La primera ponencia estuvo a cargo de Domingo Mat\u00edas del MEPyD, quien expuso sobre los desaf\u00edos del ordenamiento territorial frente a la nueva gesti\u00f3n municipal y entre sus explicaciones resalt\u00f3 los beneficios que representan para la comunidad sus aportes al momento de definir proyectos de desarrollo recopilados en sus territorios en el Registro \u00danico de Demandas Ciudadanas Territoriales (RUDCT), para luego ser contemplados en el presupuesto nacional.<\/p>\n<p>Juan Castillo present\u00f3 los resultados de la Encuesta Presupuesto Abierto, que ubican al pa\u00eds en el cuarto puesto a nivel mundial dentro de 125 pa\u00edses y el primer lugar entre los pa\u00edses de Am\u00e9rica Latina y El Caribe, seg\u00fan datos de la International Budget Partnership\u00a0<a href=\"https:\/\/internationalbudget.org\/\">(IBP)<\/a>.<\/p>\n<p><em>\u201cLa Encuesta de Presupuesto Abierto\u00a0<\/em><a href=\"https:\/\/internationalbudget.org\/open-budget-survey\/\"><em>(Open Budget Survey OBS)<\/em><\/a><em>\u00a0es el resultado de una investigaci\u00f3n colaborativa entre la Asociaci\u00f3n Internacional de Presupuesto (International Budget Partnership, IBP) y organizaciones de la sociedad civil en 125 pa\u00edses, representando diversas regiones y niveles de ingresos durante un periodo de 16 meses<\/em>\u201d, dijo Castillo. Asimismo, que la Encuesta es la \u00fanica medida comparativa e independiente de transparencia presupuestaria a nivel mundial, utilizada regularmente por gobiernos, agencias donantes y organizaciones de la sociedad civil.<\/p>\n<p><strong>Herramientas para transparentar el Presupuesto y ejercer el control social<\/strong><\/p>\n<p>Rafael Jovine, director de Estudios Econ\u00f3micos y Seguimiento Financiero de Presupuesto, present\u00f3 las herramientas que acercan el presupuesto al ciudadano, permitiendo cada vez m\u00e1s cerrar las brechas y discrecionalidad del presupuesto entre las instituciones p\u00fablicas y la gente. <em>\u201cAntes, las informaciones de las finanzas p\u00fablicas que manejaban los funcionarios eran mucho mayores que las que manejaba el p\u00fablico en general. Eso se ha reducido y muchas de las informaciones que voy a presentar, ustedes tienen acceso a ellas\u201d<\/em>, explic\u00f3 Rafael Jovine en su intervenci\u00f3n.<\/p>\n<p>El economista present\u00f3 las v\u00edas de acceso a las informaciones depositadas en el portal Digepres, videos interactivos, encuentros ciudadanos, documentos y reportes que muestreaban el estado de las finanzas p\u00fablicas y, el portal Presupuesto Ciudadano, que resume los cinco tomos del PGE.<\/p>\n<p>Dentro de las herramientas socializadas por Jovine estuvo el Simulador Presupuestario 2024, que permite a los ciudadanos estar informados de c\u00f3mo se gastan los ingresos y simular la distribuci\u00f3n de ingresos y gastos que mejor se ajuste al criterio del ciudadano, seg\u00fan los m\u00e1rgenes establecidos; posibilitando el env\u00edo al gobierno de su \u201cpresupuesto ideal\u201d junto a comentarios y opiniones al respecto. Tambi\u00e9n abord\u00f3 el proceso de formulaci\u00f3n del PGE, el ciclo presupuestario y etapas bajo las cuales se elabora como la formulaci\u00f3n, discusi\u00f3n, aprobaci\u00f3n, ejecuci\u00f3n y evaluaci\u00f3n. The welcoming remarks and objectives of the event were shared by Lambis, who emphasized the importance of these meetings for understanding how public resources are invested and their intended use. The first presentation was given by Domingo Mat\u00edas from the Ministry of Economy, Planning and Development (MEPyD), who spoke about the challenges of territorial planning under the new municipal administration. Among his explanations, he highlighted the benefits that community input brings to the development projects compiled in their territories through the Single Registry of Territorial Citizen Demands (RUDCT), which are then considered in the national budget. Juan Castillo presented the results of the Open Budget Survey, which ranks the country fourth globally out of 125 countries and first among Latin American and Caribbean countries, according to data from the International Budget Partnership (IBP). \u201cThe Open Budget Survey (OBS) is the result of collaborative research between the International Budget Partnership (IBP) and civil society organizations in 125 countries, representing diverse regions and income levels over a 16-month period,\u201d Castillo said. He also noted that the Survey is the only comparative and independent measure of budget transparency worldwide, regularly used by governments, donor agencies, and civil society organizations. Tools for Budget Transparency and Social Oversight: Rafael Jovine, Director of Economic Studies and Financial Budget Monitoring, presented the tools that bring the budget closer to citizens, increasingly closing the gaps and reducing budgetary discretion between public institutions and the public. \u201cPreviously, the public finance information available to officials was far more extensive than that available to the general public. This has decreased, and much of the information I will present is already accessible to you,\u201d explained Rafael Jovine in his presentation. The economist outlined how to access information available on the Digepres portal, including interactive videos, citizen forums, documents, and reports that illustrate the state of public finances. He also presented the Citizen Budget portal, which summarizes the five volumes of the General State Budget (PGE). Among the tools shared by Jovine was the 2024 Budget Simulator, which allows citizens to see how revenues are spent and simulate income and expenditure allocations that best suit their preferences, within established parameters. This enables them to submit their \u201cideal budget\u201d to the government, along with comments and opinions. He also addressed the PGE formulation process, the budget cycle, and the stages involved, such as formulation, discussion, approval, execution, and evaluation. Finally, Rafael Jovine emphasized the importance of constant citizen oversight of public resources to ensure they are used in strict accordance with the law. The event was attended by municipal officials and social organizations from the province interested in the topic and concluded with a question-and-answer session based on the information presented and current events in the country.
