{"id":32647,"date":"2023-09-04T16:05:26","date_gmt":"2023-09-04T20:05:26","guid":{"rendered":"https:\/\/www.digepres.gob.do\/?p=32647"},"modified":"2025-09-15T07:39:52","modified_gmt":"2025-09-15T11:39:52","slug":"director-de-presupuesto-reitera-gobierno-dispone-medidas-de-control-para-evitar-dispendio","status":"publish","type":"post","link":"https:\/\/digepres.gob.do\/en\/director-de-presupuesto-reitera-gobierno-dispone-medidas-de-control-para-evitar-dispendio\/","title":{"rendered":"Budget Director reiterates Government has control measures in place to prevent wasteful spending"},"content":{"rendered":"<p>\t\t\t\t<em>Rijo Presbot atribuye a la confianza de los contratistas en procesos de pago y transparencia, el incremento en gasto de capital para infraestructura<\/em><\/p>\n<p>El director general de Presupuesto, Jos\u00e9 Rijo Presbot, confirm\u00f3 que la modificaci\u00f3n al <a href=\"https:\/\/digepres.gob.do\/en\/presupuesto\/gobierno-general-nacional\/ley-de-presupuesto-general-del-estado-2023\/\">Presupuesto General del Estado de 2023<\/a> ya fue promulgada con la Ley N\u00fam. 52-23 y adelant\u00f3 que, en este presupuesto reformulado, los gastos se est\u00e1n incrementando en 61 mil millones de pesos, de los cuales, 38 mil millones de pesos son para inversi\u00f3n en proyectos que ya est\u00e1n en ejecuci\u00f3n. En ese orden, recalc\u00f3 que <em>\u201cel Gobierno ha mantenido una pol\u00edtica firme de que ning\u00fan funcionario puede generar deudas administrativas, es decir, no puede transferir para el a\u00f1o siguiente gastos ejecutados sin la debida apropiaci\u00f3n presupuestaria\u201d<\/em>.<\/p>\n<p>De acuerdo con Rijo Presbot, ese manejo transparente y eficiencia en el cumplimiento de los pagos, ha generado confianza entre los suplidores y contratistas que se han empe\u00f1ado en avanzar, lo que se ha traducido en la necesidad de incrementar gastos de capital y de paso, una dinamizaci\u00f3n, a\u00fan m\u00e1s, de la econom\u00eda dominicana.<\/p>\n<p>El director de Presupuesto explic\u00f3 c\u00f3mo est\u00e1n comprometidos los ingresos tributarios que se generan a trav\u00e9s de la Direcci\u00f3n General de Impuestos Internos (<a href=\"https:\/\/dgii.gov.do\/Paginas\/default.aspx\">DGII<\/a>) y la Direcci\u00f3n General de Aduanas <a href=\"https:\/\/www.aduanas.gob.do\/\">(DGA)<\/a> en grandes rubros como educaci\u00f3n, subsidios y pago de la deuda y el gran reto de responder a las demandas sociales.<img fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-32648 size-medium\" title=\"Director de Presupuesto reitera\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2023\/09\/msg-324530874-8551-300x199.jpg\" alt=\"Director de Presupuesto reitera\" width=\"300\" height=\"199\" \/><\/p>\n<p><em>\u201cEn septiembre del a\u00f1o pasado proyectamos que iban a ingresar por impuestos por DGII y DGA 980 mil millones de pesos y al momento de distribuir esos recursos, est\u00e1n comprometidos todos. 275 mil millones de pesos para cumplir con el 4% de educaci\u00f3n; 225 mil millones de pesos para intereses de la deuda anterior; 200 mil millones para los subsidios sociales, a los combustibles, sector el\u00e9ctrico; 125 mil millones en salud; m\u00e1s 155 mil millones de la deuda antigua. Ah\u00ed se fueron los 980 mil millones y no se ha distribuido ni a Gobiernos Locales, ni poderes del Estado, medio ambiente, seguridad, ni defensa, por mencionar s\u00f3lo algunos\u201d<\/em>, detall\u00f3 Rijo Presbot.<\/p>\n<p>Apunt\u00f3 que a pesar de que se aument\u00f3 el d\u00e9ficit en m\u00e1s de 14 mil millones de pesos, no hubo necesidad de aumentar el endeudamiento. <em>\u201cTen\u00edamos aprobado por el Congreso 363 mil millones de pesos para endeudamiento este a\u00f1o y vamos a terminar con 330 mil millones de pesos, es decir que hemos hecho una reducci\u00f3n de m\u00e1s de 30 mil millones en la necesidad de financiamiento<\/em>\u201d, explic\u00f3.<\/p>\n<p><strong>Formulaci\u00f3n con miras al 2024<\/strong><\/p>\n<p>Durante una entrevista en el programa Matinal 5, junto a los periodistas Persio Maldonado, Laura Castellanos y Alberto Caminero, Rijo Presbot destac\u00f3 que, por tercer a\u00f1o consecutivo, y en cumplimiento con la Ley, el Consejo de Ministros se reuni\u00f3 para conocer la pol\u00edtica presupuestaria para el 2024 que apunta hacia el proceso de formulaci\u00f3n que realiza la Digepres junto a las instituciones del Gobierno central.<\/p>\n<p><em>\u201cEn ese sentido, el 14 de julio enviamos los lineamientos, el 17 se entregaron los techos presupuestarios, ya ahora el 31 todas las instituciones enviaron los anteproyectos y ahora estamos trabajando en la consolidaci\u00f3n de todos los anteproyectos de forma tal que para mediados de septiembre se convoque el Consejo de Ministros otra vez para conocer el proyecto de ley que debe someterse antes del 1 de octubre ante el Congreso Nacional\u201d<\/em>, agreg\u00f3.<\/p>\n<p><strong>Medidas de control para evitar dispendio<\/strong><\/p>\n<p>Sobre los controles que se han implementado para eliminar el dispendio, el director de Presupuesto enfatiz\u00f3 que <em>\u201cen el sistema hay una serie de llaves que se colocan de forma tal que para hacer determinado gasto tiene que pedir autorizaci\u00f3n y ah\u00ed vienen los controles en vi\u00e1ticos, gastos de representaci\u00f3n, combustible, remodelaci\u00f3n de edificaciones y esos son los candados que hemos venido aplicando en estos a\u00f1os tratando de que los chelitos rindan<\/em>\u201d.<\/p>\n<p>Agreg\u00f3 que el Gobierno del presidente Luis Abinader est\u00e1 enfocado en cerrar el a\u00f1o 2023 y que lo fundamental es que este a\u00f1o, como los anteriores, se ha disminuido la necesidad de financiamiento y se ha manejado el d\u00e9ficit.<\/p>\n<p><em>\u201cNuestras preocupaciones no son ahora las que tengan que enfrentar las nuevas autoridades a partir del 2024, lo que s\u00ed estamos conscientes es de los grandes avances que hemos logrado\u201d<\/em>, entre los que destac\u00f3 el posicionamiento de la Rep\u00fablica Dominicana entre los 10 pa\u00edses del ranking mundial de transparencia presupuestaria y el mejoramiento otorgado en las calificadoras de riesgo como Standard &amp; Poors, Fish Rating y Moody\u2019s.<\/p>\n<p><em>\u201cPara junio de 2020, el pa\u00eds estaba en cicla, es decir para las calificadoras de riesgo, est\u00e1bamos en negativo y ya nos han colocado en estable. Moody\u2019s nos ha colocado m\u00e1s all\u00e1 de positivo, camino a grado de inversi\u00f3n, destacando el manejo eficiente y proactivo de la deuda p\u00fablica, efectividad de la pol\u00edtica fiscal, manejo de los ingresos, fortaleza econ\u00f3mica y resiliencia a los choques externos\u201d<\/em>, explic\u00f3 Rijo Presbot.<\/p>\n<p>El director general de Presupuesto record\u00f3 que desde el Gobierno hay un compromiso de que cada recurso se utilice adecuadamente.\t\t<\/p>","protected":false},"excerpt":{"rendered":"<p>Rijo Presbot attributes the increase in capital spending for infrastructure to contractors&#039; confidence in payment processes and transparency. The Director General of the Budget, Jos\u00e9 Rijo Presbot, confirmed that the amendment to the 2023 General State Budget has been enacted with Law No. 52-23 and announced that, in this revised budget, expenditures are increasing by 61 billion pesos, of which 38 billion pesos are for investment in projects already underway. He emphasized that &quot;the Government has maintained a firm policy that no official can generate administrative debt; that is, they cannot transfer expenditures to the following year without the proper budgetary appropriation.&quot; According to Rijo Presbot, this transparent management and efficiency in fulfilling payments has generated trust among suppliers and contractors who have been committed to moving forward, which has translated into the need to increase capital expenditures and, consequently, further energize the Dominican economy. The Budget Director explained how tax revenues generated through the General Directorate of Internal Taxes (DGII) and the General Directorate of Customs (DGA) are committed to major areas such as education, subsidies, and debt repayment, and the significant challenge of responding to social demands. \u201cLast September, we projected that 980 billion pesos would be collected in taxes by the DGII and DGA, and when it came time to distribute those resources, they were all committed. 275 billion pesos were earmarked for fulfilling the 4% education program; 225 billion pesos for interest on the previous debt; 200 billion for social subsidies, fuel, and the electricity sector; 125 billion for health; plus 155 billion for the old debt. That&#039;s where the 980 billion pesos went, and none has been distributed to local governments, branches of government, the environment, security, or defense, to name just a few,\u201d Rijo Presbot explained. He pointed out that despite the deficit increasing by more than 14 billion pesos, there was no need to increase borrowing. \u201cWe had 363 billion pesos approved by Congress for borrowing this year, and we will end up with 330 billion pesos, meaning we have reduced our financing needs by more than 30 billion,\u201d he explained. Budget Formulation for 2024. During an interview on the morning program Matinal 5, alongside journalists Persio Maldonado, Laura Castellanos, and Alberto Caminero, Rijo Presbot highlighted that, for the third consecutive year, and in compliance with the law, the Council of Ministers met to review the budget policy for 2024, which is part of the formulation process carried out by the General Directorate of Budgets (Digepres) in conjunction with central government institutions. \u201cIn that regard, we sent the guidelines on July 14th, the budget ceilings were delivered on the 17th, and now, on the 31st, all the institutions submitted their preliminary drafts. We are currently working on consolidating all of these drafts so that the Council of Ministers can be convened again by mid-September to review the bill that must be submitted to the National Congress before October 1st,\u201d he added. Regarding the controls implemented to eliminate wasteful spending, the Budget Director emphasized that \u201cthe system has a series of safeguards in place so that any expenditure requires authorization. These controls apply to travel allowances, representation expenses, fuel, building renovations, and these are the safeguards we have been implementing over the years to ensure that our money goes further.\u201d He added that President Luis Abinader&#039;s administration is focused on closing out 2023 and that the key point is that this year, as in previous years, the need for financing has decreased and the deficit has been managed. \u201cOur concerns now are not those that the new authorities will have to face starting in 2024; what we are aware of are the great strides we have made,\u201d among which he highlighted the Dominican Republic&#039;s ranking among the top 10 countries in the world for budget transparency and the improvement granted by risk rating agencies such as Standard &amp; Poor&#039;s, Fish Rating, and Moody&#039;s. \u201cIn June 2020, the country was in a negative position, meaning that, according to the risk rating agencies, we were in negative territory, and now they have placed us on a stable level. Moody&#039;s has placed us beyond positive, on the path to investment grade, highlighting the efficient and proactive management of public debt, the effectiveness of fiscal policy, revenue management, economic strength, and resilience to external shocks,\u201d Rijo Presbot explained. The Director General of Budget reminded everyone that the Government is committed to ensuring that every resource is used
