En esta evaluaci\u00f3n el pa\u00eds ha obtenido una calificaci\u00f3n hist\u00f3rica de 48 puntos, cuando la media mundial de apenas 15 puntos, pasando de 22 a 48 puntos en s\u00f3lo dos a\u00f1os.<img fetchpriority=\"high\" decoding=\"async\" class=\"size-medium wp-image-35672 alignright\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2024\/05\/Image-4-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/><\/p>\n<p>A pesar de un contexto regional de retroceso en Am\u00e9rica Latina y el Caribe en cuanto al \u00edndice de transparencia presupuestaria, Rep\u00fablica Dominicana revalida la calificaci\u00f3n de 77 puntos. En este rengl\u00f3n, la media mundial es de apenas 45 puntos. En esta edici\u00f3n, RD se sit\u00faa en la posici\u00f3n 12, entre 125 pa\u00edses y en el puesto 3 entre los pa\u00edses de la regi\u00f3n, detr\u00e1s de Brasil y M\u00e9xico y por encima de Canad\u00e1, en el puesto 16, y de Estados Unidos, que ocupa la posici\u00f3n 22.<\/p>\n<p>En ese sentido, en el reporte global disponible en el portal de IBP, se destacan los esfuerzos del pa\u00eds en evidenciar c\u00f3mo se distribuye e impacta el Presupuesto en diferentes grupos como ni\u00f1ez, igualdad de g\u00e9nero y las \u00e1reas geogr\u00e1ficas, como aspectos puntuales que han mejorado en relaci\u00f3n con ediciones anteriores. Tambi\u00e9n se reconoce la vinculaci\u00f3n del Presupuesto con el Plan Nacional Plurianual 2021-2024 y los Objetivos de Desarrollo Sostenible, particularmente en rastrear necesidades de grupos espec\u00edficos y para realizar inversiones estrat\u00e9gicas a largo plazo para mejorar la vida de la gente y fortalecer la econom\u00eda.<\/p>\n<p>El mismo reporte destaca que <em>\u201cuna lecci\u00f3n importante que se puede extraer del caso de Rep\u00fablica Dominicana es el valor de presentar informaci\u00f3n durante varios a\u00f1os, lo que puede mostrar el efecto que los presupuestos tienen en las comunidades a lo largo del tiempo, mejorar la promoci\u00f3n y mantener a los pa\u00edses encaminados para cumplir los objetivos de desarrollo\u201d<\/em>. Nuevamente, tambi\u00e9n en t\u00e9rminos de transparencia, seguimos garantizando la apertura al p\u00fablico de los ocho documentos estrat\u00e9gicos del ciclo presupuestario.<\/p>\n<p><em><img decoding=\"async\" class=\"size-medium wp-image-35671 alignright\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2024\/05\/Image-5-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/><\/em><\/p>\n<p>El logro de la gesti\u00f3n presupuestaria dominicana ha sido reconocido por la directora ejecutiva de IBP, Ana Patricia Mu\u00f1oz, en el reporte global emitido, <em>\u201cla Rep\u00fablica Dominicana ha logrado avances en cada ronda consecutiva de la encuesta y sus esfuerzos por ampliar la deliberaci\u00f3n p\u00fablica en torno a proyectos de inversi\u00f3n ayudan a crear un sentido compartido de aceptaci\u00f3n de la agenda de desarrollo de una de las econom\u00edas de m\u00e1s r\u00e1pido crecimiento de Am\u00e9rica Latina. Estos puntos positivos subrayan que una agenda presupuestaria abierta es realmente posible en cualquier lugar, siempre y cuando exista voluntad pol\u00edtica y liderazgo para impulsar la reforma\u201d.<\/em><\/p>\n<p>Con estos logros, evidenciados en el resultado de la Encuesta Presupuesto Abierto 2023, se refleja el inter\u00e9s de esta gesti\u00f3n en ofrecer verdaderas oportunidades de participaci\u00f3n a la ciudadan\u00eda en el Presupuesto General del Estado. En ese orden, en el reporte de IBP, se destacan varias de las iniciativas estrat\u00e9gicas de esta administraci\u00f3n de Gobierno, que han permitido alcanzar este resultado, entre las que se cuentan los Consejos de desarrollo territorial, Encuentros Ciudadanos y la herramienta de Registro \u00danico de Demandas Ciudadanas Territoriales <a href=\"https:\/\/rudct.mepyd.gob.do\/\">(RUDCT)<\/a>.<\/p>\n<p>De igual forma destaca y valora tres aspectos espec\u00edficos: (1) la descentralizaci\u00f3n de la formulaci\u00f3n presupuestaria, (2) la comunicaci\u00f3n m\u00e1s significativa e interactiva y (3) el impacto tanto en la formulaci\u00f3n como en la ejecuci\u00f3n del Presupuesto. En particular, se subraya el alto desempe\u00f1o obtenido en el rengl\u00f3n <em>participaci\u00f3n social en la formulaci\u00f3n<\/em>, como parte del ciclo presupuestario, con 80 puntos. Este aspecto es particularmente relevante si se toma en cuenta que la participaci\u00f3n de la ciudadan\u00eda en esta etapa del anteproyecto de presupuesto ha sido hist\u00f3ricamente la de mayor opacidad. Se demuestra que atr\u00e1s qued\u00f3 la \u00e9poca en que el presupuesto era discutido a puertas cerrada, entre bur\u00f3cratas y de espaldas del p\u00fablico.<img decoding=\"async\" class=\"size-medium wp-image-35674 alignright\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2024\/05\/Image-3-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/><\/p>\n<p>Se trata de un salto gigantesco, pasando de 22 a 48 puntos en solo dos a\u00f1os y una muestra del firme compromiso del Gobierno y la gesti\u00f3n actual por elevar los niveles de transparencia presupuestaria, participaci\u00f3n social y eficiencia cuando se trata del manejo de los recursos p\u00fablicos destinados a dignificar la vida de los ciudadanos y continuar garantizando el crecimiento y robustez de la econom\u00eda dominicana.<\/p>\n<p><strong>Un PGE m\u00e1s ciudadano y cercano<\/strong><\/p>\n<p>Desde la Direcci\u00f3n General de Presupuesto, iniciada la actual gesti\u00f3n encabezada por Jos\u00e9 Rijo Presbot, se han llevado a cabo esfuerzos que apuntan a la participaci\u00f3n ciudadana, control social y la transparencia. Entre los que se cuentan el <a href=\"https:\/\/digepres.gob.do\/en\/estadisticas-presupuestaria\/reporte-semanal-de-ejecucion-presupuestaria\/\"><em>reporte semanal de la ejecuci\u00f3n presupuestaria<\/em><\/a>, los <em>Encuentros Ciudadanos<\/em>, el <a href=\"https:\/\/digepres.gob.do\/en\/presupuesto-ciudadano\/\"><em>Citizen Budget<\/em><\/a>, publicaci\u00f3n de <em>informes e infograf\u00edas<\/em> en el portal institucional y a trav\u00e9s de las redes y una respuesta efectiva a trav\u00e9s de los canales de acceso p\u00fablico a la informaci\u00f3n para garantizar el derecho a saber de la ciudadan\u00eda.<\/p>\n<p>Se demuestra que atr\u00e1s qued\u00f3 la \u00e9poca en que el Presupuesto era discutido a puertas cerradas y de espaldas al p\u00fablico.\t\t<\/p>","protected":false},"excerpt":{"rendered":"<p>Citizen Encounters, Territorial Development Councils, the RUDCT (Regional Network of Community-Based and Territorial Councils), and more interactive and effective communication are among the strategic social participation initiatives highlighted in the results of the 2023 Open Budget Survey. The International Budget Partnership (IBP), through the 2023 Open Budget Survey, ranks the Dominican Republic first in the Americas in the Social Participation in the Budget Index and fourth globally, behind only South Korea, New Zealand, and the United Kingdom, out of 125 countries evaluated. In this assessment, the country achieved a record score of 48 points, compared to the global average of just 15 points, rising from 22 to 48 points in only two years. Despite a regional context of decline in budget transparency in Latin America and the Caribbean, the Dominican Republic maintained its score of 77 points. In this category, the global average is only 45 points. In this edition, the Dominican Republic ranks 12th out of 125 countries and 3rd among countries in the region, behind Brazil and Mexico and ahead of Canada (16th) and the United States (22nd). The global report, available on the IBP website, highlights the country&#039;s efforts in demonstrating how the budget is distributed and impacts different groups, such as children, gender equality, and geographic areas, as specific aspects that have improved compared to previous editions. The report also recognizes the alignment of the budget with the 2021-2024 National Multi-Year Plan and the Sustainable Development Goals, particularly in tracking the needs of specific groups and making long-term strategic investments to improve people&#039;s lives and strengthen the economy. The same report highlights that \u201can important lesson to be learned from the Dominican Republic is the value of presenting information over several years, which can demonstrate the impact budgets have on communities over time, improve advocacy, and keep countries on track to meet development goals.\u201d Again, in terms of transparency, we continue to ensure the public availability of the eight strategic documents in the budget cycle. The Dominican Republic\u2019s budget management achievements have been recognized by IBP Executive Director Ana Patricia Mu\u00f1oz in the global report: \u201cThe Dominican Republic has made progress in each consecutive round of the survey, and its efforts to broaden public deliberation around investment projects help create a shared sense of acceptance of the development agenda of one of Latin America\u2019s fastest-growing economies. These positive points underscore that an open budget agenda is indeed possible anywhere, provided there is political will and leadership to drive reform.\u201d These achievements, evidenced in the results of the 2023 Open Budget Survey, reflect this administration&#039;s commitment to providing genuine opportunities for citizen participation in the General State Budget. The IBP report highlights several strategic initiatives of this administration that have contributed to these results, including the Territorial Development Councils, Citizen Meetings, and the Single Registry of Territorial Citizen Demands (RUDCT). The report also emphasizes and values three specific aspects: (1) the decentralization of budget formulation, (2) more meaningful and interactive communication, and (3) the impact on both budget formulation and execution. In particular, the report underscores the high performance achieved in the area of social participation in budget formulation, as part of the budget cycle, with a score of 80 points. This aspect is particularly relevant considering that citizen participation in this stage of the draft budget has historically been the most opaque. It demonstrates that the days of budget discussions behind closed doors, among bureaucrats and without public oversight, are over. This represents a giant leap, increasing from 22 to 48 points in just two years, and demonstrates the firm commitment of the current administration to raising the levels of budget transparency, social participation, and efficiency in the management of public resources intended to improve the lives of citizens and continue guaranteeing the growth and strength of the Dominican economy. A more citizen-focused and accessible General State Budget: Since the beginning of the current administration led by Jos\u00e9 Rijo Presbot, the General Directorate of Budget has undertaken efforts aimed at citizen participation, social oversight, and transparency. These initiatives include the weekly budget execution report, Citizen Meetings, the Citizen Budget, the publication of reports and infographics on the institutional website and through social media, and an effective response through public access channels to information to guarantee citizens&#039; right to know.
