{"id":31747,"date":"2023-05-30T13:38:15","date_gmt":"2023-05-30T17:38:15","guid":{"rendered":"https:\/\/www.digepres.gob.do\/?p=31747"},"modified":"2025-09-11T10:00:40","modified_gmt":"2025-09-11T14:00:40","slug":"rijo-presbot-el-presupuesto-busca-cumplir-con-el-mandato-de-garantizar-el-bienestar-general-de-la-gente","status":"publish","type":"post","link":"https:\/\/digepres.gob.do\/en\/rijo-presbot-el-presupuesto-busca-cumplir-con-el-mandato-de-garantizar-el-bienestar-general-de-la-gente\/","title":{"rendered":"Rijo Presbot: \u201cThe Budget seeks to fulfill the mandate of guaranteeing the general well-being of the people\u201d"},"content":{"rendered":"<p>\t\t\t\t<em>The Director General of the Budget presented the General State Budget at a Citizen Meeting with<\/em> <em>The Political Ideas Association of PUCMM in Santiago <\/em><\/p>\n<p>Santiago. \u2013 The Director General of Budget, Jos\u00e9 Rijo Presbot, <em>He gave a lecture to members of the Political Ideas Association of the Pontifical Catholic University Madre y Maestra <a href=\"https:\/\/www.pucmm.edu.do\/?gclid=CjwKCAiAt5euBhB9EiwAdkXWO2KI2c296iW7FS7p2cB0PFWpp-e6VMDHYqWAm4Mw0VsOHZ6aB3g4jRoCyWoQAvD_BwE\">(PUCMM)<\/a> in Santiago, where she addressed the &quot;Budget as an instrument of public policies&quot;, within the framework of a Citizen Meeting with Budget.<\/em><\/p>\n<p>This Citizen Meeting was coordinated by the Association of Political Ideas, made up of students from the Law program at PUCMM and created as a space for the free discussion of different ideologies and the resolution of conflicts.<img fetchpriority=\"high\" decoding=\"async\" class=\"alignleft wp-image-31749 size-medium\" title=\"The Budget seeks to fulfill \" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2023\/05\/WhatsApp-Image-2023-05-30-at-1.31.15-PM-1-300x225.jpeg\" alt=\"El Presupuesto busca cumplir \" width=\"300\" height=\"225\" \/><\/p>\n<p>Rijo Presbot, upon introducing himself, explained the legal framework of the Budget and its connection with Law No. 01-12, on the National Development Strategy 2030, the Sustainable Development Goals and interaction with economic and social factors.<\/p>\n<p><em>\u201cThe Budget, as defined in State policy, has to do with the economic, the operational and administrative aspects and with the social aspects, because the budget has to respond to that, address the problems that society demands and contribute to its human development,\u201d <\/em>Rijo Presbot expressed.<\/p>\n<p>The Budget Director, in his presentation, indicated that the essential function of the State is the effective protection of individual rights, therefore, the <a href=\"https:\/\/digepres.gob.do\/en\/presupuesto\/gobierno-general-nacional\/ley-de-presupuesto-general-del-estado-2024\/\">PGE<\/a> It seeks to fulfill that mandate by aiming for the general well-being of the people.<\/p>\n<p>He also spoke about the changes being implemented in the State&#039;s Integrated Financial Management System.<a href=\"https:\/\/www.transparenciafiscal.gob.do\/siafe\/sigef\"> (SIAFE)<\/a>Multi-year budget and the elimination of administrative debt. <em>\u201cNo official, during the year 2021, contracted, executed or accrued expenses that did not have the proper budget protection, and we included an article stating that whoever did so would pay for it with their own assets.\u201d<\/em>Presbot said.<\/p>\n<p>He stated that the efficient and rational use of public spending allows the government of President Luis Abinader to carry out projects, control imported inflation, and has prevented a decrease in the quality of life of the people despite existing international conflicts.<\/p>\n<p><strong>Economic and social impact of the budget<img decoding=\"async\" class=\"alignright wp-image-31750 size-medium\" title=\"The Budget seeks to fulfill \" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2023\/05\/WhatsApp-Image-2023-05-30-at-1.31.15-PM-2-300x225.jpeg\" alt=\"El Presupuesto busca cumplir \" width=\"300\" height=\"225\" \/><\/strong><\/p>\n<p>The budget director, Jos\u00e9 Rijo Presbot, highlighted that the General State Budget (PGE) has an impact on the economy, development, and standard of living of citizens, and that this is reflected in social spending, which is nothing more than the distribution of wealth, and the goal is to promote and encourage the satisfaction of basic needs of the population and the development of territories.<\/p>\n<p>\u201c<em>In this country they made us believe that we had to solve individually what should be solved collectively, taking away from us the concept of rights.\u201d<\/em> Rijo Presbot indicated.
