\t\t\t\tLa evaluaci\u00f3n al Programa Presupuestario Orientado a Resultados de Atenci\u00f3n y Prevenci\u00f3n de la Tuberculosis marca un precedente en el quehacer de Presupuesto, sus normativas y en la incidencia en mediciones de organismos internacionales<\/p>\n

Santo Domingo, Rep\u00fablica Dominicana. \u2013 Por primera vez y en un esfuerzo conjunto para mejorar la eficiencia del gasto p\u00fablico y maximizar el bienestar social, la General Budget Directorate<\/a> de la Rep\u00fablica Dominicana, la Cooperaci\u00f3n Alemana para el Desarrollo y la Secretar\u00eda Ejecutiva del Consejo de Ministros de Hacienda o Finanzas de Centroam\u00e9rica, Panam\u00e1 y Rep\u00fablica Dominicana (COSEFIN)<\/a> presentan el informe de Resultados de la Evaluaci\u00f3n Externa del Programa Presupuestario de Atenci\u00f3n y Prevenci\u00f3n de la Tuberculosis en Rep\u00fablica Dominicana, que contiene medidas, fortalezas y desaf\u00edos vinculados a la problem\u00e1tica.<\/p>\n

Esta iniciativa representa para la Rep\u00fablica Dominicana un avance significativo en la evaluaci\u00f3n de programas presupuestarios, medici\u00f3n de la eficiencia del gasto p\u00fablico, aportes a la perspectiva de g\u00e9nero y a sectores m\u00e1s vulnerables.<\/p>\n

La actividad estuvo encabezada por Iv\u00e1n Ram\u00edrez, subdirector de la General Budget Directorate<\/a>; Janna Krenz, agregada de Econom\u00eda y Cooperaci\u00f3n de la Embajada de Alemania en Santo Domingo; Ricardo El\u00edas Melgen, director de la Gesti\u00f3n de la Salud de la Poblaci\u00f3n; Rafael G\u00f3mez, consultor del proyecto; Puja Noshadi, director del programa Buena Gobernanza Financiera de la Cooperaci\u00f3n Alemana GIZ y Ana Miguelina Terrero, coordinadora t\u00e9cnica del Proyecto. Participaron, adem\u00e1s, diversas instituciones del Gobierno que formaron parte de dicho proceso.<\/p>\n

La se\u00f1ora Janna Krenz, de la Embajada de Alemania en Santo Domingo, dio las palabras de bienvenida y entre ellas destac\u00f3 la importancia de esta iniciativa porque contribuye a mejorar servicios p\u00fablicos y aporta a la sostenibilidad fiscal. Krenz aprovech\u00f3 su intervenci\u00f3n, para reconocer el liderazgo de Digepres al impulsar una gesti\u00f3n eficiente de las finanzas p\u00fablicas. \"Nos honra compartir los avances e impacto de la Evaluaci\u00f3n, que cont\u00f3 tambi\u00e9n con el apoyo de la cooperaci\u00f3n alemana\u201d, dijo Krenz.\"\"<\/p>\n

\"\"De su lado, Iv\u00e1n Ram\u00edrez, subdirector de Budget<\/a>, y en representaci\u00f3n del director de Presupuesto, Jos\u00e9 Rijo Presbot, destac\u00f3 el hito que marca la Evaluaci\u00f3n a programas presupuestarios, \u201ceste primer programa que evaluamos abre el camino a otros para brindar informaci\u00f3n a la ciudadan\u00eda sobre la inversi\u00f3n real de los recursos, y el compromiso del Gobierno de velar por el bienestar social de los dominicanos\u201d, afirm\u00f3. Conclusiones de la evaluaci\u00f3n y estad\u00edsticas<\/p>\n

Rafael G\u00f3mez, consultor del proyecto, calific\u00f3 los resultados como satisfactorios y destac\u00f3 entre los aspectos a resaltar el hecho de que, por primera vez, este tipo de evaluaci\u00f3n incluye el criterio de equidad y perspectiva de g\u00e9nero. La evaluaci\u00f3n centr\u00f3 su atenci\u00f3n tambi\u00e9n en sectores m\u00e1s vulnerables, el impacto social y beneficio humano, y c\u00f3mo la tuberculosis reduce los ingresos familiares, provoca exclusi\u00f3n social y aumenta la mortalidad.<\/p>\n

Finalmente, el doctor Ricardo Melgen, director de Gesti\u00f3n de la Salud de la Poblaci\u00f3n, del Ministerio de Salud P\u00fablica, al dirigirse a los presentes indic\u00f3 que la tuberculosis, es la segunda enfermedad infecciosa con m\u00e1s muertes despu\u00e9s del COVID-19 seg\u00fan la OMS. La tasa de incidencia de tuberculosis en las regiones focalizadas fue de 38.6 en 2023 y se logr\u00f3 reducir la brecha de detecci\u00f3n a un m\u00ednimo hist\u00f3rico del 15.6% en 2022.<\/p>\n

Santo Domingo, Dominican Republic \u2013 For the first time, and in a joint effort to improve the efficiency of public spending and maximize social welfare, the Dominican Republic's General Directorate of Budget, the German Development Cooperation, and the Executive Secretariat of the Council of Ministers of Finance of Central America, Panama, and the Dominican Republic (COSEFIN) presented the report on the results of the external evaluation of the Budget Program for Tuberculosis Care and Prevention in the Dominican Republic. The report outlines measures, strengths, and challenges related to the issue. This initiative represents a significant step forward for the Dominican Republic in the evaluation of budget programs, the measurement of public spending efficiency, and contributions to a gender perspective and the needs of vulnerable sectors.
