Furthermore, <a href=\"https:\/\/www.instagram.com\/jrijop\/\">Rijo Presbot<\/a> He highlighted the importance of the Budget as a fundamental instrument for public administration, which is governed by strict democratic rules and principles for the proper functioning of the state apparatus.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Speaking to young entrepreneurs, Rijo Presbot indicated that the 2026 budget project amounts to 1 trillion 744 billion pesos, equivalent to 20.1% of the gross domestic product (GDP), explaining the allocation of resources directed to the health, education, security, water resources and infrastructure sectors deployed throughout the national territory.<\/em><\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"700\" height=\"466\" src=\"https:\/\/digepres.gob.do\/wp-content\/uploads\/2025\/10\/WhatsApp-Image-2025-10-10-at-2.28.30-PM-1-700x466-1.jpeg\" alt=\"\" class=\"wp-image-43460\" style=\"width:405px;height:auto\" title=\"Citizen Meeting: Budget and ANJE\" srcset=\"https:\/\/digepres.gob.do\/wp-content\/uploads\/2025\/10\/WhatsApp-Image-2025-10-10-at-2.28.30-PM-1-700x466-1.jpeg 700w, https:\/\/digepres.gob.do\/wp-content\/uploads\/2025\/10\/WhatsApp-Image-2025-10-10-at-2.28.30-PM-1-700x466-1-300x200.jpeg 300w, https:\/\/digepres.gob.do\/wp-content\/uploads\/2025\/10\/WhatsApp-Image-2025-10-10-at-2.28.30-PM-1-700x466-1-18x12.jpeg 18w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/figure>\n\n\n\n<div class=\"wp-block-image\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Regarding the projects included in the 2026 General State Budget (PGE), Rijo Presbot told those present that two out of every three projects in the document reflect the sentiments of the communities and respond to demands gathered in the Provincial Development Councils, thus allowing for the territorialization of public policies. \u201cThe Government seeks to ensure that resources are allocated effectively to generate a positive and concrete impact on the quality of life of the population,\u201d Rijo Presbot stated in his address.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>The Budget Director also explained topics related to income, expenses, financial sources and applications, as well as the priority axes of the spending policy of the 2026 General State Budget; the link of the project with the National Development Strategy (END) that establishes the long-term vision for the Dominican Republic, which together with the General State Budget define the country&#039;s commitments for the future.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>In his presentation, Jos\u00e9 Rijo Presbot highlighted to the members of <a href=\"https:\/\/anje.org\/\">ANJE<\/a> the work that has been done <a href=\"https:\/\/www.instagram.com\/digepresrd\/\">DIGEPRES<\/a> to strengthen and modernize the Financial Management Information System<a href=\"https:\/\/www.transparenciafiscal.gob.do\/siafe-sigef\/\"> (SIGEF) <\/a>with the aim of creating a more efficient, transparent government that is closer to the citizen.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>At the Citizens&#039; Meeting, he highlighted the legal measures established by President Luis Abinader&#039;s administration to eliminate administrative debt, balance public accounts, increase transparency in processes, and protect the resources of all Dominicans. He addressed the importance of the fight against corruption and the cases brought to court, considering them an achievement and a government effort to combat impunity, punish those responsible, and recover misappropriated state resources.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Another point addressed by Rijo Presbot was budgetary rigidity, the composition of financial sources, the evolution of public and administrative debt, and per capita investment by province for 2026. Finally, the meeting concluded with an exchange of ideas regarding the country&#039;s economic reality.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Citizen Meeting with Budget: space for dialogue<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citizen Encounter is an initiative of the current budget management headed by Jos\u00e9 Rijo Presbot, which seeks to promote open dialogue between the Budget and the different key sectors of civil society, with the aim of ensuring citizen participation, social control and making the public policies and programs contemplated in the PGE more efficient.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This effort, together with the work of the <a href=\"https:\/\/www.instagram.com\/digepresrd\/\">DIGEPRES<\/a>, has placed the Dominican Republic as a leading country in the region in citizen participation and budget transparency, according to the results of the Open Budget Survey conducted by the International Budget Partnership (IBP).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In line with this effort, since the beginning of this administration, <a href=\"https:\/\/www.instagram.com\/digepresrd\/\">DIGEPRES<\/a> For the first time in history, the weekly budget execution report is published, allowing for detailed information on the use of central government resources, week after week, and openly available on the Digepres.gob.do portal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;<\/p>","protected":false},"excerpt":{"rendered":"<p>El director de Presupuesto explic\u00f3 a los j\u00f3venes empresarios c\u00f3mo el Gobierno ejecutar\u00e1 y gestionar\u00e1 recursos para financiar bienes, servicios p\u00fablicos y prioridades de gasto para el a\u00f1o pr\u00f3ximo La Direcci\u00f3n General de Presupuesto (DIGEPRES) y la Comisi\u00f3n de Econom\u00eda y Energ\u00eda de la Asociaci\u00f3n Nacional de J\u00f3venes Empresarios (ANJE) realizaron un Encuentro Ciudadano bajo el tema \u201cConversatorio sobre el proyecto de Ley del Presupuesto General del Estado 2026: avances y desaf\u00edos\u201d, con el objetivo de conocer c\u00f3mo el gobierno ejecutar\u00e1 y manejar\u00e1 recursos p\u00fablicos y prioridades de gasto para el a\u00f1o pr\u00f3ximo. Adem\u00e1s, socios del gremio empresarial y t\u00e9cnicos de Presupuesto.&nbsp; En el encuentro, el director de Presupuesto, Jos\u00e9 Rijo Presbot, detall\u00f3 los aspectos sustanciales del Proyecto de Ley de Presupuesto General del Estado (PGE) de 2026, desde el \u00e1mbito legal, ciclos presupuestarios, libros y anexos. Asimismo, Rijo Presbot destac\u00f3 la relevancia del Presupuesto como un instrumento fundamental para la administraci\u00f3n p\u00fablica, que se rige bajo estrictas normas y principios democr\u00e1ticos para el buen funcionamiento del aparato estatal. Ante los j\u00f3venes empresarios, Rijo Presbot indic\u00f3 que el proyecto presupuestario de 2026 asciende a 1 bill\u00f3n 744 mil millones de pesos, equivalente al 20.1 % del producto interno bruto (PIB), explicando las asignaciones de recursos dirigidos al sector salud, educaci\u00f3n, seguridad, recursos h\u00eddricos e infraestructuras desplegados en todo el territorio nacional. Rijo Presbot, entorno a los proyectos contemplados dentro del PGE 2026, dijo a los presentes que de cada tres que contempla el documento, dos expresan el sentir de las comunidades y que responden a demandas recogidas en los Consejos de Desarrollo Provincial, permitiendo territorializar las pol\u00edticas p\u00fablicas. \u201cEl Gobierno busca que los recursos se asignen de manera efectiva para generar un impacto positivo y concreto en la calidad de vida de la poblaci\u00f3n\u201d, manifest\u00f3 Rijo Presbot en su intervenci\u00f3n. El director de Presupuesto explic\u00f3, adem\u00e1s, temas relativos a los ingresos, gastos, fuentes y aplicaciones financieras, as\u00ed como los ejes prioritarios de la pol\u00edtica de gastos del PGE 2026; la vinculaci\u00f3n del proyecto con la Estrategia Nacional de Desarrollo (END) que establece la visi\u00f3n a largo plazo para la Rep\u00fablica Dominicana, que junto al PGE definen los compromisos pa\u00eds de cara al futuro. En su presentaci\u00f3n, Jos\u00e9 Rijo Presbot, destac\u00f3 ante los miembros de ANJE el trabajo que viene realizando DIGEPRES para fortalecer y modernizar el Sistema de Informaci\u00f3n de la Gesti\u00f3n Financiera (SIGEF) con el objetivo de crear un gobierno m\u00e1s eficiente, transparente y cercano al ciudadano. En el Encuentro Ciudadano, destac\u00f3 las disposiciones legales que ha establecido la gesti\u00f3n del presidente Luis Abinader para eliminar la deuda administrativa, sanear las cuentas p\u00fablicas, transparentar los procesos y proteger los recursos de todos los dominicanos. Abord\u00f3 la importancia de la lucha contra la corrupci\u00f3n y casos judicializados consider\u00e1ndolos un logro, esfuerzo del Gobierno para combatir la impunidad, sancionar a los responsables y recuperar recursos del Estado desviados. Otro de los puntos abordados por Rijo Presbot, fue la rigidez presupuestaria, composici\u00f3n de las fuentes financieras, evoluci\u00f3n de la deuda p\u00fablica, la administrativa y la inversi\u00f3n per C\u00e1pita por provincia para el 2026. Finalmente, el encuentro concluy\u00f3 con un espacio de intercambio de ideas frente a la realidad econ\u00f3mica del pa\u00eds. Encuentro Ciudadano con Presupuesto: espacio de di\u00e1logo Encuentro Ciudadano es una iniciativa de la actual gesti\u00f3n presupuestaria que encabeza Jos\u00e9 Rijo Presbot, que busca impulsar el di\u00e1logo abierto entre Presupuesto y los distintos sectores clave de la sociedad civil, con el objetivo de procurar la participaci\u00f3n ciudadana, el control social y eficientizar las pol\u00edticas p\u00fablicas y programas que se contemplan en el PGE. Este esfuerzo, junto al trabajo de la DIGEPRES, ha colocado a la Rep\u00fablica Dominicana como pa\u00eds l\u00edder en la regi\u00f3n en participaci\u00f3n ciudadana y transparencia presupuestaria, de acuerdo con los resultados de la Encuesta de Presupuesto Abierto que realiza la International Budget Partnership (IBP).
