La jornada formativa permiti\u00f3 abordar principios b\u00e1sicos, conceptos y estructura del Presupuesto nacional.<img fetchpriority=\"high\" decoding=\"async\" class=\"alignleft wp-image-32067 size-medium\" title=\"Director de Presupuesto realiza \" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2023\/06\/WhatsApp-Image-2023-06-26-at-3.07.22-PM-1-300x200.jpeg\" alt=\"Director de Presupuesto realiza \" width=\"300\" height=\"200\" \/><\/p>\n<p>Rijo Presbot, durante su exposici\u00f3n, valor\u00f3 el encuentro porque permite a editores y periodistas econ\u00f3micos conocer en mayor detalle las interacciones sociales, econ\u00f3micas, ejecuci\u00f3n y planificaci\u00f3n del <a href=\"https:\/\/digepres.gob.do\/en\/presupuesto\/gobierno-general-nacional\/ley-de-presupuesto-general-del-estado-2024\/\">Presupuesto General del Estado (PGE).<\/a><\/p>\n<p>En el transcurso de su ponencia, Rijo Presbot explic\u00f3\u00a0que la funci\u00f3n esencial del Estado es la protecci\u00f3n efectiva de los derechos de la persona y que el Presupuesto busca cumplir con ese mandato. \u201c<em>El Presupuesto est\u00e1 estructurado bajo principios de justicia e igualdad, busca cubrir necesidades b\u00e1sicas de la poblaci\u00f3n y el desarrollo de los territorios\u201d<\/em>, se\u00f1al\u00f3.<\/p>\n<p>Explic\u00f3, adem\u00e1s, aspectos jur\u00eddicos y legales que conforman la pieza y habl\u00f3 de los cambios que se han implementado para sanear el Presupuesto de la antigua deuda administrativa. <em>\u201cNing\u00fan funcionario,<\/em> <em>puede realizar gastos que no est\u00e9n debidamente sustentados, es decir, no pueden ejecutar ning\u00fan consumo sino se tiene la certificaci\u00f3n de apropiaci\u00f3n\u201d, <\/em>resalt\u00f3 el director de Presupuesto.<img decoding=\"async\" class=\"alignright wp-image-32069 size-medium\" title=\"Director de Presupuesto realiza \" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2023\/06\/WhatsApp-Image-2023-06-26-at-3.07.22-PM-3-300x200.jpeg\" alt=\"Director de Presupuesto realiza \" width=\"300\" height=\"200\" \/><\/p>\n<p>Rijo Presbot present\u00f3 a los periodistas aspectos y vinculaci\u00f3n del PGE con la Estrategia Nacional de Desarrollo 2030, ejes de intervenci\u00f3n, interacci\u00f3n con factores econ\u00f3micos y sociales, efecto redistributivo del Presupuesto, controles internos y calendario de formulaci\u00f3n presupuestaria.<\/p>\n<p><strong><img decoding=\"async\" class=\"alignleft wp-image-32068 size-medium\" title=\"Director de Presupuesto realiza \" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2023\/06\/WhatsApp-Image-2023-06-26-at-3.07.22-PM-2-300x200.jpeg\" alt=\"Director de Presupuesto realiza \" width=\"300\" height=\"200\" \/>Encuentros Ciudadanos y capacitaciones<\/strong><\/p>\n<p>Se recuerda que la Direcci\u00f3n General de Presupuesto realiza Encuentros Ciudadanos para reafirmar el compromiso con la transparencia, la cercan\u00eda con la ciudadan\u00eda y garantizar, por primera vez desde el Gobierno, la participaci\u00f3n social en la formulaci\u00f3n del Presupuesto General del Estado.<\/p>\n<p>La actividad fue realizada en el sal\u00f3n de reuniones del Ministerio de Hacienda.\t\t<\/p>","protected":false},"excerpt":{"rendered":"<p>The activity took place during a public finance course coordinated by the Ministry of Finance, aimed at media representatives and focused on basic economic and budgetary concepts. The Director General of the Budget, Jos\u00e9 Rijo Presbot, held a public forum as part of the second Public Finance course for journalists and communicators specializing in economics, organized by the Ministry of Finance. The training session addressed basic principles, concepts, and the structure of the national budget. During his presentation, Rijo Presbot praised the forum because it allows editors and economic journalists to learn more about the social and economic interactions, execution, and planning of the General State Budget (PGE). In his presentation, Rijo Presbot explained that the essential function of the State is the effective protection of individual rights and that the budget seeks to fulfill this mandate. &quot;The budget is structured under principles of justice and equality, seeking to cover the basic needs of the population and the development of the territories,&quot; he stated. He also explained the legal aspects of the budget and discussed the changes implemented to address the old administrative debt. \u201cNo official can make expenditures that are not properly documented; that is, they cannot execute any expenditure without the appropriation certification,\u201d the Budget Director emphasized. Rijo Presbot presented to journalists the General State Budget&#039;s (PGE) aspects and its connection to the 2030 National Development Strategy, intervention areas, interaction with economic and social factors, the budget&#039;s redistributive effect, internal controls, and the budget formulation schedule. Citizen Meetings and Training Sessions: It is worth noting that the General Budget Directorate holds Citizen Meetings to reaffirm its commitment to transparency, closeness to the public, and to guarantee, for the first time under the government, social participation in the formulation of the General State Budget.
