\t\t\t\tWith the sponsorship of UNICEF, the Digepres<\/a> He presented the launch of the \u201cStudy of Public Investment aimed at Children and Adolescents in the Dominican Republic\u201d.<\/em><\/p>\n

Santo Domingo. \u2013 The General Directorate of Budget (Digepres)<\/a>, with the support of the United Nations Children's Fund (Unicef)<\/a>He held the launch of a study to determine the public investment, through the Budget, that will be allocated to children and adolescents in the Dominican Republic.<\/p>\n

The purpose of this study is to analyze investment in childhood during 2021. It also aims to define the composition of funding and the contributions of different institutions to this objective, as well as provide additional analysis to offer relevant information and enable the best decisions to be made for the development of children and adolescents.<\/p>\n

Similarly, the study will foster intersectoral collaboration to work on behalf of children and adolescents, strengthening policy proposals that improve their quality of life. This initiative complements the strategic efforts undertaken by Digepres to enhance the reach of public policies through efficient spending and results-oriented budgeting.<\/p>\n

In his welcoming remarks, Jos\u00e9 Rijo Presbot, Budget Director, indicated that investment in childhood and adolescence is the greatest guarantee of a country's return on wealth and allows it to break with inequalities. \u201cFrom Digepres and the Dominican Government, we welcome you to this first meeting to share working methodologies for investment in children and adolescents that will help address the problems that affect them and plunge them into poverty.\u201d<\/em>Rijo Presbot said.\"\"<\/p>\n

He also stated that the design of public policies aimed at improving investment directed at children and adolescents is a strategic commitment from the Budget Office that is being worked on and promoted in a comprehensive manner with governing bodies on the subject.<\/p>\n

For her part, Rosa Elcarte, UNICEF's resident representative in the country, pointed out that \u201cThe methodologies allow us to identify which institutions have more budget for children and which are less funded, and it is urgent to increase investment in them, as well as addressing differences by gender and age group, promoting investment in the least funded areas, such as early childhood.\u201d<\/em>Furthermore, she highlighted how investment in childhood and adolescence promotes children's rights and also helps the country to meet the Sustainable Development Goals (SDGs) agenda, for a more equitable and just world for all.<\/p>\n

Elcarte commended the work of the Ministry of Finance and the General Directorate of Budget for strengthening results-based budgeting.<\/p>\n

At the event, Griselda G\u00f3mez, Director of Quality of Spending and Budgetary Evaluation at Digepres, presented legal, methodological aspects and guidelines of the study to the participants.<\/p>\n

Finally, Nicolay Castellanos, a UNICEF consultant who will lead a workshop to strengthen institutions based on the methodologies, said that the meeting is an opportunity to share other similar experiences at the regional level in pursuit of the continuous strengthening of policies aimed at children and adolescents.<\/p>\n

Training day<\/strong><\/p>\n

Until Wednesday, March 23, a team from Digepres will be conducting a training session for technicians from the Ministry of Economy, Planning and Development (MEPyD)<\/a>Ministry of Education; National Institute for Comprehensive Early Childhood Care (Inaipi)<\/a>Ministry of Public Health and Social Assistance; National Health Service (SNS)<\/a>Comprehensive Care Center for Disability (CAID)<\/a>National Disability Council (Conadis)<\/a>National Council for Children and Adolescents (Conani)<\/a>; Cabinet for Children and Adolescents and the Sup\u00e9rate Program.<\/p>\n

Con el patrocinio de Unicef, la Digepres present\u00f3 el lanzamiento del \u201cEstudio de la Inversi\u00f3n P\u00fablica dirigida a la Ni\u00f1ez y Adolescencia en la Rep\u00fablica Dominicana\u201d. Santo Domingo. – La Direcci\u00f3n General de Presupuesto (Digepres), con el apoyo del Fondo de Naciones Unidas para la Infancia (Unicef), realiz\u00f3 el acto de lanzamiento de un estudio para determinar la inversi\u00f3n p\u00fablica, a trav\u00e9s del Presupuesto, que se destinar\u00e1 a la ni\u00f1ez y la adolescencia en la Rep\u00fablica Dominicana. El estudio tiene como prop\u00f3sito realizar un an\u00e1lisis de la inversi\u00f3n en la infancia durante el a\u00f1o 2021. Asimismo, definir la composici\u00f3n de la financiaci\u00f3n y el aporte de las distintas instituciones a favor del objetivo, as\u00ed como an\u00e1lisis adicionales para ofrecer la informaci\u00f3n pertinente y que sean tomadas las mejores decisiones a favor del desarrollo de los ni\u00f1os, ni\u00f1as y adolescentes. De igual forma, el estudio favorecer\u00e1 la articulaci\u00f3n intersectorial para trabajar a favor de la infancia y adolescencia, que podr\u00e1n fortalecer las propuestas de pol\u00edticas que permitan mejorar la calidad de vida de nuestros ni\u00f1os, ni\u00f1as y adolescentes. La iniciativa se suma a los esfuerzos estrat\u00e9gicos realizados por Digepres para mejorar el alcance de las pol\u00edticas p\u00fablicas a trav\u00e9s del gasto eficiente y el Presupuesto Orientado a Resultados. En las palabras de bienvenida, Jos\u00e9 Rijo Presbot, director de Presupuesto indic\u00f3 que la inversi\u00f3n en la ni\u00f1ez y adolescencia es el mayor garante de retorno de riqueza de un pa\u00eds y permite romper con las desigualdades. \u201cDesde Digepres y el Gobierno dominicano les damos la bienvenida a este primer encuentro para dar a conocer metodolog\u00edas de trabajo para la inversi\u00f3n en materia ni\u00f1ez y adolescencia que ayudar\u00e1n atacar esos males que les afectan y los sumergen en la pobreza\u201d, dijo Rijo Presbot. Asimismo, asegur\u00f3 que el dise\u00f1o de pol\u00edticas p\u00fablicas orientadas a mejorar la inversi\u00f3n dirigida a la ni\u00f1ez y adolescencia es un compromiso estrat\u00e9gico desde Presupuesto que se est\u00e1 trabajando e impulsando de manera integral con organismos rectores en el tema. De su lado, Rosa Elcarte, representante residente de Unicef en el pa\u00eds, puntualiz\u00f3 que \u201clas metodolog\u00edas permiten identificar cu\u00e1les instituciones tienen m\u00e1s presupuesto para la infancia y cu\u00e1les est\u00e1n menos financiadas y urge aumentar la inversi\u00f3n en ellas, as\u00ed como las diferencias por g\u00e9nero y por grupo etario, promoviendo la inversi\u00f3n en los menos financiados como se da en la primera infancia\u201d. Adem\u00e1s, resalt\u00f3 c\u00f3mo la inversi\u00f3n en la infancia y adolescencia promueve los derechos de la ni\u00f1ez y tambi\u00e9n ayudan al pa\u00eds a cumplir la agenda de los Objetivos de Desarrollo Sostenible (ODS), para un mundo m\u00e1s equitativo y justo para todos. Elcarte felicit\u00f3 la labor del Ministerio de Hacienda y la Direcci\u00f3n General de Presupuesto para fortalecer la presupuestaci\u00f3n con base en resultados.
