Este a\u00f1o, nuestro pa\u00eds ha sido sede y anfitri\u00f3n de este evento que, junto a la Direcci\u00f3n General de \u00c9tica e Integridad Gubernamental <a href=\"https:\/\/www.digeig.gob.do\/\">(DIGEIG)<\/a>, organizan el Banco Interamericano de Desarrollo <a href=\"https:\/\/www.iadb.org\/es\">(IDB)<\/a> y la Organizaci\u00f3n para la Cooperaci\u00f3n y Desarrollo Econ\u00f3mico (OCDE).<\/p>\n<p>Este ciclo de reuniones fue el escenario para resaltar y dar a conocer las herramientas y reformas que ha implementado el Gobierno dominicano para consolidar la transparencia e integridad y promover la participaci\u00f3n de los ciudadanos.<\/p>\n<p>En ese sentido, el presidente Abinader expres\u00f3 que, <em>\u201cno hay acci\u00f3n transformadora sin principios, sin \u00e9tica y sin integridad en el ejercicio del poder\u201d<\/em>. Durante su intervenci\u00f3n, el mandatario tambi\u00e9n resalt\u00f3 los diversos proyectos y dec\u00e1logos de buenas pr\u00e1cticas que vinculan a todos los estamentos de su Gobierno.<\/p>\n<p><em>\u201cBuen ejemplo de ello es nuestro portal de transparencia, donde cualquiera puede acceder a la informaci\u00f3n de contratos p\u00fablicos, licitaciones, sueldos y planes. Todo est\u00e1 ah\u00ed, porque no hay nada que ocultar\u201d<\/em>, enfatiz\u00f3 el jefe de Estado en su discurso.<\/p>\n<p>En tanto que, el director general de <a href=\"https:\/\/digepres.gob.do\/en\/\">Budget<\/a>, Jos\u00e9 Rijo Presbot, se integr\u00f3 a la segunda jornada de sesiones p\u00fablicas con el tema <em>\u201cLa modernizaci\u00f3n del sistema de integridad y transparencia de la Rep\u00fablica Dominicana\u201d<\/em>. Junto al director de Presupuesto, participaron tambi\u00e9n Catalino Correa, contralor general de la Rep\u00fablica, Milagros Ort\u00edz Bosch, directora general de \u00c9tica e Integridad Gubernamental y Carlos Pimentel, director general de Compras y Contrataciones.<\/p>\n<p>Rijo Presbot afirm\u00f3 que, desde la <a href=\"https:\/\/www.instagram.com\/digepresrd\/\">DIGEPRES<\/a> se han realizado importantes controles en materia de Presupuesto que apuntan al control del gasto p\u00fablico, la transparencia y la articulaci\u00f3n del plan y el presupuesto para lograr buenos resultados. <em>\u201cPor primera vez elaboramos un Proyecto de Ley de Presupuesto para el 2022 que vincula la Estrategia Nacional de Desarrollo 2030 con los ejes estrat\u00e9gicos para producir el Presupuesto General del Estado\u201d<\/em>.<\/p>\n<p>Como un aspecto fundamental en las reformas de Presupuesto, Rijo Presbot destac\u00f3 la consolidaci\u00f3n del proceso de preparaci\u00f3n de marcos fiscales de mediano plazo a trav\u00e9s de una gu\u00eda metodol\u00f3gica y las mejoras introducidas en el Sistema de Informaci\u00f3n de Gesti\u00f3n Financiera del Estado (SIGEF), que ahora permite que las instituciones puedan formular su presupuesto de manera plurianual.<\/p>\n<p><em>\u201cEn el a\u00f1o 2017, solo el 83% de las instituciones hac\u00edan su presupuesto en funci\u00f3n de metas de servicios. Hoy podemos hablar del 99% de las instituciones\u201d<\/em>, agreg\u00f3 el director de Presupuesto.<\/p>\n<p><strong><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone wp-image-24421\" title=\"Presupuesto destaca logros en\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2021\/11\/Verdadera-verdareas-300x188.png\" alt=\"Presupuesto destaca logros en\" width=\"424\" height=\"266\" \/> <img decoding=\"async\" class=\"alignnone wp-image-24414\" title=\"Presupuesto destaca logros en\" src=\"https:\/\/www.digepres.gob.do\/wp-content\/uploads\/2021\/11\/verdadera-2-1024x768.jpg\" alt=\"Presupuesto destaca logros en\" width=\"353\" height=\"265\" \/><\/strong><\/p>\n<p><strong>Mayor control del gasto y reducci\u00f3n de cuentas por pagar<\/strong><\/p>\n<p>En cuanto al control del gasto, Rijo Presbot habl\u00f3 sobre las mejoras al m\u00f3dulo de programaci\u00f3n del Presupuesto y como logro importante destac\u00f3 la prohibici\u00f3n de acuerdos transaccionales por parte de los incumbentes y las instituciones que, de acuerdo con Rijo, representaba uno de los mecanismos de mayor corrupci\u00f3n que hab\u00eda en Rep\u00fablica Dominicana.<\/p>\n<p><em>\u201cDisminuci\u00f3n de cuentas por pagar en el a\u00f1o 2010 eran 174 millones de pesos. El a\u00f1o pasado, de enero al 14 de agosto se pagaron 62 mil millones de pesos, entre los cuales alrededor de unos 32 mil millones no pasaron por el circuito regular, ni siquiera por la Contralor\u00eda General de la Rep\u00fablica y esto, nosotros lo hemos eliminado\u201d<\/em>, expres\u00f3 el director de Presupuesto y afirm\u00f3 que se ha colocado en la Ley de Presupuesto un art\u00edculo que lo proh\u00edbe y que ordena que aquel funcionario que genere una deuda administrativa por no tener recursos pagar\u00eda con su patrimonio.<\/p>\n<p><strong>Ejecuci\u00f3n presupuestaria actualizada y disponible<\/strong><\/p>\n<p>Rijo Presbot se\u00f1al\u00f3 que nunca como ahora, se hab\u00eda puesto a disposici\u00f3n de la ciudadan\u00eda la ejecuci\u00f3n de los recursos del Estado de manera tan \u00e1gil y actualizada, a trav\u00e9s de la informaci\u00f3n.<\/p>\n<p><em>\u201cNosotros nos hemos puesto a la vanguardia de las mejores pr\u00e1cticas internacionales y ya publicamos semanalmente en el portal institucional la ejecuci\u00f3n del Presupuesto\u201d<\/em>, asegur\u00f3.<\/p>\n<p>Expres\u00f3 que desde <a href=\"https:\/\/www.instagram.com\/digepresrd\/\">DIGEPRES<\/a> se ha motivado la participaci\u00f3n de la ciudadan\u00eda y el control social con iniciativas como Presupuesto Ciudadano, que ofrece una explicaci\u00f3n m\u00e1s \u00e1gil del PGE y Encuentros Ciudadanos, que permiten un acercamiento con la sociedad civil organizada.<\/p>\n<p><strong>Sobre el evento<\/strong><\/p>\n<p>El Di\u00e1logo Internacional de Transparencia e Integridad de la Red P\u00fablica de Am\u00e9rica Latina y el Caribe OCDE-BID, es un encuentro que se realiza cada a\u00f1o para dar a conocer las mejores pr\u00e1cticas de transparencia, \u00e9tica e integridad.<\/p>\n<p>En el foro participan expertos internacionales de alto nivel que buscan promover mejores pol\u00edticas p\u00fablicas, el crecimiento econ\u00f3mico y la prevenci\u00f3n y control de la corrupci\u00f3n.\t\t<\/p>","protected":false},"excerpt":{"rendered":"<p>International Dialogue on Transparency and Integrity of the Public Network: President Abinader Reaffirms Government&#039;s Commitment to Principles, Ethics, and Integrity. In an event led by the President of the Dominican Republic, Luis Abinader, the 5th International Dialogue on Transparency and Integrity of the Public Integrity Network of Latin America and the Caribbean took place. This year, the Dominican Republic hosted this event, which, together with the General Directorate of Ethics and Governmental Integrity (DIGEIG), is organized by the Inter-American Development Bank (IDB) and the Organisation for Economic Co-operation and Development (OECD). This series of meetings provided a platform to highlight and publicize the tools and reforms implemented by the Dominican government to consolidate transparency and integrity and promote citizen participation. In this regard, President Abinader stated that, \u201cthere is no transformative action without principles, ethics, and integrity in the exercise of power.\u201d During his address, the president also highlighted the various projects and ten-point codes of best practices that link all levels of his government. \u201cA good example of this is our transparency portal, where anyone can access information on public contracts, tenders, salaries, and plans. Everything is there because there is nothing to hide,\u201d the head of state emphasized in his speech. Meanwhile, the Director General of the Budget, Jos\u00e9 Rijo Presbot, joined the second day of public sessions with the topic \u201cModernizing the Integrity and Transparency System of the Dominican Republic.\u201d Also participating were Catalino Correa, Comptroller General of the Republic; Milagros Ort\u00edz Bosch, Director General of Ethics and Governmental Integrity; and Carlos Pimentel, Director General of Procurement and Contracting. Rijo Presbot stated that the General Directorate of Budget (DIGEPRES) has implemented significant budget controls aimed at controlling public spending, ensuring transparency, and aligning the plan and the budget to achieve positive results. \u201cFor the first time, we have drafted a Budget Bill for 2022 that links the National Development Strategy 2030 with the strategic axes for producing the General State Budget.\u201d As a fundamental aspect of the Budget reforms, Rijo Presbot highlighted the consolidation of the process for preparing medium-term fiscal frameworks through a methodological guide and the improvements introduced in the State Financial Management Information System (SIGEF), which now allows institutions to formulate their budgets on a multi-year basis. \u201cIn 2017, only 831% of institutions based their budgets on service targets. Today, we can say that 991% of institutions do so,\u201d added the Budget Director. Greater Spending Control and Reduction of Accounts Payable Regarding spending control, Rijo Presbot spoke about improvements to the Budget programming module and highlighted as a significant achievement the prohibition of transactional agreements by incumbents and institutions, which, according to Rijo, represented one of the most corrupt mechanisms in the Dominican Republic. \u201cAccounts payable were reduced by 174 million pesos in 2010. Last year, from January to August 14, 62 billion pesos were paid, of which approximately 32 billion did not go through the regular channels, not even through the Comptroller General&#039;s Office, and we have eliminated this,\u201d stated the Budget Director. He affirmed that an article has been added to the Budget Law prohibiting this practice and stipulating that any official who incurs administrative debt due to a lack of resources will be liable for it with their personal assets. Updated and Available Budget Execution: Rijo Presbot pointed out that never before has the execution of state resources been made so readily and up-to-date to the public through this information. \u201cWe have positioned ourselves at the forefront of international best practices and now publish the Budget execution report weekly on the institutional website,\u201d he affirmed. He stated that DIGEPRES has encouraged citizen participation and social oversight with initiatives such as Citizen Budget, which offers a more streamlined explanation of the General State Budget (PGE), and Citizen Encounters, which facilitate engagement with organized civil society. Regarding the event: The International Dialogue on Transparency and Integrity of the OECD-IDB Public Network of Latin America and the Caribbean is an annual meeting held to share best practices in transparency, ethics, and integrity.
