\t\t\t\tEl documento evidencia resultados, cumplimiento cabal, esfuerzo, eficiencia, transparencia y rendici\u00f3n de cuentas por parte de la gesti\u00f3n y el Gobierno. Por primera vez, el Informe abarca tambi\u00e9n las entidades p\u00fablicas financieras.<\/p>\n

En conformidad con el mandato y el plazo que establece la Ley Org\u00e1nica de Presupuesto No. 423-06 y por cuarto a\u00f1o consecutivo, la Direcci\u00f3n General de Presupuesto (DIGEPRES)<\/a> entreg\u00f3 al presidente de la Rep\u00fablica, Luis Abinader, y al Congreso Nacional, el Informe de Consolidaci\u00f3n de Presupuesto Formulado del Sector P\u00fablico Consolidado No Financiero 2024 para su presentaci\u00f3n al Congreso de la Rep\u00fablica el pasado lunes 26 de febrero.<\/p>\n

El documento expone la posici\u00f3n presupuestaria inicial de cada \u00e1mbito que conforma el sector p\u00fablico, resultado de un minucioso proceso de planificaci\u00f3n destinado a optimizar la eficiencia en el uso de los recursos p\u00fablicos y las variables presupuestarias consolidadas por clasificaciones econ\u00f3micas, funcionales, institucionales, geogr\u00e1ficas y por objeto del gasto. La presentaci\u00f3n del informe evidencia resultados, cumplimiento cabal, esfuerzo, eficiencia, transparencia y rendici\u00f3n de cuentas por parte de la gesti\u00f3n y el gobierno.<\/p>\n

El Informe de Consolidaci\u00f3n de Presupuesto Formulado del Sector P\u00fablico Consolidado No Financiero 2024<\/a> fue remitido al presidente de la Rep\u00fablica, como establece la ley, para ser entregado al Congreso de la Rep\u00fablica antes del acto de rendici\u00f3n de cuentas del pasado martes 27 de febrero. Asimismo, fue entregado al Poder Legislativo, a trav\u00e9s del Senado y la C\u00e1mara de Diputados.<\/p>\n

Cabe destacar que, en 2024, por primera vez, seg\u00fan el documento, se cumple cabalmente con el art\u00edculo 74 de la Ley Org\u00e1nica de Presupuesto N\u00fam. 423-06 al incorporar los presupuestos de las entidades p\u00fablicas financieras en el proceso de consolidaci\u00f3n. Esto significa que el informe no solo abarca al sector p\u00fablico no financiero (SPNF) como en ediciones anteriores.<\/p>\n

Otro de los aspectos que exhibe el informe es que, con la inclusi\u00f3n de las instituciones p\u00fablicas financieras, la cobertura institucional alcanza el 97% de las instituciones existentes. En t\u00e9rminos comparativos, el informe del a\u00f1o pasado inclu\u00eda 492 instituciones y este a\u00f1o se incluyen 509.<\/p>\n

El contenido del instrumento informativo, en t\u00e9rminos presupuestarios, indica que el gasto del sector p\u00fablico consolidado alcanzar\u00e1 los RD$1,811,395.9 millones en 2024, mientras que se estiman ingresos por RD$1,612,824.3 millones.<\/p>\n

Sobre el abordaje de la diferencia de ingresos y gastos, concluye indicando un d\u00e9ficit financiero de RD$198,571.6 millones o 2.7% del PIB. En relaci\u00f3n con el gasto p\u00fablico presupuestado, vale se\u00f1alar que la consolidaci\u00f3n eleva hasta RD$263,807.2 millones o 3.6% del PIB corresponde al gasto de capital, de los cuales RD$105,367.0 millones (1.4% del PIB) ser\u00e1n destinados a proyectos de inversi\u00f3n p\u00fablica. El referido gasto de capital se eleva en<\/p>\n

RD$53,324.5 millones o 25.3% con relaci\u00f3n a la consolidaci\u00f3n del Gobierno General Nacional, se\u00f1alada previamente en la Ley n\u00fam. 80-23 de presupuesto general del Estado 2024. Asimismo, la inversi\u00f3n p\u00fablica estar\u00e1 focalizada principalmente en Santo Domingo con RD$39,389.5 millones (37.4% del total); Multiprovincial con RD$8,543.5 millones (8.1%); Santiago con RD$7,680.5 millones (7.3%); Distrito Nacional con RD$7,338.3 millones (7.0%); Montecristi con RD$3,829.3 millones (3.6%).<\/p>\n

Rendici\u00f3n de cuentas constante y apego a la Ley Con respecto a la metodolog\u00eda, el Informe de Presupuesto Consolidado del Sector P\u00fablico No Financiero est\u00e1 basado en el Manual de Estad\u00edsticas de Finanzas P\u00fablicas 2014 del Fondo Monetario Internacional (IMF)<\/a> y las mejores pr\u00e1cticas internacionales de los pa\u00edses de la regi\u00f3n en t\u00e9rminos de consolidaci\u00f3n de estad\u00edsticas presupuestarias.<\/p>\n

La Ley Org\u00e1nica de Presupuesto para el Sector P\u00fablico No. 423-06, del 17 de noviembre de 2006, establece que la DIGEPRES, el presidente de la Rep\u00fablica debe entregar, presentar, a t\u00edtulo informativo, este informe al presidente del Congreso de la Rep\u00fablica antes del 27 de febrero de cada a\u00f1o, cuando se espera que el mandatario dirija su discurso de rendici\u00f3n de cuentas en el Congreso Nacional.<\/p>\n

The document demonstrates results, full compliance, effort, efficiency, transparency, and accountability on the part of management and the Government. For the first time, the Report also covers public financial entities. In accordance with the mandate and deadline established by Organic Budget Law No. 423-06, and for the fourth consecutive year, the General Directorate of Budget (DIGEPRES) delivered the 2024 Consolidated Budget Report for the Non-Financial Public Sector to the President of the Republic, Luis Abinader, and the National Congress for presentation to the Congress of the Republic on Monday, February 26. The document outlines the initial budgetary position of each area comprising the public sector, the result of a meticulous planning process aimed at optimizing the efficiency of public resource use and the consolidated budgetary variables by economic, functional, institutional, geographic, and expenditure classifications. The presentation of the report demonstrates results, full compliance, effort, efficiency, transparency, and accountability on the part of management and the government. The 2024 Consolidated Budget Report for the Non-Financial Public Sector was submitted to the President of the Republic, as required by law, to be delivered to the Congress of the Republic before the accountability session on Tuesday, February 27. It was also delivered to the Legislative Branch through the Senate and the Chamber of Deputies. It is worth noting that, in 2024, for the first time, according to the document, Article 74 of Organic Budget Law No. 423-06 was fully complied with by incorporating the budgets of public financial entities into the consolidation process. This means that the report does not only cover the non-financial public sector (NFPS) as in previous editions. Another aspect highlighted in the report is that, with the inclusion of public financial institutions, institutional coverage reaches 971% of existing institutions. Comparatively, last year's report included 492 institutions, while this year's includes 509. The report's budget indicates that consolidated public sector spending will reach RD$1,811,395.9 million in 2024, while revenues are estimated at RD$1,612,824.3 million. Regarding the approach to the difference between revenues and expenditures, it concludes by indicating a financial deficit of RD$198,571.6 million, or 2.71% of GDP. With respect to budgeted public spending, it is worth noting that the consolidation raises capital expenditure to RD$263,807.2 million, or 3.61% of GDP, of which RD$105,367.0 million (1.41% of GDP) will be allocated to public investment projects. The aforementioned capital expenditure increases by RD$$53,324.5 million or 25.3% in relation to the consolidation of the National General Government, previously indicated in Law No. 80-23 of the 2024 General State Budget. Likewise, public investment will be focused mainly on Santo Domingo with RD$$39,389.5 million (37.4% of the total); Multiprovincial with RD$$8,543.5 million (8.1%); Santiago with RD$$7,680.5 million (7.3%); National District with RD$$7,338.3 million (7.0%); Montecristi with RD$$3,829.3 million (3.6%). Regarding methodology, the Consolidated Budget Report for the Non-Financial Public Sector is based on the 2014 Government Finance Statistics Manual of the International Monetary Fund (IMF) and international best practices from countries in the region in terms of consolidating budget statistics. Organic Budget Law for the Public Sector No. 423-06, of November 17, 2006, establishes that the General Directorate of Budget (DIGEPRES) and the President of the Republic must submit this report to the President of Congress for informational purposes before February 27 of each year, when the President is expected to deliver their State of the Nation Address to the National Congress.
