La visita de la comitiva integrada por Emilio Fern\u00e1ndez, jefe de misi\u00f3n; Pamela Madrid, especialista fiscal y Hassan Adan, especialista fiscal asignado a Rep\u00fablica Dominicana, sirvi\u00f3 para responder algunas inquietudes del FMI sobre el quehacer institucional.<img fetchpriority=\"high\" decoding=\"async\" class=\"alignleft wp-image-29393 size-medium\" title=\"Presupuesto recibe misi\u00f3n del FMI\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2022\/10\/IMG_2541-300x200.jpg\" alt=\"Presupuesto recibe misi\u00f3n del FMI\" width=\"300\" height=\"200\" \/><\/p>\n<p>Rijo Presbot inform\u00f3 al equipo del FMI sobre el trabajo alrededor de la Ley Org\u00e1nica de Presupuesto para el Sector P\u00fablico y expuso las medidas que ha tomado el Gobierno del presidente Luis Abinader para que el aumento en los precios de los combustibles, debido a la inflaci\u00f3n importada, no impacte de manera directa a las familias dominicanas; por otro lado, tambi\u00e9n detall\u00f3 las acciones para dar respuesta a los afectados por el hurac\u00e1n Fiona en todo el pa\u00eds. En ese sentido, el director de Presupuesto afirm\u00f3 que,\u00a0<em>\u201ctodo este esfuerzo del Gobierno de buscar dinero para los subsidios sociales tiene un solo significado, que es proteger a la gente y que sea feliz\u201d.<\/em><\/p>\n<p>Durante la reuni\u00f3n, se destac\u00f3 que en los primeros dos a\u00f1os de mandato del presidente Abinader, el enfoque ha estado en la transparencia y el control social, que ha permitido que la Rep\u00fablica Dominicana ocupe hoy el lugar n\u00famero 9 entre 120 pa\u00edses en materia de transparencia presupuestaria y el tercero en Am\u00e9rica Latina.<\/p>\n<p>En su intervenci\u00f3n, el director de Presupuesto destac\u00f3 logros en el \u00e1mbito del gasto p\u00fablico y en la prohibici\u00f3n del reconocimiento de deudas administrativas sin contar previamente con los recursos asignados en la Ley de Presupuesto General del Estado. <em>\u201cGracias al esfuerzo conjunto de toda la administraci\u00f3n p\u00fablica se ha logrado que, durante el a\u00f1o 2021, no se generaran deudas administrativas en las finanzas del pa\u00eds\u201d, <\/em>explic\u00f3 Rijo Presbot<em>.<\/em><\/p>\n<p><em>\u00a0<\/em>Por su parte, Emilio Fern\u00e1ndez, jefe de la misi\u00f3n del FMI, mostr\u00f3 inter\u00e9s en los trabajos que viene desarrollando Presupuesto con el Banco Interamericano de Desarrollo <a href=\"https:\/\/www.iadb.org\/es\">(IDB)<\/a> y en ese sentido, Griselda G\u00f3mez, directora de Calidad y Evaluaci\u00f3n del Gasto P\u00fablico, destac\u00f3 los nuevos clasificadores funcionales de g\u00e9nero y cambio clim\u00e1tico incluidos en el Proyecto de Ley de Presupuesto 2023, que promueve un abordaje sensible y que permitir\u00e1 fortalecer los conocimientos del personal t\u00e9cnico de las instituciones p\u00fablicas del \u00e1mbito presupuestario, tanto en temas de g\u00e9nero como cambio clim\u00e1tico.<img decoding=\"async\" class=\"alignright wp-image-29394 size-medium\" title=\"Presupuesto recibe misi\u00f3n del FMI\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2022\/10\/IMG_2584-300x200.jpg\" alt=\"Presupuesto recibe misi\u00f3n del FMI\" width=\"300\" height=\"200\" \/><\/p>\n<p>En el encuentro, Rijo tambi\u00e9n resalt\u00f3 el trabajo que se realiza bajo el apego estricto a la Ley Org\u00e1nica de Presupuesto, las mejoras dentro de las instituciones del Estado para evitar violaciones a las leyes No. 10-04 de la C\u00e1mara de Cuentas de la Rep\u00fablica Dominicana y No. 10-07, que instituye el Sistema Nacional de Control Interno y de la Contralor\u00eda General de la Rep\u00fablica dentro de sus procesos de licitaci\u00f3n y compra. \u201c<em>Antes, ning\u00fan gobierno local hac\u00eda sus transacciones en el portal de compra. Con la nueva medida, todos se registran en el sistema. Eso es un avance\u201d, <\/em>destac\u00f3 Rijo Presbot en su intervenci\u00f3n.<\/p>\n<p><strong>Cambios y mejoras en el sistema presupuestario dominicano<\/strong><\/p>\n<p><img decoding=\"async\" class=\"alignleft wp-image-29395 size-medium\" title=\"Presupuesto recibe misi\u00f3n del FMI\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2022\/10\/IMG_2608-300x200.jpg\" alt=\"Presupuesto recibe misi\u00f3n del FMI\" width=\"300\" height=\"200\" \/>Patricia Castillo, encargada de Planificaci\u00f3n y Desarrollo, afirm\u00f3 que, <em>\u201cestamos trabajando en las transformaciones del <a href=\"https:\/\/www.transparenciafiscal.gob.do\/siafe\/sigef\">SIGEF<\/a>, para identificar los aspectos de mejoras en el conjunto de normas, sistemas, \u00f3rganos y procesos que hacen posible la captaci\u00f3n de los recursos p\u00fablicos a trav\u00e9s de la herramienta\u201d.<\/em><\/p>\n<p>De su lado, Juan Portalat\u00edn, encargado de Gesti\u00f3n Financiera de Formulaci\u00f3n y Ejecuci\u00f3n de Presupuesto, resalt\u00f3 el Presupuesto Plurianual y la metodolog\u00eda de costeo en el Presupuesto General del Estado de 2023. En ese mismo orden, Rijo tambi\u00e9n explic\u00f3 c\u00f3mo se trabaja el gasto p\u00fablico en base a resultados para lograr un impacto positivo en la sociedad con los recursos asignados.<\/p>\n<p>Tambi\u00e9n acompa\u00f1aron al director de Presupuesto Sorangel Gonz\u00e1lez, Odilys Hidalgo y Rolando Reyes quienes explicaron los desaf\u00edos y metas en diversos aspectos del \u00e1mbito presupuestario. Por su parte, la misi\u00f3n del FMI agradeci\u00f3 al equipo de Presupuesto el informe rendido sobre el comportamiento de la econom\u00eda dominicana y previsiones para el 2023.<\/p>\n<p>Este encuentro responde a una visita habitual que la misi\u00f3n del Fondo Monetario Internacional realiza con los actores principales de las finanzas p\u00fablicas, como una forma de pasar revista al desempe\u00f1o de la econom\u00eda nacional y las proyecciones a futuro.\t\t<\/p>","protected":false},"excerpt":{"rendered":"<p>Jos\u00e9 Rijo Presbot, along with a team of technicians from the Budget Directorate (Digepres), reviewed the achievements and goals of the Budget; they highlighted government measures to mitigate the effects of international conflicts. The visit of the delegation, comprised of Emilio Fern\u00e1ndez, head of mission; Pamela Madrid, fiscal specialist; and Hassan Adan, fiscal specialist assigned to the Dominican Republic, served to address some of the IMF&#039;s concerns regarding institutional operations. Rijo Presbot briefed the IMF team on the work related to the Organic Budget Law for the Public Sector and outlined the measures taken by President Luis Abinader&#039;s administration to ensure that the increase in fuel prices, due to imported inflation, does not directly impact Dominican families. On the other hand, he also detailed the actions taken to respond to those affected by Hurricane Fiona throughout the country. In this regard, the Budget Director stated that, \u201call this effort by the Government to find money for social subsidies has only one purpose: to protect people and ensure their well-being.\u201d During the meeting, it was emphasized that in the first two years of President Abinader&#039;s term, the focus has been on transparency and social oversight, which has allowed the Dominican Republic to rank 9th out of 120 countries in terms of budget transparency and 3rd in Latin America. In his remarks, the Budget Director highlighted achievements in the area of public spending and the prohibition of recognizing administrative debts without first having the resources allocated in the General State Budget Law. \u201cThanks to the joint effort of the entire public administration, no administrative debts were generated in the country&#039;s finances during 2021,\u201d explained Rijo Presbot. For his part, Emilio Fern\u00e1ndez, head of the IMF mission, expressed interest in the work being carried out by the Budget Office with the Inter-American Development Bank (IDB). In this regard, Griselda G\u00f3mez, Director of Quality and Evaluation of Public Spending, highlighted the new functional classifications for gender and climate change included in the 2023 Budget Bill. These classifications promote a sensitive approach and will strengthen the knowledge of technical staff in public institutions within the budgetary sector, both on gender and climate change issues. At the meeting, Rijo also emphasized the work being done in strict adherence to the Organic Budget Law, as well as the improvements within state institutions to prevent violations of Law No. 10-04 of the Chamber of Accounts of the Dominican Republic and Law No. 10-07, which establishes the National System of Internal Control and the Comptroller General&#039;s Office, within their bidding and procurement processes. \u201cPreviously, no local government conducted its transactions through the procurement portal. With the new measure, everyone is registered in the system. That&#039;s progress,\u201d Rijo Presbot emphasized in her remarks. Regarding changes and improvements to the Dominican budget system, Patricia Castillo, Head of Planning and Development, stated, \u201cWe are working on the transformations of SIGEF (Integrated Financial Management System) to identify areas for improvement in the set of regulations, systems, bodies, and processes that enable the collection of public resources through this tool.\u201d For his part, Juan Portalat\u00edn, Head of Financial Management for Budget Formulation and Execution, highlighted the Multi-Year Budget and the costing methodology in the 2023 General State Budget. Along the same lines, Rijo also explained how public spending is managed based on results to achieve a positive impact on society with the allocated resources. Also accompanying the Budget Director were Sorangel Gonz\u00e1lez, Odilys Hidalgo, and Rolando Reyes, who explained the challenges and goals in various aspects of the budget. The IMF mission thanked the Budget team for the report presented on the performance of the Dominican economy and its forecasts for 2023.
