\t\t\t\tThe implementation of this Policy aims to prevent any inappropriate conduct by any employee and to establish procedures to follow should such conduct occur.<\/em><\/p>\n

The General Budget Directorate<\/a> The process of implementing the Institutional Anti-Bribery Policy began under the international framework of ISO 37001, as part of the organization's commitment to transparency, management and administration of public resources and services offered to citizens.<\/p>\n

With this initiative, the Budget Office joins the actions that the Government of President Luis Abinader has been developing in the fight against corruption and, in addition, is in line with the institutional values and mission.<\/p>\n

Karla Ure\u00f1a, head of the Budget Plan, Program, and Project Formulation, Monitoring, and Evaluation division, and part of the implementation team, indicated that the Policy creates controls to prevent illegal acts in the processes of the work of Digepres<\/a>Furthermore, Ure\u00f1a referred to the process carried out in the Budget Department, highlighting that ISO 37001 is the international standard that allows for the establishment, implementation, maintenance, review, and improvement of an anti-bribery management system.<\/p>\n

\u201cBribery is understood as any offer, promise, delivery, acceptance or solicitation of an undue advantage of any value, directly or indirectly and regardless of location, in violation of applicable law, as an incentive or reward for a person to act or refrain from acting in the performance of their duties.\u201d<\/em>Karla Ure\u00f1a stated. She added that the implementation of this policy aims to prevent any inappropriate conduct by any employee and to establish procedures in case such conduct occurs.<\/p>\n

Regarding the work carried out, he said that the first stage consists of the publication of the Institutional Anti-Bribery Policy, the designation of a compliance officer and the formation of an Anti-Bribery Committee, documentation of the system and provision of reporting channels.<\/p>\n

Commitments to the Institutional Anti-Bribery Policy <\/strong><\/p>\n

Karla Ure\u00f1a spoke in general terms about the commitments that the Budget Office assumes by taking this step, among other things, prohibiting bribery in the institution and in the activities it carries out; complying with applicable current laws and the requirements of the anti-bribery system; having a code of institutional integrity and promoting a climate in the institution that allows reporting bribery.<\/p>\n

In addition to this, implement methods to identify, assess and prevent risk; continuous improvement of the anti-bribery system; designation and maintenance of the compliance function's role with the authority for the success of the system; establish policies and regulations that prohibit the acceptance of gifts or benefits from clients or partners, both in substantive or cross-functional processes, and a system of consequences for those who violate said policy.<\/p>\n

Por otra parte, Ure\u00f1a hizo referencia al proceso que se lleva a cabo en Presupuesto y destacando que la Norma ISO 37001 es el est\u00e1ndar internacional que permite establecer, implementar, mantener, revisar y mejorar un sistema de gesti\u00f3n antisoborno. \u201cEl soborno es entendido como cualquier oferta, promesa, entrega, aceptaci\u00f3n o solicitud de una ventaja indebida de cualquier valor directa o indirectamente e independiente de su ubicaci\u00f3n, en violaci\u00f3n de la ley aplicable, como incentivo o recompensa para que una persona act\u00fae o deje de actuar en el desempe\u00f1o sus obligaciones\u201d, indic\u00f3 Karla Ure\u00f1a. Agreg\u00f3, que con la implementaci\u00f3n de esta Pol\u00edtica se busca\u00a0prevenir cualquier conducta inapropiada de alg\u00fan colaborador\u00a0y establecer, adem\u00e1s, procedimientos en caso de que se efect\u00fae. Con relaci\u00f3n a los trabajos realizados, dijo que la primera etapa consiste en la publicaci\u00f3n de la Pol\u00edtica Institucional Antisoborno, designaci\u00f3n de oficial de cumplimiento y conformaci\u00f3n de un Comit\u00e9 Antisoborno, documentaci\u00f3n del sistema y disposici\u00f3n de canales de denuncia. Compromisos de cara a la Pol\u00edtica Institucional Antisoborno Karla Ure\u00f1a habl\u00f3 en l\u00edneas generales de los compromisos que asume Presupuesto al dar este paso, entre otras cosas, prohibir el soborno en la instituci\u00f3n y en las actividades que desarrolla cumplir leyes vigentes aplicable y los requisitos del sistema antisoborno; contar con un c\u00f3digo de integridad institucional y promover un clima en la instituci\u00f3n que permita denunciar el soborno. Adicional a esto, implementar m\u00e9todos para identificar, evaluar y prevenir el riesgo; mejoras continuas del sistema antisoborno; designaci\u00f3n y mantenimiento del rol de la funci\u00f3n de cumplimiento con la autoridad para el \u00e9xito del sistema; establecer pol\u00edticas y normativas que proh\u00edban la aceptaci\u00f3n de regalos o beneficios de clientes o socios, tanto en procesos sustantivos o transversales y, r\u00e9gimen de consecuencia para quien infrinja dicha pol\u00edtica. Esta iniciativa es parte de los esfuerzos que se han empe\u00f1ado para seguir eficientizando la actual gesti\u00f3n presupuestaria y elevando los niveles de transparencia de acuerdo con las mejores
