{"id":32079,"date":"2023-06-26T16:36:10","date_gmt":"2023-06-26T20:36:10","guid":{"rendered":"https:\/\/www.digepres.gob.do\/?p=32079"},"modified":"2025-09-11T10:18:06","modified_gmt":"2025-09-11T14:18:06","slug":"rijo-presbot-destaca-buen-desempeno-en-ejecucion-presupuestaria-del-2023-y-reitera-gobierno-mantiene-ahorro-y-control-de-gastos","status":"publish","type":"post","link":"https:\/\/digepres.gob.do\/en\/rijo-presbot-destaca-buen-desempeno-en-ejecucion-presupuestaria-del-2023-y-reitera-gobierno-mantiene-ahorro-y-control-de-gastos\/","title":{"rendered":"Rijo Presbot highlights good performance in budget execution for 2023 and reiterates that the Government maintains savings and control of spending"},"content":{"rendered":"<p>\t\t\t\t<em>Adelant\u00f3 se trabaja desde ya en la pol\u00edtica presupuestaria para el 2024 y en la transformaci\u00f3n del <a href=\"https:\/\/www.transparenciafiscal.gob.do\/siafe\/sigef\">SIGEF<\/a><\/em><\/p>\n<p>El director general de Presupuesto, Jos\u00e9 Rijo Presbot, destac\u00f3 que la ejecuci\u00f3n presupuestaria de este a\u00f1o ha marchado de acuerdo con lo estimado en el <a href=\"https:\/\/digepres.gob.do\/en\/presupuesto\/gobierno-general-nacional\/ley-de-presupuesto-general-del-estado-2024\/\">General State Budget<\/a> y valor\u00f3 la planificaci\u00f3n con la que se formula el documento para asignar los montos a las instituciones.<\/p>\n<p><em>\u201cLa ejecuci\u00f3n presupuestaria del 2023 va muy bien, porque en t\u00e9rminos de los ingresos con relaci\u00f3n a lo estimado, tenemos un 99.6% de ejecuci\u00f3n; en cuanto al gasto de capital, tenemos una ejecuci\u00f3n de 87% con relaci\u00f3n a lo presupuestado para el periodo; mientras que los gastos corrientes, un 84%\u201d<\/em>, asegur\u00f3 Rijo Presbot.<\/p>\n<p>De igual modo, afirm\u00f3 que, el gasto de capital ha tenido una mayor ejecuci\u00f3n con relaci\u00f3n a la programaci\u00f3n y reiter\u00f3 que, como una medida de ahorro y control, hay gastos que se mantienen restringidos, como es el caso de los bienes, muebles, inmuebles, que, de acuerdo con el director de Presupuesto, apenas representan 1% del gasto y que de un total de 26 mil millones presupuestado, solo se han ejecutado unos 6 mil millones.<\/p>\n<p>Rijo agreg\u00f3 que ese mismo control se mantiene en la compra de materiales y suministros, que de 63 millones s\u00f3lo se han ejecutado 16 mil millones, lo que representa un 3% del total de gasto y una ejecuci\u00f3n de 27%. En ese mismo orden, adelant\u00f3 que para el Presupuesto Reformulado solo se tendr\u00e1n que hacer ajustes de acuerdo con las metas y la ejecuci\u00f3n de las instituciones. En ese mismo orden, asegur\u00f3 que el \u00e1rea de construcci\u00f3n es la de mayor demanda para el Reformulado.<img fetchpriority=\"high\" decoding=\"async\" class=\"alignleft wp-image-32081\" title=\"Presbot destaca buen desempe\u00f1o\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2023\/06\/WhatsApp-Image-2023-06-26-at-4.32.54-PM-300x169.jpeg\" alt=\"Presbot destaca buen desempe\u00f1o\" width=\"378\" height=\"213\" \/><\/p>\n<p>El director de Presupuesto reiter\u00f3 que desde el primer d\u00eda el Gobierno del presidente Luis Abinader ha establecido controles suficientes para evitar la desviaci\u00f3n de recursos a gastos que no vayan acompa\u00f1ados de metas f\u00edsicas y destac\u00f3 el esfuerzo conjunto entre Digepres, Compras y Contrataciones, Contralor\u00eda, Tesorer\u00eda y Direcci\u00f3n de Contabilidad Gubernamental, para que ning\u00fan funcionario incurra en viejas pr\u00e1cticas ilegales.<\/p>\n<p>Record\u00f3 que, antes lo que se hac\u00eda era ejecutar gastos que no estaban en el Presupuesto y como no estaban presupuestados, carec\u00edan de certificaci\u00f3n de apropiaci\u00f3n y, por lo tanto, se pasaban para el a\u00f1o siguiente como disminuci\u00f3n de cuenta por pagar o deuda administrativa. <em>\u201cEso ya no es posible, porque el control viene de la ley misma del Presupuesto General del Estado, que tiene un art\u00edculo que establece que todo aquel funcionario que ejecute gastos fuera del Presupuesto y que genere una deuda administrativa lo tendr\u00e1 que pagar con su patrimonio<\/em>\u201c<em>, <\/em>enfatiz\u00f3 Rijo Presbot.<\/p>\n<p><strong>Un nuevo SIGEF: proyecto de Digepres<\/strong><\/p>\n<p>El director general de Presupuesto adelant\u00f3 que se est\u00e1 trabajando en un proyecto para implementar cambios significativos al Sistema de Gesti\u00f3n Financiera (SIGEF) con el fin de mejorar la formulaci\u00f3n de los presupuestos y transparentar los bienes y servicios que cada instituci\u00f3n ofrece a los ciudadanos.<\/p>\n<p>\u201cHemos definido este proyecto como Presupuesto Plurianual Orientado a Resultados con Modalidad Din\u00e1mica, que es una mejora al SIGEF, una transformaci\u00f3n a lo conceptual, funcional, program\u00e1tico, geogr\u00e1fico del Presupuesto General del Estado\u201d, apunt\u00f3.<\/p>\n<p>El proyecto cuenta con el apoyo del Banco Interamericano de Desarrollo (BID) y de acuerdo con Rijo, entre otras grandes ventajas, va a permitir unificar m\u00e1s la planificaci\u00f3n con el Presupuesto.<\/p>\n<p>En una entrevista en el matutino Uno + Uno, junto a los periodistas Milizen Uribe y Stalin Montero, Rijo avanz\u00f3 que ya se encuentran trabajando en el Presupuesto para el a\u00f1o 2024. \u201c<em>De hecho, a m\u00e1s tardar el d\u00eda 30 de junio, el Ministerio de Hacienda, encabezado por el ministro Jochi Vicente, va a entregar al presidente la pol\u00edtica presupuestaria para el a\u00f1o pr\u00f3ximo, para que m\u00e1s tardar el 9 de julio, el Consejo de ministros la discuta y se apruebe<\/em>\u201c<em>, <\/em>expres\u00f3 el director de Presupuesto.<\/p>\n<p>La Direcci\u00f3n General de Presupuesto, en su portal institucional Digepres.gob.do, tiene a disposici\u00f3n de la ciudadan\u00eda el Calendario Presupuestario, una herramienta p\u00fablica que permite dar seguimiento a cada etapa del ciclo que agota el Presupuesto General del Estado. Adem\u00e1s, cada martes publica en sus redes sociales, @DigepresRD, el reporte de Ejecuci\u00f3n Presupuestaria para conocer el manejo que da el Gobierno central a los recursos p\u00fablicos.<\/p>\n<p>&nbsp;\t\t<\/p>","protected":false},"excerpt":{"rendered":"<p>The Director General of the Budget, Jos\u00e9 Rijo Presbot, announced that work is already underway on the 2024 budget policy and the transformation of the SIGEF (General State Budget System). Rijo added that the same control is maintained in the purchase of materials and supplies, of which only 16 billion pesos have been spent out of a budget of 63 million pesos, representing 31.3 trillion pesos of total expenditures and an execution rate of 271.3 trillion pesos. He further indicated that the revised budget will only require adjustments based on the goals and performance of the institutions. He also asserted that the construction sector is the area with the greatest demand for the revised budget. The Budget Director reiterated that from day one, President Luis Abinader&#039;s administration has established sufficient controls to prevent the diversion of resources to expenditures not aligned with tangible targets. He highlighted the collaborative effort between the Budget Directorate (Digepres), the Procurement and Contracting Office, the Comptroller&#039;s Office, the Treasury, and the Government Accounting Directorate to ensure that no official engages in outdated illegal practices. He recalled that previously, expenditures not included in the budget were executed, and because they lacked appropriation certification, they were carried over to the following year as a reduction in accounts payable or administrative debt. &quot;That is no longer possible,&quot; Rijo Presbot emphasized, &quot;because the control stems from the General State Budget Law itself, which includes an article stipulating that any official who executes expenditures outside the budget and generates administrative debt will have to pay it with their own personal assets.&quot; A New SIGEF: Digepres Project. The Director General of the Budget announced that a project is underway to implement significant changes to the Financial Management System (SIGEF) in order to improve budget formulation and increase transparency regarding the goods and services that each institution provides to citizens. \u201cWe have defined this project as a Multi-Year Results-Oriented Budget with a Dynamic Approach, which is an improvement to SIGEF, a transformation of the conceptual, functional, programmatic, and geographical aspects of the General State Budget,\u201d he noted. The project has the support of the Inter-American Development Bank (IDB) and, according to Rijo, among other major advantages, will allow for greater unification of planning with the budget. In an interview on the morning show Uno + Uno, alongside journalists Milizen Uribe and Stalin Montero, Rijo announced that they are already working on the 2024 budget. \u201cIn fact, no later than June 30, the Ministry of Finance, headed by Minister Jochi Vicente, will deliver the budget policy for next year to the president, so that the Council of Ministers can discuss and approve it no later than July 9,\u201d stated the Budget Director. The General Directorate of Budget, through its institutional website Digepres.gob.do, provides the public with the Budget Calendar, a tool that allows users to track each stage of the General State Budget cycle. Additionally, every Tuesday, it publishes the Budget Execution Report on its social media accounts, @DigepresRD, to provide insight into how the central government manages public resources.
