\t\t\t\tThe open-access tool was developed with the support and cooperation of the United States Embassy in the country and seeks to further encourage civic interest in issues concerning central government public spending.<\/p>\n

Within the framework of a Citizen Meeting, the General Directorate of Budget (DIGEPRES)<\/a>, and as part of its strategic axis of Transparency and Social Control, under the cooperation of the United States Embassy in Santo Domingo, it made the 2024 Budget Simulator available to the public.<\/p>\n

This is an open access tool that seeks to further promote civic interest in issues concerning public spending by the central government of the Dominican Republic and to raise the levels of transparency and social control of the budget cycle.<\/p>\n

The tool, which was developed under the technical cooperation of the United States Embassy in Santo Domingo in conjunction with the Budget Office, in its initial prototype presents the fiscal scenario that gave rise to the formulation of Law No. 80-23 of the General State Budget 2024, proposing projections of total income by categories such as taxes, donations and other income, as well as the major sectors to which total spending is directed, according to the functional classification linked to education, debt interest, social protection, health, general administration, energy and fuels.<\/p>\n

The activity was led by Jos\u00e9 Rijo Presbot, Director General of Budget; Iv\u00e1n Ram\u00edrez, Deputy Director General of Budget; Ariel Jahner, Head of Economics at the United States Embassy and representatives of government institutions.<\/p>\n

In his welcoming remarks at the event, Ariel Jahner praised the initiative of Digepres<\/a> and the commitment made by the United States to support the Dominican Republic in its efforts to combat corruption and increase government transparency for the benefit of its citizens.<\/p>\n

\u201cThe 2024 Budget Simulator allows citizens to stay informed about how tax revenues are spent and demonstrates the Government's commitment to promoting public spending processes among citizens and civil society organizations so they can participate in building a better society and strengthening democracy,\u201d stated Ariel Jahner in his remarks. He also emphasized that the tool allows Dominicans to make recommendations regarding the use and management of the taxes they pay, which the Government uses to finance public needs.<\/p>\n

For his part, Rafael Jovine, director of Economic Studies and Financial Budget Monitoring, explained that the tool allows users to simulate the distribution of income and expenses that best suits their criteria, according to the established margins, enabling them to send their "ideal budget" to the government along with comments and opinions about it.<\/p>\n

\u201cAt Digepres, we don\u2019t just want to publish documents, but also to promote social participation and strengthen budget transparency,\u201d said Rafael Jovine, explaining the tool\u2019s general features.<\/p>\n

At the close of the platform's launch event, the Director General of Budget highlighted the limitations of the current fiscal scenario, where almost 901% of the total tax revenue projected for 2024 is committed to six major categories such as education, debt interest, social policy cabinet and subsidies, public health, central bank recapitalization, and local governments.<\/p>\n

\u201cFor us, it is important to leverage information and communication technologies (ICTs) to bring the government closer to society, in order to learn firsthand their specific assessments and opinions on current budget policy,\u201d Rijo Presbot emphasized. She also encouraged the academic community, journalists, professional associations, influencers, young people, and civil society to actively participate in the discussion on spending priorities by submitting their proposals and joining the Citizen Forums that she actively organizes. Initiatives that guarantee the right to know<\/p>\n

DIGEPRES, within the framework of its commitment to the right to know, adds the Budget Simulator to other initiatives developed such as the Citizen Budget, the Citizen Meetings with Budget, the weekly budget execution reports and the budget infographics; as well as those actions promoted in coordination with the MEPyD, such as the registration of territorial consultations for validation in the citizen demands for the budget formulation, which are incorporated into the RUDCT platform.<\/p>\n

This set of initiatives has earned international recognition, placing the country 1st in the continent in social participation in the budget and 3rd in social transparency, according to the 2023 Open Budget Survey of the International Budget Partnership (IBP).<\/p>\n

Se trata de una herramienta de acceso abierto que procura fomentar a\u00fan m\u00e1s el inter\u00e9s c\u00edvico por los temas que conciernen al gasto p\u00fablico del Gobierno central de la Rep\u00fablica Dominicana y elevar los niveles de transparencia y control social del ciclo presupuestario. La herramienta que fue desarrollada bajo la cooperaci\u00f3n t\u00e9cnica de la Embajada de los Estados Unidos en Santo Domingo conjuntamente con Presupuesto, en su prototipo inicial presenta el escenario fiscal que dio origen a la formulaci\u00f3n de la Ley n\u00fam. 80-23 de Presupuesto General del Estado 2024, planteando proyecci\u00f3n de ingresos totales por categor\u00edas como impuestos, donaciones y otros ingresos, as\u00ed como las grandes sectoriales a las que va dirigida el gasto total, seg\u00fan el clasificador funcional vinculados a educaci\u00f3n, intereses de la deuda, protecci\u00f3n social, salud, administraci\u00f3n general, energ\u00eda y combustibles. La actividad estuvo encabezada por Jos\u00e9 Rijo Presbot, director general de Presupuesto; Iv\u00e1n Ram\u00edrez, subdirector general de Presupuesto; Ariel Jahner, encargada de Econom\u00eda de la Embajada de los Estados Unidos y representantes de instituciones del \u00e1mbito gubernamental. En las palabras de bienvenida al evento Ariel Jahner valor\u00f3 la iniciativa de Digepres y el compromiso asumido por los Estados Unidos de apoyar a Rep\u00fablica Dominicana en sus esfuerzos para enfrentar los actos de corrupci\u00f3n y aumentar la transparencia gubernamental de cara a la ciudadan\u00eda. \u201cEl Simulador Presupuestario 2024, permite a los ciudadanos estar informados de c\u00f3mo se gastan los ingresos tributarios y demuestra el inter\u00e9s del Gobierno de promover que ciudadanos y organizaciones de la sociedad civil comprendan procesos del gasto p\u00fablico para que sean part\u00edcipes en la construcci\u00f3n de una mejor sociedad y fortalecimiento de la democracia\u201d, manifest\u00f3 Ariel Jahner, en su intervenci\u00f3n. Destac\u00f3 a su vez, que la herramienta permite a los dominicanos hacer sus recomendaciones sobre el uso y manejo de los impuestos que pagan con los que el Gobierno financia las necesidades p\u00fablicas. De su lado, Rafael Jovine, director de Estudios Econ\u00f3micos y Seguimiento Financiero de Presupuesto, explic\u00f3 que el instrumento permite simular la distribuci\u00f3n de ingresos y gastos que mejor se ajuste a su criterio, seg\u00fan los m\u00e1rgenes establecidos, posibilitando el env\u00edo al gobierno de su \u201cpresupuesto ideal\u201d junto a comentarios y opiniones al respecto. \u201cDesde Digepres no queremos s\u00f3lo publicar documentos, sino,adem\u00e1s, impulsar la participaci\u00f3n social y fortalecer la transparencia presupuestaria\u201d, dijo Rafael Jovine al explicar en l\u00edneas generales las particularidades de la herramienta. Al cierre del acto de lanzamiento de la plataforma, el director general de Presupuesto destac\u00f3 las limitaciones que presenta el actual escenario fiscal, donde casi el 90% del total de ingresos fiscales previstos para el a\u00f1o 2024 est\u00e1n comprometidos en seis grandes rubros como educaci\u00f3n, intereses de la deuda, gabinete de pol\u00edticas sociales y subsidios, salud p\u00fablica, recapitalizaci\u00f3n del banco central y gobiernos locales. \u201cPara nosotros es importante aprovechar el uso de las tecnolog\u00edas de informaci\u00f3n y comunicaci\u00f3n (TIC), para acercar el gobierno a la sociedad, a los fines de conocer de primera mano sus valoraciones y opiniones espec\u00edficas sobre la pol\u00edtica presupuestaria en curso\u201d, destac\u00f3 Rijo Presbot. Asimismo, alent\u00f3 a la comunidad acad\u00e9mica, periodistas, gremios, influencers, j\u00f3venes y sociedad civil a ser parte activa de la discusi\u00f3n sobre las prioridades del gasto, enviando sus propuestas e integr\u00e1ndose a los Encuentros Ciudadanos que activamente desarrolla DIGEPRES. Iniciativas que garantizan el derecho a saber DIGEPRES en el marco de su compromiso con el derecho a saber suma el Simulador Presupuestario a otras iniciativas desarrolladas como el Presupuesto Ciudadano, los Encuentros Ciudadanos con Presupuesto, los reportes semanales de ejecuci\u00f3n presupuestaria y las infograf\u00edas presupuestarias; as\u00ed como aquellas acciones impulsadas en coordinaci\u00f3n con el MEPyD, como el registro de consultas territoriales de validaci\u00f3n en las demandas ciudadanas para la formulaci\u00f3n presupuestaria, que son incorporadas a la plataforma RUDCT. Este conjunto de iniciativas ha merecido el reconocimiento internacional, situando al pa\u00eds en el puesto 1 a nivel continental en participaci\u00f3n social en el presupuesto y el puesto 3 en transparencia social, seg\u00fan la Encuesta de Presupuesto Abierto 2023, de la International Budget Partnership(IBP).
