Mar\u00eda Dolores Almeida, consultant for the agency Expertise France. The welcoming remarks were delivered by the Director of the Budget Office, who, after greeting those present, highlighted the importance of the project and the training on Gender Equality and Sustainability (GES), stating that the budget should be an instrument that brings public policies closer to the people and a transformative force in practice. He added that the General Directorate of Budget (DIGEPRES) has been working on gender labeling to strengthen best practices in public institutions on this issue. \u201cInstitutions must prepare their budgets with gender equality and equity in mind to eliminate gender gaps in the Dominican Republic,\u201d Rijo Presbot pointed out. He also emphasized that President Luis Abinader&#039;s administration is committed to achieving equality between men and women through the implementation of government programs, projects, and strategies. For her part, Gloria Reyes, Minister of Women, indicated that the project directly impacts justice and democracy and constitutes a fundamental tool for transforming lives. She also emphasized that the budget is the tool that defines the direction the country is taking. \u201cA gender-responsive budget is not a special budget for women, but rather one that incorporates the gender dimension into all its aspects, promoting an active and participatory commitment from all sectors of the country,\u201d the minister emphasized. Virginie D\u00edaz, director of the AFD (Development Finance Agency), positively assessed the level of coordination and alignment demonstrated between DIGEPRES (General Directorate of Budget and Expenditure) and the Ministry of Women, as well as the efforts and progress achieved within the framework of the Sustainable and Inclusive Public Finance project. She also highlighted the importance of continuing to fight to eradicate the types of violence perpetrated against women and girls in the country, adding that these actions help reduce challenges and gaps related to this issue. The panel, composed of Rosa Matos, Mar\u00eda Victoria Ortiz, Ana Miguelina Terrero, and Mar\u00eda Dolores Almeida, addressed topics related to fiscal policy and gender, gender policies in the Dominican Republic, progress in the implementation of the Gender-Responsive Budget in the country, and the monitoring and evaluation of public spending on gender. The presentations highlighted the distinct needs of men and women, national and international statistics and regulatory frameworks for achieving gender equality, and initiatives developed by the Dominican government to mitigate the problem and guarantee women&#039;s human rights. They also addressed the methodology for monitoring and evaluating public spending on gender; a tool that allows the Dominican Republic to analyze not only the amount of spending but also its impact on reducing the gender gap, positioning the country as a leader in Latin America. This event complements the training activities on gender-related public spending (GRPS) within the public administration prior to the formulation of the 2027 General State Budget. The training of 30 GRPS trainers has concluded, enabling them to support the Ministry of Women and the General Directorate of Budget (DIGEPRES) in strengthening the capacities of the country&#039;s institutions, with the support of a training kit developed for this purpose. The activity was aimed at officials from DIGEPRES (General Directorate of Budget), the Ministry of Women, planning and finance units, and gender equality units of public entities, as well as professionals related to the PSG (Gender and Social Policy) and civil society organizations. Among the latter, representatives from the PROLIDER International Council, Fundaci\u00f3n Solidaridad (Solidarity Foundation), the Center for Solidarity for Women&#039;s Development (Ce-Mujer), Fundaci\u00f3n Mujer Pro-Solidaridad con Amor (Women Pro-Solidarity with Love Foundation), and the Center for Research for Women&#039;s Action (CIPAF) were present. The activity concluded with an open mic session where the aforementioned civil society organizations expressed their opinions and observations on the topics discussed in the panel, while also requesting that the training be extended to other organizations in the social sector. Sustainable and Inclusive Public Finances: It is worth noting that the General Directorate of Budget (DIGEPRES) incorporated the Gender Functional Classifier for the National General Budget in 2023, and it forms part of the technical tools for identifying expenditures with a gender impact. Likewise, the labeling of public spending to identify investments aimed at climate change mitigation and adaptation is a tool that seeks to increase transparency and evaluate the efficiency of spending on this issue. Within the framework of the project, DIGEPRES and the Ministry of Women will publish a document that systematizes the Dominican Republic&#039;s experience since [date
