\t\t\t\tThis meeting with municipalities in southern Cibao responds to the interest of Digepres<\/a> and the Solidarity Foundation to bring the budget closer to the public and strengthen the management of local governments. It has the support of Fedomu<\/a>, Fedodim<\/a> and Municipal League<\/em><\/p>\n

Following an agreement signed between the General Directorate of Budget and the Solidarity Foundation, to continue fostering closer ties between civil society and specifically with city councils and municipal boards, the Department of Local Governments of the Digepres<\/a> He began a series of meetings with municipalities and citizens to publicize the progress made in implementing changes and improvements to the Programmatic Structure of local governments.<\/p>\n

Representatives and authorities from nine municipalities in the southern Cibao region attended a meeting in the city of La Vega and learned about the details and progress of the project, presented by the Local Governments team, in an activity that had the support of the Dominican Federation of Municipalities (Fedomu)<\/a>Dominican Federation of Municipal Districts (Fedodim)<\/a> and the Dominican Municipal League.\"\"<\/p>\n

The event was led by Jos\u00e9 Rijo Presbot, Director General of the Budget; \u00c1ngel Mercedes, representative of the Dominican Municipal League; Yunior Torres, Mayor of Jarabacoa and representative of the board of directors of the Cibao South region; Violeta S\u00e1nchez, technical coordinator of Fedomu<\/a> in southern Cibao and Juan Castillo, executive director of the Solidarity Foundation.<\/p>\n

In his keynote address, Rijo Presbot highlighted the support and receptiveness of local governments, which has allowed for a smooth budgeting process, and reiterated that the intention of these changes is to continue making the management of city councils more transparent. \u201cSince we arrived at the institution, there was a clear line of decision that the management of the municipalities had to be strengthened, and for that purpose we created an exclusive department for local governments.\u201d<\/em>Rijo said.<\/p>\n

\u00c1ngel Mercedes, for his part, reiterated the Dominican Municipal League's commitment to the effective performance of local governments. Meanwhile, Kathia Lambis and Juan Castillo detailed the long-standing work they have been doing directly with municipalities and the Solidarity Foundation's connection to the Open Budget survey, which measures aspects of budget management in more than 100 countries, including the Dominican Republic, which ranks among the top three in the region for budget transparency.<\/p>\n

On behalf of the Local Governments team, Hu\u00e1scar Ventura thanked the municipalities for their support in implementing the changes to the Programmatic Structure and reiterated that \u201cThis effort involves inter-institutional coordination that would not be possible without the collaboration of the city councils and municipal boards.\u201d<\/em>In addition, Yohanna Santos and Alberto Villanueva explained the details and advantages of the new features that will be implemented.<\/p>\n

Leivan D\u00edaz, representative of Fedomu, highlighted the importance of developing an Annual Operating Plan for municipalities and the commitments that authorities must assume and fulfill with the communities. \u201cAn Operational Plan improves institutional credibility, transparency and strengthens management by presenting concrete results in the long-term plan\u201d<\/em>D\u00edaz indicated.<\/p>\n

Representatives from Bonao, Cotu\u00ed, Jarabacoa, Piedra Blanca, Maim\u00f3n, Jima Bejucal, Fantino, Jima Abajo and Jayacao \u2013 La Ceiba attended this meeting.\"\"<\/p>\n

Working day<\/strong><\/p>\n

The meeting, coordinated by the Budget and Solidarity Foundation, took place after a long day of work in Santiago and is the first in a series of activities included in the agenda and terms of a cooperation agreement signed in January between both institutions.<\/p>\n

It is worth noting that both Digepres and the Solidarity Foundation have been working for years on the design and dissemination of the Citizen Budget and the Municipal Citizen Budget, as a way to extend the reach of the public budget and ensure that the document is easily and simply understood by the general public.<\/p>\n

En las palabras centrales, Rijo Presbot destac\u00f3 el apoyo y receptividad de los gobiernos locales que ha permitido la fluidez en el trabajo de Presupuesto y record\u00f3 que la intenci\u00f3n de estos cambios es continuar transparentando la gesti\u00f3n de los ayuntamientos. \u201cDesde que llegamos a la instituci\u00f3n, hubo una l\u00ednea clara de decisi\u00f3n de que hab\u00eda que fortalecer la gesti\u00f3n de los ayuntamientos y para eso creamos un departamento exclusivo de gobiernos locales\u201d, expres\u00f3 Rijo. \u00c1ngel Mercedes, de su lado, reiter\u00f3 el compromiso de la Liga Municipal Dominicana con el desempe\u00f1o efectivo de los gobiernos locales. Mientras que, Kathia Lambis y Juan Castillo detallaron el trabajo hist\u00f3rico que vienen realizando con los ayuntamientos de manera directa y el v\u00ednculo de la Fundaci\u00f3n Solidaridad con la encuesta de Presupuesto Abierto, que mide aspectos de la gesti\u00f3n presupuestaria en m\u00e1s de 100 pa\u00edses, incluido Rep\u00fablica Dominicana, que est\u00e1 en el top 3 de la regi\u00f3n entre los pa\u00edses con mayor transparencia presupuestaria. Jornada de trabajo El encuentro coordinado por Presupuesto y Fundaci\u00f3n Solidaridad se dio luego de una amplia jornada de trabajo en Santiago y son los primeros de una serie de actividades que contempla la agenda y los t\u00e9rminos de un acuerdo de cooperaci\u00f3n firmado en enero entre ambas instituciones. Cabe destacar que tanto Digepres, como la Fundaci\u00f3n Solidaridad, trabajan desde hace a\u00f1os en el dise\u00f1o y difusi\u00f3n de Presupuesto Ciudadano y Presupuesto Ciudadano Municipal, como una forma de extender el alcance del Presupuesto p\u00fablico y garantizar que la pieza sea conocida por la ciudadan\u00eda en general de manera f\u00e1cil y sencilla.
