{"id":35936,"date":"2024-07-12T16:35:49","date_gmt":"2024-07-12T20:35:49","guid":{"rendered":"https:\/\/www.digepres.gob.do\/?p=35936"},"modified":"2025-09-15T09:13:26","modified_gmt":"2025-09-15T13:13:26","slug":"rijo-presbot-el-gobierno-trabaja-para-eficientizar-el-gasto-publico","status":"publish","type":"post","link":"https:\/\/digepres.gob.do\/en\/rijo-presbot-el-gobierno-trabaja-para-eficientizar-el-gasto-publico\/","title":{"rendered":"Rijo Presbot: \u201cThe Government is working to make public spending more efficient"},"content":{"rendered":"<p>\t\t\t\t<em>El director general de Presupuesto recibi\u00f3 la visita de la misi\u00f3n del Fondo Monetario Internacional (FMI), que se dio con el objetivo de abordar temas cruciales relacionados al desempe\u00f1o econ\u00f3mico del pa\u00eds<\/em><\/p>\n<p>La Direcci\u00f3n General de Presupuesto recibi\u00f3 a Pamela Madrid quien forma parte de la misi\u00f3n del <strong>Fondo Monetario Internacional <a href=\"https:\/\/www.imf.org\/es\/Home\">(IMF)<\/a><\/strong> que se encuentra de visita en el pa\u00eds con el objetivo de fortalecer las relaciones bilaterales, socializar temas cruciales relacionados al desempe\u00f1o econ\u00f3mico, reformas, desaf\u00edos y futuro financiero de la Rep\u00fablica Dominicana.<\/p>\n<p>En el encuentro con la representante del FMI, el director general de Presupuesto, Jos\u00e9 Rijo Presbot, estuvo acompa\u00f1ado de Odilys Hidalgo, directora de Servicios Presupuestarios; Griselda Gomez, directora de Calidad y Evaluaci\u00f3n del Gasto P\u00fablico; Rafael Jovine, director de Estudios Econ\u00f3micos y Seguimiento Financiero; Ana Miguelina Terrero, encargada de Evaluaci\u00f3n del Desempe\u00f1o Presupuestario; Mar\u00eda Victoria Ortiz, encargada del departamento de Normas y Metodolog\u00edas y Juan Portalat\u00edn, encargado del departamento de Gesti\u00f3n Financiera de Formulaci\u00f3n y Ejecuci\u00f3n de la Direcci\u00f3n de Estudios Econ\u00f3micos y Seguimiento Financiero.<\/p>\n<p>Las palabras de bienvenida estuvieron a cargo del director de Presupuesto, quien al abordar los temas destac\u00f3 el compromiso del Gobierno dominicano con el manejo en materia econ\u00f3mica, la racionalizaci\u00f3n del gasto\u00a0y ejecuci\u00f3n adecuada\u00a0de los recursos p\u00fablicos para mejorar la calidad de vida de la gente.<\/p>\n<p><em>De acuerdo con los datos suministrados por el director de Presupuesto, \u201cdesde el Gobierno estamos comprometidos con el mejoramiento del gasto. Este es el primero de los \u00faltimos cinco\u00a0a\u00f1os electorales\u00a0en el que se registra un\u00a0super\u00e1vit primario fiscal,\u00a0a\u00fan en contexto de campa\u00f1a pol\u00edtica con las recientes elecciones municipales, congresuales y presidenciales. El d\u00e9ficit se mantuvo por debajo del 0.5 % del PIB en cinco meses\u201d<\/em>, indic\u00f3 Rijo Presbot en su intervenci\u00f3n. Asimismo, dijo que esto es un indicador del esfuerzo del Gobierno de no hacer lo que hist\u00f3ricamente se hac\u00eda, disponer el Presupuesto para asuntos pol\u00edticos electorales.<\/p>\n<p>El director de Digepres dijo que esta gesti\u00f3n encabezada por el presidente Luis Abinader, hace un esfuerzo de ajustar gastos no prioritarios. De igual manera, reiter\u00f3\u00a0el esfuerzo por mejorar la cultura gerencial, sectorizar el pa\u00eds para eficientizar gastos, unir el plan al Presupuesto para que las metas f\u00edsicas se correspondan con las financieras.<\/p>\n<p>La visita de Pamela Madrid, representante del FMI se produce acorde al Art\u00edculo IV de su Convenio Constitutivo, donde el FMI mantiene conversaciones bilaterales con sus miembros cada a\u00f1o para recabar informaci\u00f3n econ\u00f3mica y financiera, y analizar con las autoridades la evoluci\u00f3n de la naci\u00f3n y sus pol\u00edticas econ\u00f3micas.<\/p>\n<p>Rafael Jovine, director de Estudios Econ\u00f3micos y Seguimiento Financiero, present\u00f3 un vasto informe a la representante del FMI, desglosando temas vinculados a procesos de inversi\u00f3n, gastos, reforma fiscal, formulaci\u00f3n presupuestaria, restructuraci\u00f3n de la administraci\u00f3n p\u00fablica, eficiencia del gasto p\u00fablico y otros temas concernientes a salud, trabajo, educaci\u00f3n, infraestructuras, fideicomiso, formulaci\u00f3n presupuestaria, reforma policial, seguridad social g\u00e9nero y cambio clim\u00e1tico entre otros t\u00f3picos. Vale resaltar adem\u00e1s que, durante la exposici\u00f3n sobre cambio clim\u00e1tico, Ana Miguelina Terrero, encargada de Evaluaci\u00f3n del Desempe\u00f1o Presupuestario y Griselda Gomez, directora de Calidad y Evaluaci\u00f3n del Gasto P\u00fablico, destacaron informaci\u00f3n sobre las acciones, unificaci\u00f3n de esfuerzos y transformaciones que vienen desarrollando desde Presupuesto en conjunto con otras instituciones del Gobierno frente al tema.<\/p>\n<p><strong>Transparencia presupuestaria<\/strong><\/p>\n<p>Rafael Jovine, quien estuvo a cargo la presentaci\u00f3n, habl\u00f3 de las reformas y transparencia presupuestaria desde <a href=\"https:\/\/digepres.gob.do\/en\/transparencia\/\">Digepres<\/a>.\u00a0<em>\u201cEl nivel de transparencia desde Presupuesto se evidencia publicando sin fallar cada martes en el portal de<a href=\"https:\/\/digepres.gob.do\/en\/\"> Digepres<\/a>, el reporte semanal de Ejecuci\u00f3n Presupuestaria, en el que, haciendo un esfuerzo de an\u00e1lisis se puede llegar al m\u00e1s m\u00ednimo nivel de registro del gasto del Gobierno\u201d<\/em>, expres\u00f3 Jovine.<\/p>\n<p>Pamela Madrid, del FMI, tras las explicaciones de los t\u00e9cnicos de Presupuesto, agradeci\u00f3 la hospitalidad de <a href=\"https:\/\/www.instagram.com\/digepresrd\/\">Digepres<\/a>, manifestando el inter\u00e9s del Fondo en el seguimiento a los procesos de corte econ\u00f3mico del pa\u00eds y su disposici\u00f3n de apoyo t\u00e9cnico en temas de capacitaci\u00f3n financiera a personal de Presupuesto. The welcoming remarks were delivered by the Budget Director, who, in addressing the topics, emphasized the Dominican Government&#039;s commitment to sound economic management, rationalizing spending, and the proper execution of public resources to improve people&#039;s quality of life. According to data provided by the Budget Director, \u201cThe Government is committed to improving spending. This is the first time in the last five election years that a primary fiscal surplus has been recorded, even amidst the political campaigning surrounding the recent municipal, congressional, and presidential elections. The deficit remained below 0.5% of GDP for five months,\u201d Rijo Presbot stated in his address. He also said that this is an indicator of the Government&#039;s effort to avoid the historical practice of allocating the Budget for political and electoral purposes. The director of Digepres stated that the administration, led by President Luis Abinader, is making an effort to adjust non-priority spending. He also reiterated the commitment to improving management culture, segmenting the country to streamline spending, and aligning the planning and budget to ensure that physical and financial targets are met. The visit of Pamela Madrid, representative of the IMF, is in accordance with Article IV of its Articles of Agreement, under which the IMF holds bilateral discussions with its members annually to gather economic and financial information and analyze the nation&#039;s progress and economic policies with the authorities. Rafael Jovine, director of Economic Studies and Financial Monitoring, presented a comprehensive report to the IMF representative, detailing topics related to investment processes, expenditures, tax reform, budget formulation, public administration restructuring, public spending efficiency, and other issues concerning health, labor, education, infrastructure, trusts, budget formulation, police reform, social security, gender, and climate change, among other subjects. It is also worth highlighting that, during the presentation on climate change, Ana Miguelina Terrero, Head of Budget Performance Evaluation, and Griselda Gomez, Director of Quality and Evaluation of Public Spending, emphasized information on the actions, unified efforts, and transformations that the Budget Office, in conjunction with other government institutions, has been developing on this issue. Regarding budget transparency, Rafael Jovine, who led the presentation, spoke about the reforms and budget transparency implemented by the General Directorate of Budgets (Digepres). \u201cThe level of transparency at the Budget Office is evident in the weekly Budget Execution report, published without fail every Tuesday on the Digepres website. With careful analysis, one can access even the smallest record of government spending,\u201d Jovine stated. Following the explanations provided by the Budget Office staff, Pamela Madrid of the IMF thanked Digepres for their hospitality, expressing the Fund&#039;s interest in monitoring the country&#039;s economic processes and its willingness to provide technical support in financial training for Budget Office personnel.
