Reiteran evaluaciones de indicadores muestran acertadas medidas del Gobierno en beneficio de los m\u00e1s necesitados<\/em><\/strong><\/p>\n<p>Representantes de la Direcci\u00f3n General de Presupuesto <a href=\"https:\/\/digepres.gob.do\/en\/\">(Digepres)<\/a> y del Fondo Monetario Internacional <a href=\"https:\/\/www.imf.org\/es\/Home\">(IMF)<\/a> sostuvieron una reuni\u00f3n para dar seguimiento a la actividad econ\u00f3mica de la Rep\u00fablica Dominicana.<\/p>\n<p>Jos\u00e9 Rijo Presbot, director general de Prepuesto y Carlos Pimentel, director general de Contrataciones P\u00fablicas en conjunto recibieron la Misi\u00f3n del <a href=\"https:\/\/www.imf.org\/es\/Home\">FMI<\/a>; que estuvo integrada por Emilio Fern\u00e1ndez Corugedo y Pamela Madrid.<img fetchpriority=\"high\" decoding=\"async\" class=\"size-medium wp-image-31383 alignleft\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2023\/05\/WhatsApp-Image-2023-05-12-at-2.59.05-PM-2-300x200.jpeg\" alt=\"\" width=\"300\" height=\"200\" \/><\/p>\n<p>Rijo Presbot, durante el encuentro hizo un resumen general del comportamiento econ\u00f3mico del pa\u00eds y la perspectiva sobre la econom\u00eda dominicana a corto plazo, retos, herramientas y reformas que ha implementado en el Gobierno del presidente Luis Abinader para consolidar la transparencia e integridad y promover la participaci\u00f3n de los ciudadanos.<\/p>\n<p>Detall\u00f3 las respuestas del Gobierno por los efectos causados por el paso del hurac\u00e1n Fiona en suelo dominicano y los costos de los carburantes, producto de la guerra entre Rusia y Ucrania. <em>\u201cEste escenario increment\u00f3 el d\u00e9ficit de 3 a 3.6, sin embargo, terminamos por debajo de esta \u00faltima cifra, y cubrimos todos los efectos del hurac\u00e1n Fiona sin recurrir al endeudamiento, s\u00f3lo utilizando recursos existentes\u201d<\/em>, explic\u00f3 Rijo Presbot.<\/p>\n<p>Mientras, Fern\u00e1ndez Corugedo del FMI, orient\u00f3 preguntas a la distribuci\u00f3n del gasto, inversi\u00f3n social, gesti\u00f3n presupuestaria, aspectos del \u00e1mbito fiscal, presupuesto plurianual y la prevenci\u00f3n y control de la corrupci\u00f3n.<\/p>\n<p>El director de Presupuesto se refiri\u00f3 a la deuda administrativa, pr\u00e1ctica vieja eliminada por esta gesti\u00f3n gubernamental. <em>\u201cUn art\u00edculo en la Ley de Presupuesto dice que ning\u00fan funcionario puede hacer un acuerdo transaccional que genere una deuda administrativa y quien lo hace lo paga con su patrimonio\u201d, <\/em>reiter\u00f3 Rijo Presbot. Agreg\u00f3 tambi\u00e9n que, en el Portal Transaccional de Compras y Contrataciones cuando se adjudica una obra, un bien o un servicio, ya el dinero est\u00e1 reservado para evitar, precisamente, generar una deuda administrativa.<img decoding=\"async\" class=\"size-medium wp-image-31384 alignright\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2023\/05\/WhatsApp-Image-2023-05-12-at-2.59.05-PM-300x200.jpeg\" alt=\"\" width=\"300\" height=\"200\" \/><\/p>\n<p>Igualmente, expuso las medidas que ha tomado el Gobierno en materia de subsidios dirigidos al sector el\u00e9ctrico, transporte, agropecuario y otros de corte social para enfrentar los precios del combustible y evitar que impacten a las familias dominicanas. Afirm\u00f3 Rijo Presbot que, la evaluaci\u00f3n de indicadores muestra que dichas medidas han ido en beneficio de los m\u00e1s necesitados del pa\u00eds.<\/p>\n<p>De su lado, Pimentel explic\u00f3 los trabajos realizados desde la instituci\u00f3n que dirige vinculados al Sistema de Informaci\u00f3n de la Gesti\u00f3n Financiera\u00a0<a href=\"https:\/\/www.transparenciafiscal.gob.do\/siafe\/sigef\">(SIGEF)<\/a>. \u201c<em>El Ministerio de Hacienda a trav\u00e9s de la resoluci\u00f3n n\u00famero 157-2022, anunci\u00f3 la integraci\u00f3n autom\u00e1tica entre el M\u00f3dulo de Gasto del Sistema de Informaci\u00f3n de la Gesti\u00f3n Financiera<a href=\"https:\/\/www.transparenciafiscal.gob.do\/siafe\/sigef\"> (SIGEF)<\/a> y el Sistema Electr\u00f3nico de Contrataciones P\u00fablicas (SECP), para mejoras en el procedimiento de contrataci\u00f3n que se da en las instituciones p\u00fablicas\u201d, <\/em>destac\u00f3 Pimentel.<\/p>\n<p><img decoding=\"async\" class=\"size-medium wp-image-31385 alignleft\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2023\/05\/WhatsApp-Image-2023-05-12-at-2.59.05-PM-1-300x200.jpeg\" alt=\"\" width=\"300\" height=\"200\" \/>Rijo Presbot, se refiri\u00f3 al \u00cdndice de Gesti\u00f3n Presupuestaria (IGP), explicando que con esta herramienta miden trimestralmente el grado en que las instituciones llevan una gesti\u00f3n presupuestaria eficaz, eficiente y transparente. Destac\u00f3 trabajos dirigidos a Gobiernos Locales, en materia medioambiental y g\u00e9nero.<\/p>\n<p>Finalmente, expres\u00f3 que desde DIGEPRES se ha motivado la participaci\u00f3n de la ciudadan\u00eda y el control social con iniciativas como Presupuesto Ciudadano, que ofrece una explicaci\u00f3n m\u00e1s \u00e1gil del Presupuesto General del Estado y Encuentros Ciudadanos, que permiten un acercamiento con la sociedad civil organizada.<\/p>\n<p><strong>FMI: medidas positivas del Gobierno<\/strong><\/p>\n<p>El Fondo Monetario Internacional (FMI), en el informe de mayo de 2022, present\u00f3 las conclusiones de la Consulta del Art\u00edculo IV de 2022, valorando como positivas las medidas tomadas por el Gobierno dominicano para proteger a la poblaci\u00f3n de las presiones inflacionarias externas.<\/p>\n<p>En la actividad participaron, adem\u00e1s, por parte de <a href=\"https:\/\/www.instagram.com\/digepresrd\/\">Digepres<\/a>, Odilys Hidalgo, Sorangel Gonz\u00e1lez D\u00edaz, Juan Portalatin y Luis Antonio Rodr\u00edguez; Adem\u00e1s, Ruth Henr\u00edquez, Katherine Gutierrez, Aldo Garc\u00eda y Mabel Infante de Contrataciones P\u00fablicas.<\/p>\n<p>&nbsp;\t\t<\/p>","protected":false},"excerpt":{"rendered":"<p>Carlos Pimentel, Director of Public Procurement, along with Rijo Presbot, led the meeting. They reiterated that indicator evaluations show the government&#039;s measures are effective in benefiting the most vulnerable. Representatives from the General Directorate of Budget (Digepres) and the International Monetary Fund (IMF) held a meeting to monitor the Dominican Republic&#039;s economic activity. Jos\u00e9 Rijo Presbot, Director General of Budget, and Carlos Pimentel, Director General of Public Procurement, jointly received the IMF mission, which included Emilio Fern\u00e1ndez Corugedo and Pamela Madrid. During the meeting, Rijo Presbot provided a general overview of the country&#039;s economic performance and the short-term outlook for the Dominican economy, including challenges, tools, and reforms implemented by President Luis Abinader&#039;s administration to strengthen transparency and integrity and promote citizen participation. He detailed the government&#039;s response to the effects of Hurricane Fiona on the Dominican Republic and the fuel costs resulting from the conflict between Russia and Ukraine. \u201cThis scenario increased the deficit from 3% to 3.6%, however, we ended up below that latter figure, and we covered all the effects of Hurricane Fiona without resorting to debt, using only existing resources,\u201d explained Rijo Presbot. Meanwhile, Fern\u00e1ndez Corugedo from the IMF directed questions toward the distribution of spending, social investment, budget management, fiscal matters, the multi-year budget, and the prevention and control of corruption. The Budget Director referred to administrative debt, an outdated practice eliminated by this administration. \u201cAn article in the Budget Law states that no official can enter into a transactional agreement that generates administrative debt, and anyone who does so must pay it with their own assets,\u201d reiterated Rijo Presbot. He also added that, in the Transactional Portal for Purchases and Contracts, when a project, good, or service is awarded, the money is already reserved precisely to avoid generating administrative debt. Rijo Presbot also outlined the government&#039;s subsidy measures for the electricity, transportation, agricultural, and other social sectors to address fuel prices and prevent them from impacting Dominican families. He stated that the evaluation of indicators shows these measures have benefited the country&#039;s most vulnerable populations. Pimentel, for his part, explained the work carried out by his institution related to the Financial Management Information System (SIGEF). &quot;The Ministry of Finance, through resolution number 157-2022, announced the automatic integration of the Expenditure Module of the Financial Management Information System (SIGEF) with the Electronic Public Procurement System (SECP), to improve the procurement process in public institutions,&quot; Pimentel emphasized. Rijo Presbot referred to the Budget Management Index (IGP), explaining that this tool measures quarterly the degree to which institutions carry out effective, efficient, and transparent budget management. He highlighted work aimed at local governments in the areas of the environment and gender. Finally, he stated that DIGEPRES has encouraged citizen participation and social oversight with initiatives such as Citizen Budget, which offers a more streamlined explanation of the General State Budget, and Citizen Meetings, which facilitate engagement with organized civil society. IMF: Positive Government Measures The International Monetary Fund (IMF), in its May 2022 report, presented the conclusions of the 2022 Article IV Consultation, assessing the measures taken by the Dominican government to protect the population from external inflationary pressures as positive. Also participating in the event on behalf of DIGEPRES were Odilys Hidalgo, Sorangel Gonz\u00e1lez D\u00edaz, Juan Portalatin, and Luis Antonio Rodr\u00edguez.
