The Budget Director, along with a technical team, received the new IDB representative, who will assume her duties next March, with the aim of further strengthening working relationships and cooperation with the international organization.<\/em><\/p>\n\n\n\n

The director of the General Budget Directorate<\/a> (DIGEPRES)<\/a>Jos\u00e9 Rijo Presbot welcomed Zoila Navarro, the new representative of the Fiscal Management Division of the Inter-American Development Bank. (IDB),<\/a> with whom he discussed topics of common interest, projects sponsored by the IDB and continuing to strengthen working ties and joint cooperation.<\/p>\n\n\n\n

During the meeting, the Budget Director was accompanied by Iv\u00e1n Ram\u00edrez, Deputy Budget Director; Ariel Zaltsman, current representative of IDB<\/a> in Fiscal Management until March 2026; Odilys Hidalgo, Director of Budgetary Services; Rafael Jovine, Director of Economic Studies and Financial Monitoring; Ana Miguelina Terrero, in charge of Budgetary Performance Evaluation; Sorangel Gonz\u00e1lez D\u00edaz, in charge of Budget Economic Analysis and Studies; Karla Ure\u00f1a, in charge of the Planning and Development Department; Mar\u00eda Victoria Ort\u00edz, in charge of the Standards and Methodologies Department and Gellmns Gil, project coordinator of the Budget Planning and Development Department.<\/p>\n\n\n\n

The Budget Director, Jos\u00e9 Rijo Presbot, addressing those present, highlighted the importance of international cooperation to continue promoting projects and strategies for the benefit of the country. \u201cIt is important to align cooperation at a single table that allows for the establishment of financial and technical support on the national agenda.\u201d<\/em>Rijo Presbot said in his speech.<\/p>\n\n\n\n

Zoila Navarro, who begins her term next March, expressed her desire to continue contributing technical capabilities to the institution to strengthen the growth and efficiency of public spending in the Dominican Republic. \u201cOur technical support and internal dialogue in favor of agendas for increased public spending, actions in favor of climate change and gender equality and SIGEF<\/a>\u201c<\/em>Navarro said this as part of the follow-up to the joint work between DIGEPRES<\/a> and the IDB.<\/a><\/p>\n\n\n\n

In anticipation of the visit of representatives of IDB<\/a>Budget technicians presented the actions they have been carrying out in conjunction with the institution. Among the milestones presented were the classification of public climate spending and disaster risk management, a methodology for monitoring and evaluating public spending on gender and climate issues in the country, budget programs, the redesign of budget classifications, and the new manual.<\/p>\n\n\n\n

Mar\u00eda Victoria Ortiz outlined the technical aspects to strengthen the implementation process of the Financial Management Information System. (SIGEF 2.0)<\/a>which seeks to link the physical and financial management of the budget, integrating multi-year planning to make informed and timely decisions for the benefit of citizens. For his part, Gellmns Gil highlighted the interest of DIGEPRES<\/a> to ensure that this financial instrument becomes a benchmark as a national system.<\/p>\n\n\n\n

For her part, Ana Miguelina highlighted the development of the climate spending classifier in budget formulation, the gender classification, and the impact on proposals and reports, also indicating that the Dominican Republic is an international benchmark in climate matters from a budgetary perspective.<\/p>\n\n\n\n

During the presentation of the topics, those present discussed current projects for the country, as well as their interest in further strengthening their current and future collaborative work. Finally, Rafael Joviene highlighted the positive experiences with other foreign cooperation agencies and the work and improvements to be made to current processes between the two organizations.<\/p>\n\n\n\n

DIGEPRES-IDB Cooperation<\/strong><\/p>\n\n\n\n

El director de Presupuesto, Jos\u00e9 Rijo Presbot, al dirigirse a los presentes destac\u00f3 la importancia de la cooperaci\u00f3n internacional para seguir impulsando proyectos y estrategias en beneficio del pa\u00eds. \u201cEs importante alinear la cooperaci\u00f3n en una sola mesa que permita establecer el apoyo financiero y t\u00e9cnico en la agenda nacional\u201d, dijo Rijo Presbot en su intervenci\u00f3n. Zoila Navarro, que inicia su gesti\u00f3n en el pr\u00f3ximo mes de marzo, expres\u00f3 su deseo de seguir aportando capacidades t\u00e9cnicas a la instituci\u00f3n para robustecer el crecimiento y eficiencia del gasto p\u00fablico en la Rep\u00fablica Dominicana. \u201cNuestro apoyo t\u00e9cnico y di\u00e1logo interno a favor de agendas de crecimiento del gasto p\u00fablico, acciones a favor del cambio clim\u00e1tico y g\u00e9nero y SIGEF\u201d, dijo Navarro como parte del seguimiento de los trabajos conjuntos entre DIGEPRES y el BID. Ante la visita de representantes del BID, t\u00e9cnicos de Presupuesto mostraron las acciones que vienen realizando de manera vinculada con la instituci\u00f3n. Entre los hitos presentados, clasificaci\u00f3n del gasto p\u00fablico clim\u00e1tico y gesti\u00f3n de riesgo de desastre, metodolog\u00eda para el seguimiento y evaluaci\u00f3n del gasto p\u00fablico en g\u00e9nero y clim\u00e1tico en el pa\u00eds, programas presupuestarios, redise\u00f1o de los clasificadores presupuestarios y el nuevo manual. Mar\u00eda Victoria Ortiz, dio pinceladas de los aspectos t\u00e9cnicos para fortalecer el proceso de implementaci\u00f3n del Sistema de Informaci\u00f3n de Gesti\u00f3n Financiera (SIGEF 2.0), que busca vincular la gesti\u00f3n f\u00edsica y financiera del presupuesto, integrando la plurianualidad para tomar decisiones informadas y oportunas en beneficio de la ciudadan\u00eda. De su lado Gellmns Gil, destac\u00f3 el inter\u00e9s de DIGEPRES de lograr que este instrumento financiero se constituya en un referente como sistema pa\u00eds. De su lado Ana Miguelina, resalt\u00f3 el desarrollo del clasificador del gasto clim\u00e1tico en la formulaci\u00f3n presupuestaria, el de g\u00e9nero, impacto en propuestas e informes, indicando, adem\u00e1s, que Rep\u00fablica Dominicana es referente a nivel internacional en materia clim\u00e1tica desde \u00e1mbito presupuestario. Ante la exposici\u00f3n de temas los presentes conversaron sobre los proyectos actuales de cara al pa\u00eds, as\u00ed como el inter\u00e9s de seguir fortaleciendo los trabajos que desarrollan de manera conjunta en la actualidad y a futuro. Finalmente, Rafael Joviene, destac\u00f3 la buena experiencia con otras agencias de cooperaci\u00f3n extranjeras, los trabajos y mejoras a realizar en procesos actuales entre ambas organizaciones.
