Representatives from 53 non-profit organizations, such as the Circle of Women with Disabilities, also attended. <a href=\"https:\/\/www.rendircuentas.org\/rendiciones\/organizacion\/circulo-de-mujeres-con-discapacidad-inc-cimudis\/\">(CIMUDIS)<\/a>Cimientos Foundation <a href=\"https:\/\/fundci.websites.co.in\/\">(FUNDCI)<\/a>, Association of People with Physical Motor Disabilities, Inc., in addition, technical team and those in charge of Budget areas and divisions.<\/p>\n<div class=\"wp-block-image\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wpa-warning wpa-image-missing-alt alignleft wp-image-38774 size-medium\" title=\"Budget and Conadis convene meeting\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2025\/02\/IMG_5752-300x200.jpg\" alt=\"Presupuesto y Conadis convocan Encuentro\" width=\"300\" height=\"200\" data-warning=\"Falta el texto alternativo\" \/><\/div>\n<p>The welcoming remarks for the meeting were given by Patricia Castillo, who explained that the activity is the first of 2025, and the 59th in the series of Citizen Meetings that Digepres has been carrying out with the aim of bringing the public budget closer to the people.<\/p>\n<p>\u201c<em>Citizen Meetings are spaces for dialogue between civil society and the General Directorate of Budget <a href=\"https:\/\/digepres.gob.do\/en\/\">(DIGEPRES)<\/a>They are carried out to promote social participation in the budget cycle.<\/em>Castillo stated in his address.<\/p>\n<p>For his part, Benny Metz, from\u00a0<a href=\"https:\/\/conadis.gob.do\/\">CONADIS<\/a> He commended Digepres&#039; initiative while declaring the importance of a more inclusive budget to ensure that people with disabilities have access to all aspects of social and working life. He also emphasized the challenges that remain and the need to strengthen public policies, improve urban infrastructure, and raise public awareness of the issue. The director of <a href=\"https:\/\/conadis.gob.do\/\">CONADIS<\/a> Alexis Alc\u00e1ntara shared the actions they have been developing in favor of people with disabilities and called for unity within the sector to work in a coordinated manner.<\/p>\n<p>The content of the Citizen Meeting was presented by Rafael Jovine and Airon Fern\u00e1ndez. Rafael Jovine explained that the 2025 Budget has been named \u201cThe People\u2019s Budget,\u201d emphasizing that the disability sector is a fundamental component of this policy. Jovine detailed the distribution of resources in priority areas such as education, health, social protection, security, transportation, and other essential services for the well-being of the population. He also highlighted the work that Digepres (the General Directorate of Budget and Public Finance) has been carrying out in the field with institutions and municipalities to optimize the budget and improve people&#039;s quality of life. Airon Fern\u00e1ndez, in his presentation, highlighted the increase in the disability budget from 2019 to 2025, noting that the largest increase is reflected this year.<\/p>\n<p>During the meeting, a question-and-answer session was held where participating non-profit organizations shared their opinions and suggestions, generating a constructive debate on the challenges and opportunities in the disability sector. Among these actions, the implementation of accessibility tools on its institutional website stands out, aimed at improving the browsing experience for all users. In line with the policies of the Ministry of Labor, DIGEPRES has promoted workplace inclusion, recognizing the value of a diverse and inclusive workforce. Accessible communication materials have also been developed, incorporating sign language, reflecting DIGEPRES&#039; commitment to a more inclusive and accessible environment for everyone.<\/p>\n<p>As part of its Strategic Plan, one of DIGEPRES&#039;s fundamental pillars is transparency, budget education, and social oversight, reaffirming its commitment to citizen participation and guaranteeing equitable access to public information. Las palabras de bienvenida al encuentro estuvieron a cargo de\u00a0Patricia Castillo,\u00a0quien explic\u00f3 que la actividad es la primera del 2025, y la n\u00famero 59 de la serie de Encuentros Ciudadanos que viene realizando Digepres con miras de\u00a0acercar el\u00a0presupuesto p\u00fablico a la gente. \u201cLos Encuentros Ciudadanos son\u00a0espacios de di\u00e1logo entre la sociedad civil y la Direcci\u00f3n General de Presupuesto (DIGEPRES). Se realizan para promover la participaci\u00f3n social en el ciclo presupuestario\u201d, indic\u00f3 Castillo en su intervenci\u00f3n. De su lado, Benny Metz, del\u00a0CONADIS felicit\u00f3 la iniciativa de Digepres al tiempo de declarar la importancia de contar con un presupuesto m\u00e1s inclusivo para garantizar que las personas con discapacidad tengan acceso a todos los \u00e1mbitos de la vida social y laboral. Asimismo, hizo hincapi\u00e9 en los desaf\u00edos que a\u00fan persisten y la necesidad de reforzar pol\u00edticas p\u00fablicas, mejorar las estructuras urbanas y sensibilizar a la sociedad frente al tema.\u00a0El director de CONADIS Alexis Alc\u00e1ntara, socializ\u00f3 las acciones que vienen desarrollando a favor de las personas con discapacidades\u00a0y llam\u00f3 a la unidad del sector para trabajar de manera articulada. Los contenidos del Encuentro Ciudadano estuvieron\u00a0a cargo de Rafael Jovine y Airon Fern\u00e1ndez. Rafael Jovine explic\u00f3 que el Presupuesto de 2025 ha sido denominado \u201cEl Presupuesto de la Gente\u201d, destacando que el sector discapacidad es un componente fundamental en esta pol\u00edtica. Jovine detall\u00f3 la distribuci\u00f3n de los recursos en \u00e1reas prioritarias como educaci\u00f3n, salud, protecci\u00f3n social, seguridad, transporte y otros servicios esenciales para el bienestar de la poblaci\u00f3n. Destac\u00f3 tambi\u00e9n\u00a0los trabajos\u00a0que viene desarrollando Digepres en el territorio con instituciones y ayuntamientos para eficientizar el presupuesto y mejorar la calidad de vida de la gente. Airon Fern\u00e1ndez, en su exposici\u00f3n destac\u00f3 el incremento que del 2019 al 2025 ha experimentado el presupuesto en materia discapacidad\u00a0destacando que el mayor incremento est\u00e1 reflejado en este\u00a0a\u00f1o. Durante el encuentro, se abri\u00f3 un espacio de preguntas y respuestas donde las ASFL participantes expusieron sus opiniones y sugerencias, generando un debate constructivo sobre los retos y oportunidades en el sector discapacidad. Los representantes coincidieron en la importancia de continuar con estos espacios de di\u00e1logo para fortalecer la equidad y la inclusi\u00f3n social. Digepres a favor de la inclusi\u00f3n DIGEPRES viene impulsando diversas iniciativas para fomentar la accesibilidad y la inclusi\u00f3n. Entre estas acciones se destaca la implementaci\u00f3n de herramientas de accesibilidad en su portal institucional, orientadas a mejorar la experiencia de navegaci\u00f3n para todos los usuarios. En l\u00ednea con las pol\u00edticas del Ministerio de Trabajo, DIGEPRES ha promovido la inclusi\u00f3n laboral, reconociendo el valor de una fuerza laboral diversa e inclusiva. Asimismo, se han desarrollado productos comunicacionales accesibles, incorporando lengua de se\u00f1as, reflejando el compromiso de Presupuesto con un entorno m\u00e1s inclusivo y accesible para todos. Como parte de su Plan Estrat\u00e9gico, uno de los ejes fundamentales de DIGEPRES es la transparencia, la educaci\u00f3n presupuestaria y el control social, reafirmando su compromiso con la participaci\u00f3n ciudadana y garantizando un acceso equitativo a la informaci\u00f3n p\u00fablica.
