{"id":32491,"date":"2023-08-09T16:41:00","date_gmt":"2023-08-09T20:41:00","guid":{"rendered":"https:\/\/www.digepres.gob.do\/?p=32491"},"modified":"2025-09-11T10:56:42","modified_gmt":"2025-09-11T14:56:42","slug":"en-3-anos-el-gobierno-ha-respondido-deudas-sociales-sociales-de-30-anos","status":"publish","type":"post","link":"https:\/\/digepres.gob.do\/en\/en-3-anos-el-gobierno-ha-respondido-deudas-sociales-sociales-de-30-anos\/","title":{"rendered":"Budget Director: \u201cIn 3 years the Government has addressed social debts that have accumulated over 30 years\u201d"},"content":{"rendered":"<p>\t\t\t\t<em>Rijo Presbot adelant\u00f3 que, la reformulaci\u00f3n del Presupuesto de 2023 permitir\u00e1 incrementar el gasto de capital y se enfocar\u00e1 en infraestructura terrestre, agua y vivienda como pilares de la pol\u00edtica social de Gobierno<\/em><\/p>\n<p>El director general de Presupuesto, Jos\u00e9 Rijo Presbot, asegur\u00f3 que los recursos que se van a incorporar al Presupuesto Reformulado, aprobado ya por la Comisi\u00f3n de Hacienda, dinamizar\u00e1 la econom\u00eda ante la baja de la inflaci\u00f3n, que se ha mantenido durante estos 3 a\u00f1os de gobierno por debajo del 4%; y que permitir\u00e1, de acuerdo con Rijo, el manejo de m\u00e1s recursos para final del a\u00f1o y el incremento de las importaciones por la inyecci\u00f3n de capital.<\/p>\n<p>En ese mismo orden, dijo que la mayor inversi\u00f3n del Presupuesto Reformulado tiene que ver con infraestructura terrestre, agua y vivienda. <em>\u201cPara el Ministerio de Obras P\u00fablicas hay un incremento de alrededor de RD$16,000 millones como unidad ejecutora, pero como capitulo tiene alrededor de RD$20,000 millones, porque ah\u00ed est\u00e1 incluida la OPRET con la segunda l\u00ednea del Metro que tiene un incremento significativo\u201d<\/em>he emphasized.<img fetchpriority=\"high\" decoding=\"async\" class=\"size-medium wp-image-32494 alignright\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2023\/08\/WhatsApp-Image-2023-08-09-at-4.27.08-PM-3-1-300x201.jpeg\" alt=\"\" width=\"300\" height=\"201\" \/><\/p>\n<p>De otro lado, Rijo Presbot apunt\u00f3 que para el Ministerio de Vivienda se contempla un incremento de unos RD$5,000 millones; y que RD$4,000 millones se destinar\u00e1n para finalizar obras de importancia que tienen que ver con agua, a trav\u00e9s del Instituto Nacional de Agua Potable (<a href=\"https:\/\/www.inapa.gob.do\/\">Inapa<\/a>). <em>\u201cEs decir que. todo est\u00e1 orientado a vivienda, agua e infraestructura con inversi\u00f3n de capital\u201d<\/em>, agreg\u00f3 el director de <a href=\"https:\/\/digepres.gob.do\/en\/\">Budget<\/a>.<\/p>\n<p>Destac\u00f3 la inversi\u00f3n que se ha hecho en el desarrollo de Montecristi y Pedernales, como uno de los logros de esta administraci\u00f3n. \u201c<em>Nosotros estamos respondiendo en 3 a\u00f1os de coyuntura tan desafiante como la que nos hemos enfrentado a deudas sociales de 30 a\u00f1os\u201d, <\/em>Rijo Presbot expressed.<\/p>\n<p><em>\u201cHemos mantenido una meta del d\u00e9ficit de 3%, 2021 al 2023 el promedio es 3%. En cambio, del 2017 al 2019 el promedio fue de 3.5%, los del pasado no me pueden hablar nivel de endeudamiento porque ellos se endeudaban m\u00e1s y se endeudaban para gastos ilegales\u201d. <\/em>Asegur\u00f3 que esta modificaci\u00f3n que se hace al Presupuesto, a trav\u00e9s del Reformulado, permitir\u00e1 incrementar el gasto capital en unos RD$40,000 millones para finalizar el a\u00f1o.<\/p>\n<p><strong>La impunidad, oportunidad para la corrupci\u00f3n <\/strong><\/p>\n<p>La eliminaci\u00f3n de la deuda administrativa y el endeudamiento ilegal se cuentan entre los logros de esta gesti\u00f3n citados por Jos\u00e9 Rijo. Seg\u00fan explic\u00f3, del 2021 al 2023 gracias a las medidas de control que se han implementado y al cumplimiento de las normas que han permitido que todo lo que se ha planificado como gasto, tenga siempre el respaldo presupuestario.<img decoding=\"async\" class=\"alignleft wp-image-32495 size-medium\" title=\"En 3 a\u00f1os el Gobierno\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2023\/08\/WhatsApp-Image-2023-08-09-at-4.27.08-PM-2-300x200.jpeg\" alt=\"En 3 a\u00f1os el Gobierno\" width=\"300\" height=\"200\" \/><\/p>\n<p>Record\u00f3 que ahora, tanto el Portal de Compras y Contrataciones como el Sistema de Informaci\u00f3n de la Gesti\u00f3n Financiera (<a href=\"https:\/\/www.transparenciafiscal.gob.do\/siafe\/sigef\">SIGEF<\/a>), trabajan en coordinaci\u00f3n para garantizar la apropiaci\u00f3n presupuestaria de las licitaciones y a esto, precisamente, atribuy\u00f3 la confianza de los contratistas y suplidores en el Gobierno.<\/p>\n<p>Reiter\u00f3 que actualmente los controles y los niveles de transparencia reafirman la certeza de que todo aquel funcionario que incurra en actos de corrupci\u00f3n pague las consecuencias. <em>\u201cAhora todo se sabe. Antes no se sab\u00eda, porque la impunidad era la oportunidad para la corrupci\u00f3n\u201d<\/em>, apunt\u00f3.<\/p>\n<p>En ese orden, Rijo Presbot asegur\u00f3 que <em>\u201ceste es un pueblo sensato, inteligente, que la gente cree que lo puede enga\u00f1ar y no es as\u00ed. Hay que una concepci\u00f3n clara de que la impunidad no puede volver, la independencia del Poder Judicial y el Ministerio P\u00fablico debe continuar y que tiene que haber m\u00e1s transparencia en el manejo de los recursos p\u00fablicos\u201d.<\/em><\/p>\n<p>Jos\u00e9 Rijo Presbot, director general de Presupuesto, ofreci\u00f3 estas declaraciones durante una entrevista en el programa \u201cNo se diga m\u00e1s\u201d, conducido por Alexander Barrios, Karina Alarc\u00f3n, Odette Hidalgo y M\u00e1ximo Romero, que se transmite por Top Latina FM.\t\t<\/p>","protected":false},"excerpt":{"rendered":"<p>Rijo Presbot announced that the revised 2023 Budget will allow for increased capital spending and will focus on land infrastructure, water, and housing as pillars of the government&#039;s social policy. The Director General of the Budget, Jos\u00e9 Rijo Presbot, assured that the resources to be incorporated into the revised Budget, already approved by the Finance Committee, will boost the economy given the low inflation rate, which has remained below 41% per 100,000 for the past three years of the administration. According to Rijo, this will allow for the management of more resources by the end of the year and an increase in imports due to the capital injection. He added that the largest investment in the revised Budget is related to land infrastructure, water, and housing. \u201cFor the Ministry of Public Works, there is an increase of approximately RD$1,444,160 billion as an executing unit, but as a budget item, it has approximately RD$1,444,200 billion, because that includes OPRET with the second Metro line, which has a significant increase,\u201d he emphasized. On the other hand, Rijo Presbot pointed out that the Ministry of Housing is slated for an increase of approximately RD$1,444,500 billion; and that RD$1,444,000 will be allocated to complete important water-related projects through the National Institute of Drinking Water (INAPA). \u201cIn other words, everything is geared towards housing, water, and infrastructure with capital investment,\u201d added the Budget Director. He highlighted the investment made in the development of Montecristi and Pedernales as one of the achievements of this administration. \u201cWe are responding in three years to such a challenging situation as the one we have faced, addressing 30 years of accumulated social debt,\u201d stated Rijo Presbot. \u201cWe have maintained a deficit target of 31.3 trillion pesos (TP3T), and from 2021 to 2023 the average is 31.3 trillion pesos. In contrast, from 2017 to 2019 the average was 3.51 TP3T. Those from the past cannot speak to me about the level of indebtedness because they incurred more debt and used it for illegal expenses.\u201d He assured that this modification to the Budget, through the Reformulated Budget, will allow for an increase in capital spending of approximately RD$1.44 trillion by the end of the year. Impunity, an opportunity for corruption. The elimination of administrative debt and illegal borrowing are among the achievements of this administration cited by Jos\u00e9 Rijo. As he explained, from 2021 to 2023, thanks to the implemented control measures and compliance with regulations, all planned expenditures have consistently had budgetary backing. He noted that both the Procurement and Contracting Portal and the Financial Management Information System (SIGEF) now work in coordination to guarantee the budgetary allocation of tenders, and this, he attributed, to the trust of contractors and suppliers in the government. He reiterated that current controls and levels of transparency reinforce the certainty that any official who engages in acts of corruption will face the consequences. \u201cNow everything is known. Before, it wasn&#039;t, because impunity provided an opportunity for corruption,\u201d he pointed out. In that vein, Rijo Presbot asserted that \u201cthis is a sensible, intelligent people, who believe they can be deceived, but that&#039;s not the case. There needs to be a clear understanding that impunity cannot return, the independence of the Judiciary and the Public Prosecutor&#039;s Office must continue, and there must be greater transparency in
