\t\t\t\tEl Encuentro Ciudadano convoc\u00f3 a sociedad civil y periodistas para conocer detalles del nuevo Simulador Presupuestario y motivar el uso de las herramientas ciudadanas que dispone la Digepres <\/a>como una forma de seguir impulsando la transparencia y la participaci\u00f3n p\u00fablica <\/em><\/p>\n

\u00a0<\/em>The General Directorate of Budget\u00a0(Digepres)<\/a>\u00a0realiz\u00f3 un Encuentro Ciudadano dirigido organizaciones de la sociedad civil y periodistas con el objetivo de socializar y celebrar la entrega n\u00famero 200 del Reporte Semanal de Ejecuci\u00f3n Presupuestaria<\/em>, herramienta ciudadana, publicada cada martes que contiene informaci\u00f3n detallada sobre las actividades econ\u00f3micas y financieras del pa\u00eds.<\/p>\n

El Encuentro Ciudadano que llev\u00f3 por t\u00edtulo \u201cReporte Semanal 200: contribuyendo al derecho a saber de la ciudadan\u00eda\u201d<\/em>, permiti\u00f3, adem\u00e1s, presentar a la audiencia dentro de las instalaciones y a los que participaron de forma virtual las herramientas que Digepres pone a disposici\u00f3n de la ciudadan\u00eda para transparentar el presupuesto p\u00fablico y promover la participaci\u00f3n social dentro del ciclo presupuestario.<\/p>\n

\"Digepres<\/div>\n

La actividad, fue encabezada por el director general de Presupuesto, Jos\u00e9 Rijo Presbot; Iv\u00e1n Ram\u00edrez, subdirector de Presupuesto; Manuel Robles, jefe de Gabinete del Ministerio de Econom\u00eda Planificaci\u00f3n y Desarrollo (MEPyD)<\/a>; Berenice Barinas, directora ejecutiva de la Direcci\u00f3n General de \u00c9tica e Integridad Gubernamental (DIGEIG); Juan Castillo, de la Fundaci\u00f3n Solidaridad, entre otras organizaciones sociales y periodistas.<\/p>\n

Rijo Presbot, director de Presupuesto, al dirigirse a los presentes, explic\u00f3 la importancia de estos encuentros para dar a conocer datos e informaciones de manera detallada del Presupuesto General del Estado. Asimismo, expuso a modo de ejemplo el conjunto de percepciones, criterios, h\u00e1bitos y actitudes que la sociedad tiene respecto a la tributaci\u00f3n del pa\u00eds.<\/p>\n

Rafael Jovine, director de Estudios Econ\u00f3micos y Seguimiento Financiero, dio las palabras de bienvenida a la actividad y present\u00f3 el conjunto de herramientas socializadas que pueden ser consultadas en el portal institucional y plataformas digitales de Presupuesto. \u201cLa\u00a0Ley n\u00famero\u00a0200-04 de Libre Acceso a la Informaci\u00f3n P\u00fablica, establece como un deber del Estado brindar informaci\u00f3n a la ciudadan\u00eda m\u00e1s el c\u00famulo de demandas ciudadanas, para transparentar el presupuesto p\u00fablico, nos mueven desde el Gobierno contar con este flujo e intercambio de informaci\u00f3n permanente, que, adem\u00e1s, enriquece nuestro trabajo\u201d<\/em>, explic\u00f3 Jovine.<\/p>\n

De su lado, Katherine Peguero, coordinadora de An\u00e1lisis y Estudios Econ\u00f3micos present\u00f3 el contenido e importancia del reporte semanal de ejecuci\u00f3n presupuestaria, en esta ocasi\u00f3n, en su entrega n\u00famero 200, explicando en l\u00edneas generales los an\u00e1lisis y estad\u00edsticas correspondientes a la programaci\u00f3n y\u00a0ejecuci\u00f3n presupuestaria\u00a0del Gobierno central.<\/p>\n

Asimismo, Juan Portalatin, encargado del departamento de Gesti\u00f3n Financiera y Sorangel Gonz\u00e1lez, encargada del departamento de An\u00e1lisis y Estudios Econ\u00f3micos, de manera indistinta, profundizaron sobre otras herramientas disponibles para fortalecer la transparencia e involucrar al ciudadano en la\u00a0decisi\u00f3n, discusi\u00f3n y control social del presupuesto p\u00fablico de manera activa.<\/p>\n

En la actividad, adem\u00e1s, participaron representes entre los que podemos destacar al Centro Juan XXIII, Sindicato Nacional de Trabajadores de la Prensa (SNTP), Foro Ciudadano, Ciudad Alternativa, as\u00ed como directivos y t\u00e9cnicos de Presupuesto.<\/p>\n

Ejercicio con el Simulador Presupuestario<\/strong><\/p>\n

Como parte del kit de herramientas ciudadanas presentadas en el Encuentro, Airon Fern\u00e1ndez, especialista de Estudios Econ\u00f3micos de Presupuesto, present\u00f3 e hizo un ejercicio con el Simulador Presupuestario, disponible en el portal Digepres.gob.do y que tiene como fin primordial ser un instrumento de aprendizaje y concientizaci\u00f3n, de c\u00f3mo se lleva a cabo el proceso presupuestario, mostrando escenarios de gastos a la ciudadan\u00eda, y las situaciones que pueden generar las decisiones tomadas. En la actividad, los presentes realizaron un ejercicio utilizando el Simulador; finalizando el Encuentro con un espacio de preguntas y respuestas vinculadas a los temas presentados por los t\u00e9cnicos de Digepres.<\/p>\n

El Encuentro Ciudadano con Presupuesto es un di\u00e1logo directo entre Digepres y la sociedad. Iniciativa de esta gesti\u00f3n, que busca fomentar la participaci\u00f3n de la ciudadan\u00eda en cada etapa del ciclo presupuestario, reafirmando, el compromiso con el verdadero derecho a saber.<\/p>\n

The Citizen Meeting brought together civil society and journalists to learn about the new Budget Simulator and encourage the use of citizen tools available from Digepres as a way to continue promoting transparency and public participation. The General Directorate of Budget (Digepres) held a Citizen Meeting for civil society organizations and journalists to share and celebrate the 200th edition of the Weekly Budget Execution Report, a citizen tool published every Tuesday that contains detailed information on the country's economic and financial activities. The Citizen Meeting, titled "Weekly Report 200: Contributing to the Public's Right to Know," also provided an opportunity to present to the audience, both in person and virtually, the tools that Digepres makes available to the public to increase transparency in the public budget and promote social participation within the budget cycle. The event was led by the Director General of Budget, Jos\u00e9 Rijo Presbot. Iv\u00e1n Ram\u00edrez, Deputy Director of the Budget Office; Manuel Robles, Chief of Staff of the Ministry of Economy, Planning and Development (MEPyD); Berenice Barinas, Executive Director of the General Directorate of Ethics and Governmental Integrity (DIGEIG); Juan Castillo, from the Solidarity Foundation, among other social organizations and journalists, were present. Rijo Presbot, Director of the Budget Office, addressed the attendees, explaining the importance of these meetings for disseminating detailed data and information on the General State Budget. He also presented, as an example, the range of perceptions, criteria, habits, and attitudes that society holds regarding the country's taxation. Rafael Jovine, Director of Economic Studies and Financial Monitoring, welcomed the participants and presented the set of tools shared, which can be accessed on the Budget Office's website and digital platforms. \u201cLaw No. 200-04 on Free Access to Public Information establishes the State's duty to provide information to citizens. This, coupled with numerous citizen demands for transparency in the public budget, motivates us in the Government to maintain this ongoing flow and exchange of information, which also enriches our work,\u201d explained Jovine. As part of the citizen toolkit presented at the meeting, Airon Fern\u00e1ndez, Economic Studies Specialist at the Budget Office, presented and demonstrated the Budget Simulator, available on the Digepres.gob.do website. The simulator's primary purpose is to serve as a learning and awareness tool, explaining how the budget process works by presenting expenditure scenarios to the public and the potential consequences of different decisions. Participants completed the exercise using the simulator, and the meeting concluded with a question-and-answer session related to the topics presented by the Digepres technicians. The Citizen Meeting on Budgeting fosters direct dialogue between Digepres and the public. This initiative, launched by this administration, seeks to foster citizen participation at every stage of the budget cycle, reaffirming its commitment to the true right to know.
